2003 Environmental Monitoring Report for the Bettis Atomic Power Laboratory Pittsburgh Site

Description: The 2003 results for the Bettis-Pittsburgh radiological and nonradiological environmental monitoring programs are presented. The results demonstrate that the existing procedures ensured that releases to the environment during 2003 were in accordance with applicable Federal, State, County, and local regulations. Evaluation of the environmental data indicates that current operations at the Site continue to have no adverse effect on human health and the quality of the environment. A conservative assessment of radiation exposure to the general public as a result of Site operations demonstrates that the dose received by any member of the public was well below the most restrictive dose limits established by the Environmental Protection Agency, the Nuclear Regulatory Commission, and the U.S. Department of Energy. A risk assessment of potentially exposed populations to chemical residues in the environment at the Site demonstrates that any potential risk posed by these residues in much less than the risks encountered in normal everyday life.

The Abstract Machine Model for Transaction-based System Control

Description: Recent work applying statistical mechanics to economic modeling has demonstrated the effectiveness of using thermodynamic theory to address the complexities of large scale economic systems. Transaction-based control systems depend on the conjecture that when control of thermodynamic systems is based on price-mediated strategies (e.g., auctions, markets), the optimal allocation of resources in a market-based control system results in an emergent optimal control of the thermodynamic system. This paper proposes an abstract machine model as the necessary precursor for demonstrating this conjecture and establishes the dynamic laws as the basis for a special theory of emergence applied to the global behavior and control of complex adaptive systems. The abstract machine in a large system amounts to the analog of a particle in thermodynamic theory. The permit the establishment of a theory dynamic control of complex system behavior based on statistical mechanics. Thus we may be better able to engineer a few simple control laws for a very small number of devices types, which when deployed in very large numbers and operated as a system of many interacting markets yields the stable and optimal control of the thermodynamic system.

An Advanced Fracture Characterization and Well Path Navigation System for Effective Re-Development and Enhancement of Ultimate Recovery From the Complex Monterey Reservoir of South Ellwood Field, Offshore California

Description: Venoco Inc, intends to re-develop the Monterey Formation, a Class III basin reservoir, at South Ellwood Field, Offshore Santa Barbara, California. Well productivity in this field varies significantly. Cumulative Monterey production for individual wells has ranged from 260 STB to 8,700,000 STB. Productivity is primarily affected by how well the well path connects with the local fracture system and the degree of aquifer support. Cumulative oil recovery to date is a small percentage of the original oil in place. To embark upon successful re-development and to optimize reservoir management, Venoco intends to investigate, map and characterize field fracture patterns and the reservoir conduit system. State of the art borehole imaging technologies including FMI, dipole sonic and cross-well seismic, interference tests and production logs will be employed to characterize fractures and micro faults. These data along with the existing database will be used for construction of a novel geologic model of the fracture network. Development of an innovative fracture network reservoir simulator is proposed to monitor and manage the aquifer's role in pressure maintenance and water production. The new fracture simulation model will be used for both planning optimal paths for new wells and improving ultimate recovery. In the second phase of this project, the model will be used for the design of a pilot program for downhole water re-injection into the aquifer simultaneously with oil production. Downhole water separation units attached to electric submersible pumps will be used to minimize surface fluid handling thereby improving recoveries per well and field economics while maintaining aquifer support. In cooperation with the DOE, results of the field studies as well as the new models developed and the fracture database will be shared with other operators. Advanced Hydrogen Transport Membranes for Vision 21 Fossil Fuels Plants

Description: Eltron Research Inc. and team members CoorsTek, Sued Chemie, and Argonne National Laboratory are developing an environmentally benign, inexpensive, and efficient method for separating hydrogen from gas mixtures produced during industrial processes, such as coal gasification. This project was motivated by the National Energy Technology Laboratory (NETL) Vision 21 initiative, which seeks to economically eliminate environmental concerns associated with the use of fossil fuels. Currently, this project is focusing on four basic categories of dense membranes: (1) mixed conducting ceramic/ceramic composites, (2) mixed conducting ceramic/metal (cermet) composites, (3) cermets with hydrogen permeable metals, and (4) layered composites containing hydrogen permeable alloys. Ultimately, these materials must enable hydrogen separation at practical rates under ambient and high-pressure conditions, without deactivation in the presence of feedstream components such as carbon dioxide, water, and sulfur. This report presents hydrogen permeation data during long term tests and tests at high pressure in addition to progress with cermet, ceramic/ceramic, and thin film membranes.

