2010 Census: Census Bureau Has Made Progress on Schedule and Operational Control Tools, but Needs to Prioritize Remaining System Requirements

Description: A letter report issued by the Government Accountability Office with an abstract that begins "To carry out the decennial census, the U.S. Census Bureau (Bureau) conducts a sequence of thousands of activities and numerous operations. As requested, The Government Accountability Office (GAO) examined (1) the Bureau's use of scheduling tools to maintain and monitor progress and (2) the status of two systems key to field data collection: the control system the Bureau will use to manage the work flow for paper-based operations, including nonresponse follow-up, and the system used to manage quality control of two major field operations. GAO applied schedule analysis tools; reviewed Bureau evaluations, planning documents, and other documents on work flow management; and interviewed Bureau officials."

21st Century Flood Reform Act (H.R. 2874): Reforming the National Flood Insurance Program

Description: This report discusses the National Flood Insurance Act and the proposed 21st Century Flood Reform Act in the House. House leaders submitted an Amendment in the Nature of a Substitute (H.R. 2874ANS) on November 6, 2017, that would modify H.R. 2874, the 21st Century Flood Reform Act, to add provisions from the six other bills approved by the House Financial Services Committee. H.R. 2874 would authorize the NFIP until September 30, 2022. This report summarizes selected provisions of the bill, concentrating on changes related to premiums and surcharges, affordability, increasing participation, the role of private insurance, treatment of multiple loss properties, and some provisions related to floodplain mapping and mitigation.

Ability of Pilots to Control Simulated Short-Period Yawing Oscillations

Description: Report discussing an investigation into the ability of human pilots to control short-period yawing oscillations using a yaw simulating device. The ability to control the oscillations was determined to be a function of period, control effectiveness, and inherent damping. Pilot control effectiveness was found to improve with practice.

ADVANCED HYBRID PARTICULATE COLLECTOR

Description: A new concept in particulate control, called an advanced hybrid particulate collector (AHPC), is being developed under funding from the US Department of Energy. The AHPC combines the best features of electrostatic precipitators (ESPs) and baghouses in a manner that has not been done before. The AHPC concept consists of a combination of fabric filtration and electrostatic precipitation in the same housing, providing major synergism between the two collection methods, both in the particulate collection step and in transfer of the dust to the hopper. The AHPC provides ultrahigh collection efficiency, overcoming the problem of excessive fine-particle emission with conventional ESPs, and it solves the problem of reentrainment and collection of dust in conventional baghouses.

Advanced Mixing Models

Description: The process of recovering the waste in storage tanks at the Savannah River Site (SRS) typically requires mixing the contents of the tank with one to four dual-nozzle jet mixers located within the tank. The typical criteria to establish a mixed condition in a tank are based on the number of pumps in operation and the time duration of operation. To ensure that a mixed condition is achieved, operating times are set conservatively long. This approach results in high operational costs because of the long mixing times and high maintenance and repair costs for the same reason. A significant reduction in both of these costs might be realized by reducing the required mixing time based on calculating a reliable indicator of mixing with a suitably validated computer code. The work described in this report establishes the basis for further development of the theory leading to the identified mixing indicators, the benchmark analyses demonstrating their consistency with widely accepted correlations, and the application of those indicators to SRS waste tanks to provide a better, physically based estimate of the required mixing time. Waste storage tanks at SRS contain settled sludge which varies in height from zero to 10 ft. The sludge has been characterized and modeled as micron-sized solids, typically 1 to 5 microns, at weight fractions as high as 20 to 30 wt%, specific gravities to 1.4, and viscosities up to 64 cp during motion. The sludge is suspended and mixed through the use of submersible slurry jet pumps. To suspend settled sludge, water is added to the tank as a slurry medium and stirred with the jet pump. Although there is considerable technical literature on mixing and solid suspension in agitated tanks, very little literature has been published on jet mixing in a large-scale tank. Aerodynamics of slender bodies at Mach number of 3.12 and Reynolds numbers from 2 x 10(exp 6) to 15 x 10(exp 6) 1: body of revolution with near-parabolic forebody and cylindrical afterbody

Description: An experimental investigation of the aerodynamic characteristics of a slender, square-based body of revolution was conducted at a Mach number of 3.12 for angles of attack from 0 degree to 10 degrees and for Reynolds numbers from 2 x 10(exp 6) to 15 x 10(exp 6). Boundary-layer measurements at zero angle of attack are compared with several compressible flow formulating for predicting boundary-layer characteristics. Comparison of experimental pressure and force values with theoretical values showed good agreement for low angles of attack. The measured mean skin-friction coefficients agreed well with those predicted by Mangler's transformation for laminar flow over cones.

