ABWR QUARTERLY PROGRESS REPORT, JANUARY 1 TO MARCH 31, 1960. VOLUME I. SL- 1 OPERATIONS AND EVALUATION . VOLUME II. SL-1 HEALTH PHYSICS AND SAFETY

Description: The Stationary Low Power Reactor No. 1 is a three Mw boiling water reactor designed to demonstrate the feasibility of a nuclear reactor to supply electrical power and space heat for remote sites. In addition to performance evaluation the facility provides training for military personnel. The reactor was operated for 1159 hr during the quarter for a total core burnup of 20.3%. Power generation was 103.7 Mwd for a total power accumulation of 466.9 Mwd. Eight malfunctions occurred during the quarter for a total unscheduled downtime of 40 hr 44 min, As a result of malfunctions, aluminum keys will be installed on the control rod drives, instrument well covers were removed, and an order has been placed for a station auxiliaries breaker with a higher temperature rating. Data were taken on seven tests during the quarter. Four of these are expected to be completed during the next quarter. All equipment items on order for the SL-1 power extrapolation expansion program are scheduled to be delivered before June 15, 1960. Although condenser dampers and damper controls, process instrumentation, equipment cabinets, and the radiation monitoring equipment have not yet been ordered, construction will not be delayed. The two tie-ins to the existing reactor piping which were required have been made. The engineering and decontamination buildings are nearing completion and will be ready for occupancy in early May. An SL-l operational cost analysis for March of electrical power generated, based on military personnel only, indicated a mil rate of 107. (auth)

ACTIVITY DUE TO N$sup 16$ AND N$sup 17$ IN THE HFIR PRIMARY COOLANT

Description: The concentrations of and activities due to N/sup 16/ and N/sup 17/ in the HFIR primary coolant water were calculated. At the pressure vessel exit, the N/sup 16/ activity is 3.9 x 10/sup 6/ dis/secml and the N/sup 17/ activity is 6.9 x 10/sup 2/ dis/sec-ml. Comparison of the N/sup 16/ activity with the data obtained from the ORR water system indicates that the calculated results are slightly conservative. (auth)

Addressing Medicare Hospital Readmissions

Description: This report highlights the issue of one-fifth of medicare patients in 2005 being readmitted to a hospital within thirty days time. These readmissions put a strain on the budget, the majority of which it is estimated may be avoidable. The report notes that Medicare as a program is working on moving around those difficulties, without reducing the quality of care.

Advanced Lightning Location Interferometer: Final Report

Description: In January, 1994, New Mexico Institute for Mining and Technology (NM Tech) was commissioned by Los Alamos National Laboratories (LANL) to develop a three-axis interferometric lightning mapping system to be used in determining the source of certain frequency-dispersed pulse pairs which had been detected by spaceborne sensors. The existing NM Tech VHF Lightning Interferometer was a two axis system operating at 274 MHz with 6 MHz bandwidth. The third axis was to be added to refine estimates of the elevation angle to distant RF sources in that band. The system was to be initially deployed in support of an Air Force Technical Applications Center (AFTAC) effort planned for the Kennedy Space Center/Cape Canaveral AFS area in June-July of 1994. The project was, however, postponed until September of 1994. The interferometer was set up and operated at KSC near the Lightning Detection and Ranging (LDAR) central station. The initial setup was in two-axis configuration, and the third (vertical) axis was added at about mid-project. Though the storms were reduced in frequency and severity over what one would expect in mid-summer, several good data sets were obtained and delivered to AFTAC.

Agricultural Trade Issues in the 107th Congress

Description: The 107th Congress will consider and seek to influence trade issues with implications for the U.S. agricultural sector. Trade in agricultural commodities and food products affects farm income and rural employment, and it also generates economic activity beyond the farm gate. With agricultural export sales accounting for one-quarter of farm income, policymakers view U.S. efforts to develop market opportunities overseas as vital to the sector's financial health. Decisions taken by the Bush Administration, and actions taken by Congress, thus will affect the outlook for agricultural trade.

