Synchrotron radiation power calculations and bending radius choice for LER (Low Energy Ring)

Description: This note will discuss ways of choosing a bending radius and synchrotron radiation absorber design. We would like to decrease the synchrotron radiation power density on the absorber's surfaces, yet we would like to reduce the LER's bending radius for better matching with the HER (beam-beam interaction criteria). We will consider two cases, both based on the PEP structure. One with 96 periods, containing 1 bending magnet per period and the other 2 bends per period. The case of synchrotron radiation absorbers outside of the bending magnet will considered also. 2 refs., 13 figs.

Investigation of a triangular wing in conjunction with a fuselage and horizontal tail to determine downwash and longitudinal-stability characteristics: transonic bump method

Description: Report presenting the results of an experimental investigation of the downwash and longitudinal stability characteristics of a semispan, triangular-wing airplane model with a horizontal tail. Lift, drag, and pitching-moment data re presented for the wing-fuselage combination. Results indicated that the model with the tail on or below the wing-chord plane possessed satisfactory stability characteristics throughout the test range of lift coefficient.

The First Day of a New Congress: A Guide to Proceedings on the House Floor

Description: The House of Representatives follows a well established routine on the opening day of a new Congress. The proceedings include election of the Speaker, swearing in its members, election of administrative officers, and adoption of rules of procedure. Also, resolutions assigning its members to committees may be adopted. The House must take these actions at the beginning of each new Congress because it is not a continuing body. Article 1, Section 2 of Constitution sets terms for Members of the House at two years. Thus, the House ends at the conclusion of each two-year Congress and must reconstitute itself at the beginning of a new Congress. This report focuses on the floor activities of the House during its first formal session in a new Congress, and serves as a guide for participating in or watching those proceedings.

Phase I Archaeological Survey of Parcel ED-3 and Historic Assessement of the Happy Valley Worker Camp Roane County, Tennessee

Description: Parcel ED-3 was the location of a portion of 'Happy Valley', a temporary worker housing area occupied from 1943 to 1947 during the construction of the K-25 Oak Ridge Gaseous Diffusion Plant. The project was carried out under subcontract for the Department of Energy. The survey report will be used in the preparation of an Environmental Assessment under the National Environmental Policy Act (NEPA). New South Associates conducted a Phase I Archaeological Survey of Parcel ED-3 at the US Department of Energy's Oak Ridge Reservation in Roane County, Tennessee. The survey was conducted in two parts. The first survey was carried out in 2008 and covered an area measuring approximately 110 acres. The second survey took place in 2009 and focused on 72 acres west of the first survey area. The objective of the surveys was to identify any archaeological remains associated with Happy Valley and any additional sites on the property and to assess these sites for National Register eligibility. New South Associates also conducted a historic assessment to gather information on Happy Valley. This historic assessment was used in conjunction with the archaeological survey to evaluate the significance of the Happy Valley site. Archaeological remains of Happy Valley were located throughout the parcel, but no additional sites were located. The official state site number for Happy Valley is 40RE577. During the two surveys a total of 13 artifact concentrations, 14 isolated finds, and 75 structural features were located. Due to the Happy Valley's stron gassociation with the Manhattan Project, the site is recommended eligible for the National Register of Historic Places under Criterion A.

Vadose Zone Microbial Community Structure and Activity in Metal/Radionuclide Contaminated Sediments. Final Technical Report

