Afghanistan: Soviet Invasion and U.S. Response

Description: The Soviet invasion of Afghanistan has raised a number of serious issues and choices for the United States. The train of events seem likely to have an important influence on overall American foreign policy in the 1980s. Reassessment of Soviet motives and of U.S. roles in the world are already in progress. Emerging American attitudes, in turn, will shape more specific policy decisions on several issues, which this issue brief discusses.

Analysis of trapped gas in 1E34 detonators by gas chromatography

Description: A method was developed to extract and then analyze gas trapped in thermally aged 1E34 detonators. This gas was extracted into an evacuated volume and injected into a gas chromatograph for separation and quantitative analysis. To effect this gas extraction, a device was designed for puncturing the detonator cup and capturing the effused gas. Limited testing of five detonators in this device shows amounts of gas ranging from about 0.5 X 10 {sup -7} to 12 X 10 {sup - 7} moles.

Corrosion and Mechanical Behavior of Materials for Coal Gasification Applications

Description: A state-of-the-art review is presented on the corrosion and mechanical behavior of materials at elevated temperatures in coal-gasification environments. The gas atmosphere in coal-conversion processes are, in general, complex mixtures which contain sulfur-bearing components (hydrogen sulfide, SO2, and COS) as well as oxidants (carbon dioxide/carbon monoxide and water/hydrogen). The information developed over the last five years clearly shows sulfidation to be the major mode of material degradat… more

Theoretical Evaluation of Thermal Imaging for Detection of Erosive Wear of Internally Refractory-Lined Transfer Lines

Description: Infrared scanning has potential use in detecting erosive wear (thickness change) of the refractory surface of large-diameter steel pipes internally lined with refractory concrete, which are typical of those used in coal-conversion processes. An analytical study was conducted to determine the viability of this method. Heat-transfer models were developed to predict surface-temperature distributions on the outer metal surface for various erosive-wear conditions on the inner surface, assuming unifo… more

Stressmeter Placement at Spent Fuel Test in Climax Granite

Description: Vibrating wire stressmeters were installed in the Spent Fuel Facility at the Nevada Test Site. These stressmeters will measure the changes in in situ stress during the five-year spent fuel test. Before installation, laboratory tests were conducted to study reproducibility of placement and to develop a program hopefully to reduce corrosion of the stressmeters while in place at the Spent Fuel Facility. These laboratory tests are discussed along with the installation of the stressmeters at the Spe… more

Outline of status of national seismic stations (NSS) in CTB negotiations

Description: The paper discusses two treaties that are being negotiated: Multilateral Treaty, which bans all nuclear weapon tests and establishes a moratorium on PNEs (Peaceful Nuclear Explosions) for the life of the treaty, and a separate verification agreement, which provides for much more extensive verification measures that does the Multilateral Treaty and to which only the US, UK, and USSR will adhere. On the latter treaty, agreement has been reached that there will be improved seismic stations (NSS) i… more

Status of SHAFT 78 with respect to modeling radioactive waste burial in Eleana argillite, including calculations to date

Description: The SHAFT 78 Code (multidimensional, two fluid phases, porous medium) has been used to begin assessment of the consequences of nuclear waste burial in a 1000-acre repository emplaced in argillite. The methodology used can well be applied to other argillaceous rocks as well as to hard rocks in general so long as their in-situ rock permeability can reasonably be assumed to be temperature- and stress-independent. The repository is assumed to contain spent fuel (SF) UO{sub 2} at an initial power lo… more

Head-end reprocessing studies of H.B. Robinson-2 fuel: II. Parametric voloxidation studies

Description: A series of hot-cell tests was conducted with UO{sub 2} that had been irradiated to an average of 28,000 MWd/t in the H.B. Robinson-2 reactor of the Carolina Power and Light Company. The tests examined the effects of temperature and of the rate of oxygen supply on the release of gaseous and semivolatile fission products, while the fuel fragments were tumbled at 12 rpm during voloxidation - the high-temperature oxidation of UO{sub 2} to U{sub 3}O{sub 8}. The experiments showed that >99.9% of the… more

Solvent extraction study of the thorium nitrate, nitric acid, and tributyl phosphate-dodecane system: density and acidity relationships

Description: A solvent extraction study to determine equilibrium conditions of thorium nitrate-nitric acid with 30% tributyl phosphate in normal dodecane has been completed. Experimental conditions studied were 30 to 60{sup 0}C, 0.05 to 1.5 M Th(NO{sub 3}){sub 4}, and 0.0 to 3.0 M HNO{sub 3}. The extractant concentration was constant at 30% tributyl phosphate. The equilibrium experiments have produced data which demonstrate that thorium nitrate concentration, free acid, and density are related in equilibriu… more

Mechanistic Considerations Used in the Development of the PROFIT PCI Failure Model

Description: A fuel Pellet-Zircaloy Cladding (thermo-mechanical-chemical) Interactions (PC!) failure model for estimating the probability of failure in !ransient increases in power (PROFIT) was developed. PROFIT is based on 1) standard statistical methods applied to available PC! fuel failure data and 2) a mechanistic analysis of the environmental and strain-rate-dependent stress versus strain characteristics of Zircaloy cladding. The statistical analysis of fuel failures attributable to PCI suggested that … more

Reaction Path Hamiltonian: Tunneling Effects in the Unimolecular Isomerization Hnc U≫ Hcn

Description: The reaction path Hamiltonian model recently formulated by Miller, Handy, and Adams [J, Chern. Phys. 72, 99 (1980)] is applied to the unimolecular isomerization HNC {yields} HCN. The reaction path, and the energy and force constant matrix along it, are calculated at the SCF level with a large basis set ("double zeta plus polarization"), and the microcanonical rate constant k(E) is computed in the energy range near and below the classical threshold of the reaction, It is seen, for exam… more

LOFT Small Break Test Themocouple Installation

Description: The subject thermocouple design has been analyzed for maximum expected hydraulic loading and found to be adequate. The natural frequency of the thermocouple was found to be between the vortex shedding frequencies for the gas and liquid phase so that a tendency for resonance will exist. However, since the thermocouple support will have a restricted displacement, stresses found are below the endurance limit and, thus, are acceptable in respect to fatigue life as well as primary stress due to pres… more