Agriculture in the WTO Bali Ministerial Agreement

Description: At the World Trade Organization's (WTO's) Ninth Ministerial Conference in Bali, Indonesia, December 3-7, 2013, ministers adopted the so-called Bali Package--a series of decisions aimed at streamlining trade (referred to as trade facilitation), allowing developing countries more options for providing food security, boosting least-developed-country trade, and helping development more generally. This report focuses on those aspects of the Bali Package that deal with and are specific to agriculture. It also includes a section (at the end of the report) that provides an update on the status of implementation of the various Bali Package provisions agreed to by the WTO.

Air Quality: EPA’s 2006 Changes to the Particulate Matter (PM) Standard

Description: In order to better understand EPA’s actions, this report provides an analysis of the agency’s final 2006 revisions to the particulates NAAQS, and the estimated costs and benefits of the new standards and of a more stringent alternatives analyzed. The report concludes by highlighting concerns and issues raised regarding the revisions to the particulates standards, including those of the science advisory committee (Clean Air Scientific Advisory Committee, or CASAC), and actions in Congress.

Alternate immersion stress corrosion testing of 5083 aluminum

Description: The stress corrosion susceptibility of Type 5083 aluminum--magnesium alloy in plate form and press-formed shapes was determined in the short transverse direction. C-ring type specimens were exposed to alternate immersion in a sodium chloride solution. The test equipment and procedure, with several innovative features, are described in detail. Statistical test results are listed for seven thermomechanical conditions. A certain processing scheme was shown to yield a work-strengthened part that is not sensitized with respect to stress corrosion cracking.

Anion Exchange Recovery of Plutonium From the Hanford 234-5 Building Button Line. Task I Oxalate Filtrate

Description: Resulte of a laboratory investigation undertaken to adapt the Pu anion exchange process to the direct recovery of the Pu lost to the Task I oxalate filtrate are reported. It was found that the Button Line Task I Filtrate can be recovered by HNO/sub 3/ anion exchange process, thus isolating the Button Line from any solvent extraction process. (J.R.D.)

Building 773-A, Lab F003 Glovebox Project Radiological Design Summary Report

Description: Engineering Standards present the radiological design criteria and requirements, which must be satisfied for all SRS facility designs. The radiological design criteria and requirements specified in the standard are based on the Code of Federal Regulations, DOE Orders, Site manuals, other applicable standards, and various DOE guides and handbooks. This report contains top-level requirements for the various areas of radiological protection for workers. For the purposes of demonstrating compliance with these requirements, the designer must examine the requirement for the design and either incorporate or provide a technical justification as to why the requirement is not incorporated. This document reports a radiological design review for the STREAK lab glovebox upgrades of inlet ventilation, additional mechanical and electrical services, new glovebox instrumentation and alarms. This report demonstrates that the gloveboxes meet the radiological design requirements of Engineering Standards.

C-Band Scanning ARM Precipitation Radar (C-SAPR) Handbook

Description: The C-band scanning ARM precipitation radar (C-SAPR) is a scanning polarimetric Doppler radar transmitting simultaneously in both H and V polarizations. With a 350-kW magnetron transmitter, this puts 125 kW of transmitted power for each polarization. The receiver for the C-SAPR is a National Center for Atmospheric Research (NCAR) -developed Hi-Q system operating in a coherent-on-receive mode. The ARM Climate Research Facility operates two C-SAPRs; one of them is deployed near the Southern Great Plains (SGP) Central Facility near the triangular array of X-SAPRs, and the second C-SAPR is deployed at ARM’s Tropical Western Pacific (TWP) site on Manus Island in Papua New Guinea.

Catalyst and process development for synthesis gas conversion to isobutylene. Quarterly report, July 1, 1992--September 30, 1992

Description: A series of zirconia catalysts prepared by a modified sol gel procedure, coprecipitation with ammonium hydroxide, and by a hydrothermal method were evaluated for catalytic activity. These catalysts were prepared containing silicon, thorium, titanium, cerium and the alkali metals. A catalyst containing 2% thorium on zirconia was the most active. The isobutylene and isobutane selectivity were 19.4 wt % and 1.82 wt %, respectively. Macro- and micro-kinetic models indicate that C0{sub 2} formation inhibits the rate of CO conversion, hydrogen is dissociatively adsorbed, and CO is molecularly adsorbed. The microkinetic model indicates the strengthening of the metaloxygen bond might increase the production rate of isobutylene.

Chemical Weapons Convention: Issues for Congress

Description: The Convention provides the most extensive and intrusive verification regime of any arms control treaty, extending its coverage to not only governmental but also civilian facilities. The Convention also requires export controls and reporting requirements on chemicals that can be used as warfare agents and their precursors. The CWC establishes the Organization for the Prohibition of Chemical Weapons (OPCW) to oversee the Convention's implementation. Chemical Weapons Convention implementing legislation, as S. 610, passed the Senate unanimously on May 23, 1997. This legislation, which was an amendment in the nature of a substitute reported from the Judiciary Committee, provides the statutory authority for domestic compliance with the Convention's provisions. It sets criminal and civil penalties for the development, production, acquisition, stockpiling, transfer, possession, or use of chemical weapons.