Description: This final technical report describes the research carried out during the final two months of the no-cost extension ending 11/14/01. The primary goals of the project were (1) to determine the potential for transformation of Cr(VI) (oxidized, mobile) to Cr(III) (reduced, immobile) under unsaturated conditions as a function of different levels and combinations of (a) chromium, (b) nitrate (co-disposed with Cr), and (c) molasses (inexpensive bioremediation substrate), and (2) to determine population structure and activity in experimental treatments by characterization of the microbial community by signature biomarker analysis and by RT-PCR and terminal restriction fragment length polymorphism (T-RFLP) and 16S ribosomal RNA genes. It was determined early in the one-year no-cost extension period that the T-RFLP approach was problematic in regard to providing information on the identities of microorganisms in the samples examined. As a result, it could not provide the detailed information on microbial community structure that was needed to assess the effects of treatments with chromium, nitrate, and/or molasses. Therefore, we decided to obtain the desired information by amplifying (using TR-PCR, with the same primers used for T-RFLP) and cloning 16S rRNA gene sequences from the same RNA extracts that were used for T-RFLP analysis. We also decided to use a restriction enzyme digest procedure (fingerprinting procedure) to place the clones into types. The primary focus of the research carried out during this report period was twofold: (a) to complete the sequencing of the clones, and (b) to analyze the clone sequences phylogenetically in order to determine the relatedness of the bacteria detected in the samples to each other and to previously described genera and species.

From double exchange to superexchange in charge ordering perovskite manganites

Description: The authors found dynamic ferromagnetic correlations at the room temperature in perovskite manganites which have an antiferromagnetic insulating ground state. They are replaced by antiferromagnetic correlations when the electrons order. The results indicate that the double exchange mechanism is turned off by electron localization at low temperatures.

Removing gaseous contaminants in {sup 3}He by cryogenic stripping

Description: The Tritium Operations Group at LLNL, Tritium Facility has recently developed a {sup 3}He recovery system to remove argon, xenon, neon, hydrogen, and all other contaminants from the {sup 3}He stream in an Accelerator Production of Tritium (APT) experimental apparatus. In this paper the authors will describe in detail the background information, technical requirements, the design approach, and the results of their experimental tests. The authors believe this gas purification system may have other applications as it provides at a reasonable cost an efficient method for purification of gaseous helium.

A Transportation Risk Assessment Tool for Analyzing the Transport of Spent Nuclear Fuel and High-Level Radioactive Waste to the Proposed Yucca Mountain Repository

Description: The Yucca Mountain Transportation Database was developed as a data management tool for assembling and integrating data from multiple sources to compile the potential transportation impacts presented in the Draft Environmental Impact Statement for a Geologic Repository for the Disposal of Spent Nuclear Fuel and High-Level Radioactive Waste at Yucca Mountain, Nye County, Nevada (DEIS). The database uses the results from existing models and codes such as RADTRAN, RISKIND, INTERLINE, and HIGHWAY to estimate transportation-related impacts of transporting spent nuclear fuel and high-level radioactive waste from commercial reactors and U. S. Department of Energy (DOE) facilities to Yucca Mountain. The source tables in the database are compendiums of information from many diverse sources including: radionuclide quantities for each waste type; route and route characteristics for rail, legal-weight truck, heavy haul. truck, and barge transport options; state-specific accident and fatality rates for routes selected for analysis; packaging and shipment data by waste type; unit risk factors; the complex behavior of the packaged waste forms in severe transport accidents; and the effects of exposure to radiation or the isotopic specific effects of radionclides should they be released in severe transportation accidents. The database works together with the codes RADTRAN (Neuhauser, et al, 1994) and RISKlND (Yuan, et al, 1995) to calculate incident-free dose and accident risk. For the incident-free transportation scenario, the database uses RADTRAN and RISKIND-generated data to calculate doses to offlink populations, onlink populations, people at stops, crews, inspectors, workers at intermodal transfer stations, guards at overnight stops, and escorts, as well as non-radioactive pollution health effects. For accident scenarios, the database uses RADTRAN-generated data to calculate dose risks based on ingestion, inhalation, resuspension, immersion (cloudshine), and groundshine as well as non-radioactive traffic fatalities. Contractor Sales Training: Providing the Skills Necessary to Sell Comprehensive Home Energy Upgrades

Description: Many comprehensive home energy efficiency programs rely on contractors as the customer-facing ‘front line’ to sell energy improvements. Adding sales skills to contractors’ existing technical expertise is key to converting more assessments into comprehensive home energy upgrades. Leading programs recognize the need to support contractors with sales and business training to help them succeed and to support the growth of the home performance industry for the long term. A number of contractor sales training efforts are emerging, including some programs that are seeing encouraging early results.

