Development of an Electrostatic Dust Detector for use in a Tokamak Reactor

Description: Initial results from a novel device to detect dust particles settling on remote surfaces are presented. Dust particle inventories are a concern in next-step fusion devices. The increase in duty cycle will lead to a scale-up in the amount of particles generated by plasma material interactions. These particles will be chemically and radiologically hazardous and it will be important to establish that the in-vessel particle inventory is within regulatory limits. The detection device consists of two… more

Optimization and testing of the Beck Engineering free-piston cryogenic pump for LNG systems on heavy vehicles. Final technical report

Description: Task 7 was completed by reaching Milestone 7: Test free piston cryogenic pump (FPCP) in Integrated LNG System. Task 4: Alternative Pump Design was also completed. The type of performance of the prototype LNG system is consistent with requirements of fuel systems for heavy vehicles; however, the maximum flow capacity of the prototype LNG system is significantly less than the total flow requirement. The flow capacity of the prototype LNG system is determined by a cavitation limit for the FPCP.

Flat Tax Proposals and Fundamental Tax Reform: An Overview

Description: The idea of replacing our current income tax system with a “flat-rate tax” is receiving renewed congressional interest. Although referred to as “flat-rate taxes,” many of the current proposals go much further than merely adopting a flat-rate tax structure. Some involve significant income tax base broadening while others entail changing the tax base from income to consumption.

A Value-Added Tax Contrasted with a National Sales Tax

Description: Proposals to replace all or part of the income tax, proposals for national health care, and a proposal to finance America’s war effort have sparked congressional interest in the possibility of a broad-based consumption tax as a new source of revenue. A value-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have s… more

A Value-Added Tax Contrasted With a National Sales Tax

Description: Some members of Congress have expressed interest in the feasibility of using a value-added tax (VAT) to either replace all or part of the income tax or finance health care reform. A VAT is imposed at all levels of production on the differences between firms’ sales and their purchases from all other firms. Policymakers may be interested in the following aspects of a VAT: revenue yield, international comparison of composition of taxes, vertical equity, neutrality, inflation, balance-of-trade, nat… more

Monte Carlo criticality source convergence in a loosely coupled fuel storage system.

Description: The fission source convergence of a very loosely coupled array of 36 fuel subassemblies with slightly non-symmetric reflection is studied. The fission source converges very slowly from a uniform guess to the fundamental mode in which about 40% of the fissions occur in one corner subassembly. Eigenvalue and fission source estimates are analyzed using a set of statistical tests similar to those used in MCNP, including the ''drift-in-mean'' test and a new drift-in-mean test using a linear fit to t… more

Economic Implementation and Optimization of Secondary Oil Recovery Process: St. Mary West Field, Lafayette County, Arkansas

Description: The purpose of this study was to investigate the economic appropriateness of several enhanced oil recovery processes that are available to a small mature oil field located in southwest Arkansas and to implement the most economic efficient process evaluated. The State of Arkansas natural resource laws require that an oilfield is to be unitized before conducting a secondary recovery project. This requires all properties that can reasonably be determined to include the oil productive reservoir mus… more
