1-Dimensional simulation of thermal annealing in a commercial nuclear power plant reactor pressure vessel wall section

Description: The objective of this work was to provide experimental heat transfer boundary condition and reactor pressure vessel (RPV) section thermal response data that can be used to benchmark computer codes that simulate thermal annealing of RPVS. This specific protect was designed to provide the Electric Power Research Institute (EPRI) with experimental data that could be used to support the development of a thermal annealing model. A secondary benefit is to provide additional experimental data (e.g., thermal response of concrete reactor cavity wall) that could be of use in an annealing demonstration project. The setup comprised a heater assembly, a 1.2 in {times} 1.2 m {times} 17.1 cm thick [4 ft {times} 4 ft {times} 6.75 in] section of an RPV (A533B ferritic steel with stainless steel cladding), a mockup of the {open_quotes}mirror{close_quotes} insulation between the RPV and the concrete reactor cavity wall, and a 25.4 cm [10 in] thick concrete wall, 2.1 in {times} 2.1 in [10 ft {times} 10 ft] square. Experiments were performed at temperature heat-up/cooldown rates of 7, 14, and 28{degrees}C/hr [12.5, 25, and 50{degrees}F/hr] as measured on the heated face. A peak temperature of 454{degrees}C [850{degrees}F] was maintained on the heated face until the concrete wall temperature reached equilibrium. Results are most representative of those RPV locations where the heat transfer would be 1-dimensional. Temperature was measured at multiple locations on the heated and unheated faces of the RPV section and the concrete wall. Incident heat flux was measured on the heated face, and absorbed heat flux estimates were generated from temperature measurements and an inverse heat conduction code. Through-wall temperature differences, concrete wall temperature response, heat flux absorbed into the RPV surface and incident on the surface are presented. All of these data are useful to modelers developing codes to simulate RPV annealing.

2-D linear motion system. Innovative technology summary report

Description: The US Department of Energy's (DOE's) nuclear facility decontamination and decommissioning (D and D) program requires buildings to be decontaminated, decommissioned, and surveyed for radiological contamination in an expeditious and cost-effective manner. Simultaneously, the health and safety of personnel involved in the D and D activities is of primary concern. D and D workers must perform duties high off the ground, requiring the use of manlifts or scaffolding, often, in radiologically or chemically contaminated areas or in areas with limited access. Survey and decontamination instruments that are used are sometimes heavy or awkward to use, particularly when the worker is operating from a manlift or scaffolding. Finding alternative methods of performing such work on manlifts or scaffolding is important. The 2-D Linear Motion System (2-D LMS), also known as the Wall Walker{trademark}, is designed to remotely position tools and instruments on walls for use in such activities as radiation surveys, decontamination, and painting. Traditional (baseline) methods for operating equipment for these tasks require workers to perform duties on elevated platforms, sometimes several meters above the ground surface and near potential sources of contamination. The Wall Walker 2-D LMS significantly improves health and safety conditions by facilitating remote operation of equipment. The Wall Walker 2-D LMS performed well in a demonstration of its precision, accuracy, maneuverability, payload capacity, and ease of use. Thus, this innovative technology is demonstrated to be a viable alternative to standard methods of performing work on large, high walls, especially those that have potential contamination concerns. The Wall Walker was used to perform a final release radiological survey on over 167 m{sup 2} of walls. In this application, surveying using a traditional (baseline) method that employs an aerial lift for manual access was 64% of the total cost of the improved technology. 3-D UNSTRUCTURED HEXAHEDRAL-MESH Sn TRANSPORT METHODS

Description: This is the final report of a three-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). We have developed a method for solving the neutral-particle transport equation on 3-D unstructured hexahedral meshes using a S{sub n} discretization in angle in conjunction with a discontinuous finite-element discretization in space and a multigroup discretization in energy. Previous methods for solving this equation in 3-D have been limited to rectangular meshes. The unstructured-mesh method that we have developed is far more efficient for solving problems with complex 3-D geometric features than rectangular-mesh methods. In spite of having to make several compromises in our spatial discretization technique and our iterative solution technique, our method has been found to be both accurate and efficient for a broad class of problems.

