2000 Census: Review of Partnership Program Highlights Best Practices for Future Operations

Description: A letter report issued by the General Accounting Office with an abstract that begins "To take a more complete and accurate count of the nation's population in the 2000 Census, the Bureau of the Census partnered with other federal agencies, as well as with state, local, and tribal governments; religious, community, and social service organizations; and private businesses. According to the Bureau, about 140,000 organizations participated in the partnership program by assisting in such critical ac… more

Fire Safety: Comprehensive Information on Fire Incidences in Federal Facilities Is Lacking

Description: A letter report issued by the General Accounting Office with an abstract that begins "Developing fire protection standards and testing products against them are critical to promoting fire safety. Business offices, including federal facilities, experience thousands of fires, more than $100 million in property losses, and dozens of casualties each year. Knowing the number and types of fires in the workplace, as well as their causes, is critical to understanding and reducing fire risks. Some priva… more

Next Generation Extractants for Cesium Separation from High-Level Waste: From Fundamental Concepts to Site Implementation

Description: This project seeks a fundamental understanding and major improvement in cesium separation from high-level waste by cesium-selective calixcrown extractants. Systems of particular interest involve novel solvent-extraction systems containing specific members of the calix[4]arene-crown-6 family, alcohol solvating agents, and alkylamines. Questions being addressed bear upon cesium binding strength, extraction selectivity, cesium stripping, and extractant solubility. Enhanced properties in this regar… more

U-Pb Ages of Secondary Silica at Yucca Mountain, Nevada: Implications for the Paleohydrology of the Unsaturated Zone

Description: U, Th, and Pb isotopes were analyzed in layers of opal and chalcedony from individual millimeter- to centimeter-thick calcite and silica coatings at Yucca Mountain, Nevada, USA, a site that is being evaluated for a potential high-level nuclear waste repository. These calcite and silica coatings on fractures and in lithophysal cavities in Miocene-age tuffs in the unsaturated zone (UZ) precipitated from descending water and record a long history of percolation through the UZ. Opal and chalcedony … more

Social Security: What Happens to Future Benefit Levels Under Various Reform Options

Description: The report first examines several benefit-constraint options. Among them are raising the age at which full Social Security retirement benefits can be received, changing the way initial benefits are computed, and constraining cost-of-living adjustments (COLAs). It also illustrates the effects of creating new personal savings accounts and presents their projected impact as a supplement to, or partial replacement of, the existing system, or as a means to close the gap between the benefit levels pr… more

Teller Medal Lecture IFSA2001: Problems and Solutions in the Design and Analysis of Early Laser Driven High Energy Density and ICF Target Physics Experiments

Description: The high energy density (HED) and inertial confinement fusion (ICF) physics community relies on increasingly sophisticated high power laser driven experiments to advance the field. We review early work in the design and analysis of such experiments, and discuss the problems encountered. By finding solutions to those problems we put the field on firmer ground, allowing the community to develop it to the exciting stage it is in today. Specific examples include: drive and preheat in complex hohlra… more

Partial Data Traces: Efficient Generation and Representation

Description: Binary manipulation techniques are increasing in popularity. They support program transformations tailored toward certain program inputs, and these transformations have been shown to yield performance gains beyond the scope of static code optimizations without profile-directed feedback. They even deliver moderate gains in the presence of profile-guided optimizations. In addition, transformations can be performed on the entire executable, including library routines. This work focuses on program … more

Single SQUID frequency-domain multiplexer for large bolometer arrays

Description: We describe the development of a frequency-domain superconducting quantum interference device (SQUID) multiplexer which monitors a row of low-temperature sensors simultaneously with a single SQUID. Each sensor is ac biased with a unique frequency and all the sensor currents are added in a superconducting summing loop. A single SQUID measures the current in the summing loop, and the individual signals are lock-in detected after the room temperature SQUID electronics. The current in the summing l… more

Radiation Dosimetry Using Three-Dimensional Optical Random Access Memories

Description: The ability to determine particle type and energy plays an important role in the dosimetry of heavy charged particles (HCP) and neutrons. A new approach to radiation dosimetry is presented, which is shown to be capable of particle type and energy discrimination. This method is based on utilizing radiation induced changes in the digital information stored on three-dimensional optical random access memories (3D ORAM). 3D ORAM is a small cube (a few mm{sup 3}) composed of poly(methyl methacrylate)… more

Enhancement of Mode-converted Electron Bernstein Wave Emission during NSTX H-mode Plasmas

Description: A sudden, threefold increase in emission from fundamental electrostatic electron Bernstein waves (EBW) which mode convert and tunnel to the electromagnetic X-mode has been observed during H-mode [high-confinement mode] transitions on the National Spherical Torus Experiment (NSTX) spherical torus plasma. The mode-converted EBW emission viewed normal to the magnetic field on the plasma midplane increases when the density profile steepens in the vicinity of the mode-conversion layer, which is loca… more

The BTeV DAQ and Trigger System - Some throughput, usability and fault tolerance aspects

Description: As presented at the last CHEP conference, the BTeV triggering and data collection pose a significant challenge in construction and operation, generating 1.5 Terabytes/second of raw data from over 30 million detector channels. We report on facets of the DAQ and trigger farms. We report on the current design of the DAQ, especially its partitioning features to support commissioning of the detector. We are exploring collaborations with computer science groups experienced in fault tolerant and dynam… more