Pilot Testing of WRI'S Novel Mercury Control Technology by Pre-Combustion Thermal Treatment of Coal

Description: The challenges to the coal-fired power industry continue to focus on the emission control technologies, such as mercury, and plant efficiency improvements. An alternate approach to post-combustion control of mercury, while improving plant efficiency deals with Western Research Institute's (WRI)'s patented pre-combustion mercury removal and coal upgrading technology. WRI was awarded under the DOE's Phase III Mercury program, to evaluate the effectiveness of WRI's novel thermal pretreatment process to achieve >50% mercury removal, and at costs of <$30,000/lb of Hg removed. WRI has teamed with Etaa Energy, Energy and Environmental Research Center (EERC), Foster Wheeler North America Corp. (FWNA), and Washington Division of URS (WD-URS), and with project co-sponsors including Electric Power Research Institute (EPRI), Southern Company, Basin Electric Power Cooperative (BEPC), Montana-Dakota Utilities (MDU), North Dakota Industrial Commission (NDIC), Detroit Edison (DTE), and SaskPower to undertake this evaluation. The technical objectives of the project were structured in two phases: Phase I--coal selection and characterization, and bench-and PDU-scale WRI process testing and; and Phase II--pilot-scale pc combustion testing, design of an integrated boiler commercial configuration, its impacts on the boiler performance and the economics of the technology related to market applications. This report covers the results of the Phase I testing. The conclusion of the Phase I testing was that the WRI process is a technically viable technology for (1) removing essentially all of the moisture from low rank coals, thereby raising the heating value of the coal by about 30% for subbituminous coals and up to 40% for lignite coals, and (2) for removing volatile trace mercury species (up to 89%) from the coal prior to combustion. A novel geotechnical/geostatistical approach for exploration and production of natural gas from multiple geologic strata. Technical progress report, April--June 1993

Description: The project objective is to develop a methodology for high grading areas of multistrata potential in southern West Virginia and to test it in up to five wells. The work consists of a two-phase research and development program to develop and verify a unique approach to finding and developing natural gas resources, including coalbed methane and other natural gas resources. Accomplishments for this past quarter are presented for the task on six month dewatering/production extension test. Well records for dewatering and natural gas production are presented for the months of April, May and June of 1993.

Spent Nuclear Fuel (SNF) Project Design Basis Capacity Study

Description: This study of the design basis capacity of process systems was prepared by Fluor Federal Services for the Spent Nuclear Fuel Project. The evaluation uses a summary level model of major process sub-systems to determine the impact of sub-system interactions on the overall time to complete fuel removal operations. The process system model configuration and time cycle estimates developed in the original version of this report have been updated as operating scenario assumptions evolve. The initial document released in Fiscal Year (FY) 1996 varied the number of parallel systems and transport systems over a wide range, estimating a conservative design basis for completing fuel processing in a two year time period. Configurations modeling planned operations were updated in FY 1998 and FY 1999. The FY 1998 Base Case continued to indicate that fuel removal activities at the basins could be completed in slightly over 2 years. Evaluations completed in FY 1999 were based on schedule modifications that delayed the start of KE Basin fuel removal, with respect to the start of KW Basin fuel removal activities, by 12 months. This delay resulted in extending the time to complete all fuel removal activities by 12 months. However, the results indicated that the number of Cold Vacuum Drying (CVD) stations could be reduced from four to three without impacting the projected time to complete fuel removal activities. This update of the design basis capacity evaluation, performed for FY 2000, evaluates a fuel removal scenario that delays the start of KE Basin activities such that staffing peaks are minimized. The number of CVD stations included in all cases for the FY 2000 evaluation is reduced from three to two, since the scenario schedule results in minimal time periods of simultaneous fuel removal from both basins.