5 MeV Mott polarimeter for rapid precise electron beam polarization measurements

Description: Low energy (E{sub k} = 100 keV) Mott scattering polarimeters are ill-suited to support operations foreseen for the polarized electron injector at Jefferson Lab. One solution is to measure the polarization at 5 MeV where multiple and plural scattering are unimportant and precision beam monitoring is straightforward. The higher injector beam current offsets the lower cross-sections; measured rates scale to 1 kHz/{mu}A with a 1 {mu}m thick gold target foil.

A 12-MW-scale pilot study of in-duct scrubbing (IDS) using a rotary atomizer

Description: A low-cost, moderate-removal efficiency, flue gas desulfurization (FGD) technology was selected by the US Department of Energy for pilot demonstration in its Acid Rain Precursor Control Technology Initiative. The process, identified as In-Duct Scrubbing (IDS), applies rotary atomizer techniques developed for lime-based spray dryer FGD while utilizing existing flue gas ductwork and particulate collectors. IDS technology is anticipated to result in a dry desulfurization process with a moderate removal efficiency (50% or greater) for high-sulfur coal-fired boilers. The critical elements for successful application are: (1) adequate mixing of sorbent droplets with flue gas for efficient reaction contact, (2) sufficient residence time to produce a non-wetting product, and (3) appropriate ductwork cross-sectional area to prevent deposition of wet reaction products before particle drying is comple. The ductwork in many older plants, previously modified to meet 1970 Clean Air Act requirements for particulate control, usually meet these criteria. A 12 MW-scale IDS pilot plant was constructed at the Muskingum River Plant of the American Electric Power System. The pilot plant, which operates from a slipstrem attached to the air-preheater outlet duct from the Unit 5 boiler at the Muskingum River Plant (which burns about 4% sulfur coal), is equipped with three atomizer stations to test the IDS concept in vertical and horizontal configurations. In addition, the pilot plant is equipped to test the effect of injecting IDS off- product upstream of the atomizer, on SO{sub 2}and NO{sub x} removals.

The 16 August 1997 Novaya Zemlya seismic event as viewed from GSN stations KEV and KBS

Description: Using current and historic seismic records from Global Seismic Network stations KEV and KBS, the authors find that S minus P arrival time comparisons between nuclear explosions and the 16 August 1997 seismic event (m{sub b} {approx} 3.6) from near Novaya Zemlya clearly indicate that (relative to KEV) the 16 August event occurred at least 80 km east of the Russian test site. Including S minus P arrival times from KBS constrains the location to beneath the Kara Sea and in good agreement with previously reported locations, over 100 km southeast of the test site. From an analysis of P{sub n}/S{sub n} waveform ratios at frequencies above 4 Hz, they find that the 16 August event falls within the population of regional earthquakes and is distinctly separated from Novaya Zemlya and other northern Eurasian nuclear explosion populations. Thus, given its location and waveform characteristics, they conclude the 16 August event was an earthquake. The 16 August event was not detected at teleseismic distances, and thus, this event provides a good example of the regional detection, location, and identification efforts that will be required to monitor the Comprehensive Test Ban Treaty below m{sub b} {approx} 4.

241-T-106 tank leak investigation

Description: On June S, 1973, the 241-T-106 underground liquid waste storage tank, located on the U. S. Atomic Energy Commission's Hanford reservation, was confirmed as leaking. It was predicted that the leaked waste would be retained by the dry sediments well above the water table. A study was instigated to confirm this prediction. Results show the deepest penetration observed was 27 meters below the ground surface or 35 meters above the water table (approximately S7 and 116 feet, respectively). Based on these results and the basic knowledge of liquid movement in Hanford sediments, further movement of the radioactivity from its present location will be negligible. (auth)

500 MW demonstration of advanced wall-fired combustion techniques for the reduction of nitrogen oxide emissions from coal-fired boilers