Advanced Liquid Natural Gas Onboard Storage System

Description: Cummins Westport Incorporated (CWI) has designed and developed a liquefied natural gas (LNG) vehicle fuel system that includes a reciprocating pump with the cold end submerged in LNG contained in a vacuum-jacketed tank. This system was tested and analyzed under the U.S. Department of Energy (DOE) Advanced LNG Onboard Storage System (ALOSS) program. The pumped LNG fuel system developed by CWI and tested under the ALOSS program is a high-pressure system designed for application on Class 8 trucks powered by CWI's ISX G engine, which employs high-pressure direct injection (HPDI) technology. A general ALOSS program objective was to demonstrate the feasibility and advantages of a pumped LNG fuel system relative to on-vehicle fuel systems that require the LNG to be ''conditioned'' to saturation pressures that exceeds the engine fuel pressure requirements. These advantages include the capability to store more fuel mass in given-size vehicle and station tanks, and simpler lower-cost LNG refueling stations that do not require conditioning equipment. Pumped LNG vehicle fuel systems are an alternative to conditioned LNG systems for spark-ignition natural gas and port-injection dual-fuel engines (which typically require about 100 psi), and they are required for HPDI engines (which require over 3,000 psi). The ALOSS program demonstrated the feasibility of a pumped LNG vehicle fuel system and the advantages of this design relative to systems that require conditioning the LNG to a saturation pressure exceeding the engine fuel pressure requirement. LNG tanks mounted on test carts and the CWI engineering truck were repeatedly filled with LNG saturated at 20 to 30 psig. More fuel mass was stored in the vehicle tanks as well as the station tank, and no conditioning equipment was required at the fueling station. ADVANCED OIL RECOVERY TECHNOLOGIES FOR IMPROVED RECOVERY FROM SLOPE BASIN CLASTIC RESERVOIRS, NASH DRAW BRUSHY CANYON POOL, EDDY COUNTY, NM

Description: The overall objective of this project is to demonstrate that a development program based on advanced reservoir management methods can significantly improve oil recovery at the Nash Draw Pool (NDP). The plan includes developing a control area using standard reservoir management techniques and comparing its performance to an area developed using advanced reservoir management methods. Specific goals are (1) to demonstrate that an advanced development drilling and pressure maintenance program can significantly improve oil recovery compared to existing technology applications and (2) to transfer these advanced methodologies to oil and gas producers in the Permian Basin and elsewhere throughout the U.S. oil and gas industry.

Afghanistan: Current Issues and U.S. Policy

Description: The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

Agricultural Trade in the Free Trade Area of the Americas

Description: Leaders of Western Hemisphere countries have agreed to negotiate a Free Trade Area of the Americas (FTAA) agreement by 2005. FTAA’s objective is to promote economic growth and democracy by eliminating barriers to trade in all goods (including agricultural and food products) and services, and to facilitate investment. If diplomats reach agreement, free trade in the hemisphere could occur by 2020. Negotiations on FTAA’s agriculture component have become contentious. This report discusses the controversial aspects of FTAA, describes the advantages and disadvantages of FTAA, and discusses FTAA in relation to the existing North American Free Trade Agreement (NAFTA).

Airline Ticketing: Impact of Changes in the Airline Ticket Distribution Industry

Description: A letter report issued by the General Accounting Office with an abstract that begins "In 2002, when major U.S. airlines posted net operating losses of almost $10 billion, they paid over $7 billion to distribute tickets to consumers. Of these total distribution expenses, airlines paid hundreds of millions of dollars in booking fees to global distribution systems--the companies who package airline flight schedule and fare information so that travel agents can query it to "book" (i.e., reserve and purchase) flights for consumers. Each time a consumer purchases an airline ticket through a travel agent, the global distribution system used by the travel agent charges the airline a set booking fee. Concerns have been raised that the global distribution systems may exercise market power over the airlines because most carriers are still largely dependent on each of the global distribution systems for distributing tickets to different travel agents and consumers and therefore must subscribe and pay fees to each. Market power would allow global distribution systems to charge high, noncompetitive fees to airlines, costs that may be passed on to consumers. GAO was asked to examine changes in the airline ticket distribution industry since the late 1990s and the effects on airlines, the impact of these changes on travel agents and consumers, and what the relationship between global distribution systems' booking fees and related costs suggest about the use of market power."

