Domestic Energy Scenarios

Description: This report attempts to organize and evaluate scenarios of markets and technologies that could impact renewable and distributed electricity-generating technologies during the next 20-100 years in the United States. For the purposes of this report, scenarios are defined broadly as any projection or forecast that helps illuminate the potential of Renewable Electric Technologies (RETs) in the United States. Scenarios vary widely in terms of their scope-some focus on supply of fuels or narrow segme… more

Electricity: The Road Toward Restructuring

Description: The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a subs… more

Declarations of War and Authorizations for the Use of Military Force: Historical Background and Legal Implications

Description: This report provides historical background on the enactment of declarations of war and authorizations for the use of force and analyzes their legal effects under international and domestic law. It also sets forth their texts in two appendices. Because the statutes that confer standby authority on the President and the executive branch potentially play such a large role in an armed conflict to which the United States is a party, the report includes an extensive listing and summary of the statute… more

Measured energy savings from the application of reflective roofsin 2 small non-residential buildings

Description: Energy use and environmental parameters were monitored in two small (14.9 m{sup 2}) non-residential buildings during the summer of 2000. The buildings were initially monitored for about 1 1/2 months to establish a base condition. The roofs of the buildings were then painted with a white coating and the monitoring was continued. The original solar reflectivities of the roofs were about 26%; after the application of roof coatings the reflectivities increased to about 72%. The monitored electricit… more

DEVELOPMENT OF IMPROVED CATALYSTS FOR THE SELECTIVE CATALYTIC REDUCTION OF NITROGEN OXIDES WITH HYDROCARBONS

Description: Significant work has been done by the investigators on the cerium oxide-copper oxide based sorbent/catalysts for the combined removal of sulfur and nitrogen oxides from the flue gases of stationary sources. A relatively wide temperature window was established for the use of alumina-supported cerium oxide-copper oxide mixtures as regenerable sorbents for SO{sub 2} removal. Evaluation of these sorbents as catalysts for the selective reduction of NO{sub x} gave promising results with methane. Sinc… more

Grain refinement in beryllium by equal channel angular extrusion.

Description: Ultrafine-grained Be is the material of choice for fabrication of the NIF target capsules. One method of producing ultrafine grains in metals is by imposing very large strains. Equal channel angular extrusion (ECAE) has been used to achieve these high strains. Previous work has shown that powder-source Be can be successfully processed by ECAE. Pure Be and Be-0.9 at% Cu alleys have been arc melted and cast into billets 5 mm in diameter by 30 mm in length. These billets were enclosed in cans fabr… more

Reactive Multiphase Behavior of CO2 in Saline Aquifers Beneath the Colorado Plateau

Description: Gas reservoirs developed within the Colorado Plateau and Southern Rocky Mountains region represent unique natural laboratories for studying the conditions that control long-term storage of CO{sub 2}. Under appropriate conditions, the trapping of CO{sub 2} in mineral phases could equal or exceed the amount of CO{sub 2} sequestered in the pore fluids in deep aquifers. Core samples from the Springerville-St. Johns CO{sub 2} field has allowed investigation of naturally occurring mineral reactions. … more

Reactive Multiphase Behavior of CO2 in Saline Aquifers Beneath the Colorado Plateau

Description: Gas reservoirs developed within the Colorado Plateau and Southern Rocky Mountains region are natural laboratories for studying the factors that promote long-term storage of CO{sub 2}. They also provide sites for storing additional CO{sub 2} if it can be separated from the flue gases of coal-fired power plants in this part of the U.S.A. These natural reservoirs are developed primarily in sandstones and dolomites; shales, mudstones and anhydrite form seals. In many fields, stacked reservoirs are … more

A flash x-ray system for diagnosing liner implosions

Description: This paper describes a low energy flash X-ray system that is ideal for radiographing a wide variety of experimental phenomenon on both capacitor-bank pulsed power facilities and explosively driven magnetic-flux compression experiments. The versatility of this system has allowed us to obtain both single X-radiographs of imploding liners and multiple, temporally resolved radiographic sequences of target evolution. The dynamic liner radiographs are acquired with radially oriented X-ray heads that … more

Portable Monitor for Tritium in Air

Description: In the handling of tritium associated with heavy water moderator, there is a possibility that some of it, in the form of tritiated hydrogen or water vapor, may become airborne. An instrument is needed which will quantitatively measure tritium in air in order to protect personnel from the radiation hazard associated with tritium. This paper describes a portable air sampler developed to monitor concentrations of tritium in air between 4 x 10-5 and 1600 x 10-5 microcurie per cubic centimeter.

Crystallization of a member of the recFOR DNA repair pathway, RecO, with and without bound oligonucleotide

Description: RecFOR proteins are important for DNA repair by homologous recombination in bacteria. The RecO protein from Thermus thermophilus was cloned, purified and characterized for its binding to oligonucleotides. The protein was crystallized alone and in complex with a 14-mer oligonucleotide. Both crystal forms grow under different crystallization conditions in the same space group, P3121 or P3221, with almost identical unit cell parameters. Complete data sets were collected to 2.8 Angstrom and 2.5 Ang… more