Description: This paper discusses the technical progress of a US Department of Energy Innovative Clean Coal Technology project demonstrating advanced wall-fired combustion techniques for the reduction of nitrogen oxide (NOx) emissions from coal-fired boilers. The primary objective of the demonstration is to determine the long-term NOx reduction performance of advanced overfire air (AOFA), low NOx burners (LNB), and advanced digital control/optimization methodologies applied in a stepwise fashion to a 500 MW boiler. The focus of this paper is to (1) present final results from the AOFA, LNB, and LNB + AOFA test phases and (2) provide an overview of the advanced digital control/optimization methods scheduled for demonstration starting fall 1994. Results from various LNB and AOFA testing and optimization efforts over a four year period provided a progressive improvement in emissions performance as operating and technical familiarity increased.

1967 Columbia River temperature analysis

Description: The Washington State Pollution Control Commission water quality standards for interstate and coastal waters were adopted in December of 1967. The temperature standard was identified as the most restrictive of these for the Hanford operations. This report compares the temperatures and thermal additions to the river from Hanford during 1967 with the limit specified by the Washington State Pollution Commission. Two factors complicate the problem of evaluating Hanford operations that alter the temperatures in the river: (1) natural heating or cooling imposes temperature changes between the plant and downstream measuring locations, (2) wide flow fluctions on a daily and weekly basis resulting from upstream dam regulation are reflected in similar temperature fluctuations. Using 1967 data this report identifies the Hanford temperature contribution at both 100-F and Richland. The effects of daily and weekly averaging as -well as measurement location are presented.

1978 Houston-Galveston and Texas Gulf Coast vertical-control surveys

Description: Comparisons between leveling surveys of different epochs are used to determine vertical displacement of permanent bench marks. Displacement of bench marks usually represents the movement of the surrounding area. In this report, the 1978 Houston-Galveston and Texas Gulf Coast releveling surveys are compared to the 1963, 1973, and 1976 releveling results. The changes in elevations of bench marks common to two or more epochs are tabulated and plotted in Appendix A. From these differences, contour maps were prepared for the 1963 to 1978 and 1973 to 1978 epochs in the 2/sup 0/ x 2/sup 0/ area of maximum subsidence. Annual subsidence rates computed for the 1973 to 1978 period are about 25% less in the maximum subsidence area than the rates computed for the 1963 to 1973 period.

1979 breeding bird censuses and summary of 1977-1979 results

Description: As part of a program to characterize the plant and animal life of the Laboratory site and the surrounding region, the two breeding bird censuses originated in 1977 were continued in 1979. Twelve census trips were made to the BNL plot and 10 to the Westhampton plot by seven volunteer observers. Comparisons of data from the three years showed that the number of territorial males on the BNL plot did not change significantly, but the number of breeding species showed a continuous decline, from 18 to 10. Little change in the number of territorial males or in species composition occurred in the Westhampton plot.

The 1983 Temperature Gradient and Heat Flow Drilling Project for the State of Washington

Description: During the Summer of 1983, the Washington Division of Geology and Earth Resources carried out a three-hole drilling program to collect temperature gradient and heat flow information near potential geothermal resource target areas. The project was part of the state-coupled US Department of Energy Geothermal Program. Richardson Well Drilling of Tacoma, Washington was subcontracted through the State to perform the work. The general locations of the project areas are shown in figure 1. The first hole, DNR 83-1, was located within the Green River valley northwest of Mount St. Helens. This site is near the Green River Soda Springs and along the projection of the Mount St. Helens--Elk Lake seismic zone. The other two holes were drilled near Mount Baker. Hole DNR 83-3 was sited about 1/4 km west of the Baker Hot Springs, 10.5 km east of Mount Baker, while hole DNR 83-5 was located along Rocky Creek in the Sulphur Creek Valley. The Rocky Creek hole is about 10 km south-southwest of the peak. Two other holes, DNR 83-2 and DNR 83-4, were located on the north side of the Sulphur Creek Valley. Both holes were abandoned at early stages of drilling because of deep overburden and severe caving problems. The sites were apparently located atop old landslide deposits.