Alpha Dithering to Correct Low-Opacity 8 Bit Compositing Errors

Description: This paper describes and analyzes a dithering technique for accurately specifying small values of opacity ({alpha}) that would normally not be possible because of the limited number of bits available in the alpha channel of graphics hardware. This dithering technique addresses problems related to compositing numerous low-opacity semitransparent polygons to create volumetric effects with graphics hardware. The paper also describes the causes and a possible solution to artifacts that arise from parallel or distributed volume rendering using bricking on multiple GPU's.

Ammonia-Free NOx Control System

Description: Research is being conducted under United States Department of Energy (DOE) Contract DEFC26-03NT41865 to develop a new technology to achieve very low levels of NOx emissions from pulverized coal fired boiler systems by employing a novel system level integration between the PC combustion process and the catalytic NOx reduction with CO present in the combustion flue gas. The combustor design and operating conditions will be optimized to achieve atypical flue gas conditions. This approach will not only suppress NOx generation during combustion but also further reduce NOx over a downstream catalytic reactor that does not require addition of an external reductant, such as ammonia. This report describes the work performed during the October 1 to December 31, 2003 time period.

Amplification of Xenon NMR and MRI by remote detection

Description: A novel technique is proposed in which a nuclear magneticresonance (NMR) spectrum or magnetic resonance image (MRI) is encoded andstored as spin polarization and is then moved to a different physicallocation to be detected. Remote detection allows the separateoptimization of the encoding and detection steps, permitting theindependent choice of experimental conditions, and excitation anddetection methodologies. In the first experimental demonstration of thistechnique, we show that NMR signal can be amplified by taking diluted129Xe from a porous sample placed inside a large encoding coil, andconcentrating it into a smaller detection coil. In general, the study ofNMR active molecules at low concentration that have low physical fillingfactor is facilitated by remote detection. In the second experiment, MRIinformation encoded in a very low field magnet (4-7mT) is transferred toa high field magnet (4.2 T) in order to be detected under optimizedconditions. Furthermore, remote detection allows the utilization ofultra-sensitive optical or superconducting detection techniques, whichbroadens the horizon of NMR experimentation.

Analysis of 4-strap ICRF Antenna Performance in Alcator C-Mod

Description: A 4-strap ICRF antenna was designed and fabricated for plasma heating and current drive in the Alcator C-Mod tokamak. Initial upgrades were carried out in 2000 and 2001, which eliminated surface arcing between the metallic protection tiles and reduced plasma-wall interactions at the antenna front surface. A boron nitride septum was added at the antenna midplane to intersect electric fields resulting from radio-frequency sheath rectification, which eliminated antenna corner heating at high power levels. The current feeds to the radiating straps were reoriented from an E||B to E parallel B geometry, avoiding the empirically observed {approx}15 kV/cm field limit and raising antenna voltage holding capability. Further modifications were carried out in 2002 and 2003. These included changes to the antenna current strap, the boron nitride tile mounting geometry, and shielding the BN-metal interface from the plasma. The antenna heating efficiency, power, and voltage characteristics under these various configurations will be presented.

Annotating animal mitochondrial tRNAs: A new scoring scheme and an empirical evaluation of four methods

Description: Identification of transfer RNAs in animal mitochondrial genomes is important for many areas of genome analysis including phylogenetic reconstruction, understanding inheritance of disease, and identifying forensic materials. Animal mitochondrial tRNAs differ from the canonical tRNAs in both their secondary structure and level of conservation of nucleotide sequence and therefore, conventional tRNA or general RNA searching software cannot be used for identification and custom methods are required. Here we present the results of an experimental analysis of four different methods tested on a large dataset consisting of 5,720 tRNAs extracted from the entire set of complete animal mitochondrial genomes in GenBank. Methods were evaluated based on number of false negatives and false positives. Additionally, we present a new scoring scheme customized for animal mitochondrial tRNAs.
