Declarations of War and Authorizations for the Use of Military Force: Historical Background and Legal Implications

Description: This report provides historical background on the enactment of declarations of war and authorizations for the use of force and analyzes their legal effects under international and domestic law. It also sets forth their texts in two appendices. Because the statutes that confer standby authority on the President and the executive branch potentially play such a large role in an armed conflict to which the United States is a party, the report includes an extensive listing and summary of the statute… more

DEVELOPMENT OF IMPROVED CATALYSTS FOR THE SELECTIVE CATALYTIC REDUCTION OF NITROGEN OXIDES WITH HYDROCARBONS

Description: Significant work has been done by the investigators on the cerium oxide-copper oxide based sorbent/catalysts for the combined removal of sulfur and nitrogen oxides from the flue gases of stationary sources. A relatively wide temperature window was established for the use of alumina-supported cerium oxide-copper oxide mixtures as regenerable sorbents for SO{sub 2} removal. Evaluation of these sorbents as catalysts for the selective reduction of NO{sub x} gave promising results with methane. Sinc… more

Reactive Multiphase Behavior of CO2 in Saline Aquifers Beneath the Colorado Plateau

Description: Gas reservoirs developed within the Colorado Plateau and Southern Rocky Mountains region represent unique natural laboratories for studying the conditions that control long-term storage of CO{sub 2}. Under appropriate conditions, the trapping of CO{sub 2} in mineral phases could equal or exceed the amount of CO{sub 2} sequestered in the pore fluids in deep aquifers. Core samples from the Springerville-St. Johns CO{sub 2} field has allowed investigation of naturally occurring mineral reactions. … more

Reactive Multiphase Behavior of CO2 in Saline Aquifers Beneath the Colorado Plateau

Description: Gas reservoirs developed within the Colorado Plateau and Southern Rocky Mountains region are natural laboratories for studying the factors that promote long-term storage of CO{sub 2}. They also provide sites for storing additional CO{sub 2} if it can be separated from the flue gases of coal-fired power plants in this part of the U.S.A. These natural reservoirs are developed primarily in sandstones and dolomites; shales, mudstones and anhydrite form seals. In many fields, stacked reservoirs are … more

Determining Optimal Location and Numbers of Sample Transects for Characterization of UXO Sites

Description: Previous work on sample design has been focused on constructing designs for samples taken at point locations. Significantly less work has been done on sample design for data collected along transects. A review of approaches to point and transect sampling design shows that transects can be considered as a sequential set of point samples. Any two sampling designs can be compared through using each one to predict the value of the quantity being measured on a fixed reference grid. The quality of a … more

Fiber Optical Micro-Detectors for Oxygen Sensing in Power Plants Progress Report

Description: In this report, initial results pertaining to the synthesis molybdenum clusters and characterization using absorption, optical microscopy, and x-ray powder diffraction are discussed. The synthesis was performed according to literature [1], but results from x-ray powder diffraction indicate that the synthesis did not give the desired compound. The absorption and optical microscopy indicate that the compound synthesized has properties similar to the desired Mo{sub 6}Cl{sub 12} clusters [2,3], so … more

Improved Thermophotovoltaic (TPV) Performance Using Dielectric Photon Concentrations (DPC)

Description: This report presents theoretical and experimental results, which demonstrate the feasibility of a new class of thermophotovoltaic (TPV) energy converters with greatly improved power density and efficiency. Performance improvements are based on the utilization of the enhanced photon concentrations within high refractive index materials. Analysis demonstrates that the maximum achievable photon flux for TPV applications is limited by the lowest index in the photonic cavity, and scales as the minim… more