1988 Federal Interim Storage Fee study: A technical and economic analysis

Description: This document is the latest in a series of reports that are published annually by Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE). The information in this report, which was prepared by E.R. Johnson Associates, Inc., under subcontract to PNL, will be used by the DOE to establish a payment schedule for interim storage of spent nuclear fuel under the Federal Interim Storage (FIS) Program. The FIS Program was mandated by the Nuclear Waste Policy Act of 1982. The information will be used to establish the schedule of charges for FIS services for the year commencing January 1, 1989. 13 refs.

1990 National Compensation Survey of Research and Development Scientists and Engineers

Description: This report presents the results of the fourth in a new series of surveys of compensation and benefits for research and development (R D) scientists and engineers (S Es). The 1990 Survey represents the largest nationwide database of its kind, covering 104 establishments which provided data on almost 41,000 degreed researchers in the hard'' sciences. The fundamental nature of the survey has not changed: the focus is still on medium- and large-sized establishments which employ at least 100 degreed S Es in R D. The 1990 Survey contains data which cover about 18% of all establishments eligible to participate, encompassing approximately 18% of all eligible employees. As in the last three years, the survey sample constitutes a fairly good representation of the entire population of eligible establishments on the basis of business sector, geographic location, and size. Maturity-based analyses of salaries for some 34,000 nonsupervisory researchers are provided, as are job content-based analyses of more than 27,000 individual contributors and almost 5000 first level supervisors and division directors. Compensation policies and practices data are provided for 102 establishments, and benefits plans for 62 establishments are analyzed.

1993 annual final progress report: July 1992 through June 1993

Description: This is the first annual report since the Inauguration of the University Center of Excellence for Photovoltaics Research and Development (UCEP) at Georgia Tech. The essential objective of the Center is to improve the fundamental understanding of the science and technology of advanced PV devices and materials, to provide training and enrich the educational experience of students in the field, and to increase US competitiveness by providing guidelines to industry and DOE for achieving cost-effective and high efficiency PV devices. These objectives are to be accomplished through a combination of research and education. This report summarizes the technical accomplishments, including modeling, processing, and characterization of cast multicrystalline silicon solar cells; use of modeling and PCD measurements to develop a road map for progressing toward 20% multicrystalline and 25% single crystalline cells; the development of a novel PECVD SiN/SiO{sub 2} AR coating that also provides good surface passivation; PECVD deposited SiO{sub 2} films with record low S and D{sub it} at the SiO{sub 2}/Si interface; and educational activities and accomplishments.

1993 environmental monitoring report for the naval reactors facility

Description: The results of the radiological and nonradiological environmental monitoring programs for 1993 at the Naval Reactors Facility (NRF) are presented in this report. The results obtained from the environmental monitoring programs verify that releases to the environment from operations at NRF were in accordance with state and federal regulations. Evaluation of the environmental data confirms that the operation of NRF continues to have no adverse effect on the quality of the environment or the health and safety of the general public. Furthermore, a conservative assessment of radiation exposure to the general public as a result of NRF operations demonstrated that the dose received by any member of the public was well below the most restrictive dose limits prescribed by the Environmental Protection Agency (EPA) and the Department of Energy (DOE).

1993 Site environmental report Sandia National Laboratories, Albuquerque, New Mexico

Description: This 1993 report contains monitoring data from routine radiological and nonradiological environmental surveillance activities. Summaries of significant environmental compliance programs in progress, such as National Environmental Policy Act documentation, environmental permits, environmental restoration, and various waste management programs for Sandia National Laboratories in Albuquerque, New Mexico, are included. The maximum offsite dose impact was calculated to be 0.0016 millirem. The total population within a 50-mile (80 kilometer) radius of Sandia National Laboratories/New Mexico received an estimated collective dose of 0.027 person-rem during 1993 from the laboratories operations, As in the previous year, the 1993 operations at Sandia National Laboratories/New Mexico had no discernible impact on the general public or on the environment. This report is prepared for the U.S. Department of Energy in compliance with DOE Order 5400.1.