Air Pollution: Air Quality and Respiratory Problems in and Near the Great Smoky Mountains

Description: A briefing report issued by the General Accounting Office with an abstract that begins "Concerns have been growing about the air quality, visibility, and respiratory illnesses around the Great Smoky Mountains National Park, which straddles the border between North Carolina and Tennessee. This report analyzes recent trends in and contributing factors to (1) visibility impairments, (2) ground-level ozone, and (3) respiratory illnesses. This report also examines the Tennessee Valley Authority's (TVA) plans to reduce its emission of regulated pollutants from generating electricity. Visibility impairments and ozone are largely attributable to the following three types of emissions: sulfur dioxide, nitrogen oxides, and volatile organic compounds. The counties that border the park generally have slightly higher mortality rates from two types of respiratory illness. The three types of emissions interact in the atmosphere to form ozone gas and sulfate particles, which are linked to respiratory illnesses. In response to federal laws and other factors, TVA is making substantial environment-related investments and expects to reduce its annual emissions of sulfur dioxide by 40 percent and its "ozone-season"' emissions of nitrogen oxides by 70 percent between 1999 and 2005."

Analysis of a radial-outflow reaction turbine concept for geothermal application

Description: The radial-outflow reaction turbine, a pure-reaction turbine designed to improve the conversion efficiency of geothermal energy into electrical power is described. It also has potential as a total-flow turbine for low-temperature water. The principle of incomplete expansion can be used to obtain a reduction in turbine size when the turbine exhausts into a low-pressure condenser. And, by adding this turbine to single- and two-stage flashed-steam systems, the conversion efficiency of systems utilizing low- and high-energy wellhead sources, respectively can be improved. The Appendix outlines the analysis of the radial-outflow reaction turbine and leads to an expression for engine efficiency.

Annual Report of Monitoring at Barnes, Kansas, in 2010

Description: The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility at Barnes, Kansas, in 1949-1974. Carbon tetrachloride contamination was initially detected in 1986 in the town's public water supply wells. In 2006-2007, the CCC/USDA conducted a comprehensive targeted investigation at and near its former property in Barnes to characterize this contamination. Those results were reported previously (Argonne 2008a). The results of that investigation indicated that carbon tetrachloride contamination is present in groundwater at low to moderate levels in the vicinity of the former CCC/USDA grain storage facility. Information obtained during the 2006-2007 investigation also indicated that at least one other potential source might have contributed to the groundwater contaminant plume (Argonne 2008a). The former agriculture building owned by the local school district, located immediately east of well PWS3, is also a potential source of the contamination. In November 2007, the CCC/USDA began periodic groundwater monitoring at Barnes. The monitoring is being conducted on behalf of the CCC/USDA by Argonne National Laboratory, under the direction of the Kansas Department of Health and Environment (KDHE). The objective is to monitor the carbon tetrachloride contamination identified in the groundwater at Barnes. Through 2010, sampling was conducted in a network of 28 individual monitoring wells (at 19 distinct locations), 2 public water supply wells, and 1 private well (Figure 1.1). The results of the 2006-2007 targeted investigation and the subsequent monitoring events (Argonne 2008a-d, 2009a,b, 2010) demonstrated the presence of carbon tetrachloride contamination in groundwater at levels exceeding the KDHE Tier 2 risk-based screening level (RBSL) of 5.0 {micro}g/L for this compound. The contaminant plume appears to extend from the former CCC/USDA property northwestward, toward the Barnes public water supply wells. ANSI/ASHRAE/IESNA Standard 90.1-2007 Preliminary Qualitative Determination

Description: A preliminary qualitative analysis of all addenda to ANSI/ASHRAE/IESNA Standard 90.1-2004 that were included in ANSI/ASHRAE/IESNA Standard 90.1-2007 was conducted. All 44 addenda processed by ASHRAE in the creation of Standard 90.1-2007 from Standard 90.1-2004 were evaluated by DOE for their impact on energy efficiency. DOE preliminarily determined whether that addenda would have a positive, neutral, or negative impact on overall building efficiency.

Artificial cooling of the Columbia River by dam regulation: Part 1

Description: In early July 1958, it appeared that Columbia River temperatures at HAPO would be near 24--50{degree}C by the end of August. River temperatures were averaging 40 to 50{degree}C above 1957 figures and were 3{degree} to 4{degree} above the ten year highs. It seemed desirable to examine the problem to determine if any corrective measure could be taken, since it was apparent that production losses were imminent. The large storage of cold water behind Grand Coulee Dam, normally untapped, was a source of possible relief. A plan for use was proposed for the peak high temperature period and agreed to by the Bureau of Reclamation.

Artificial cooling of the Columbia River by dam regulation. Part 3

Description: The temperatures of the Columbia River was reduced 1 to 30 Centigrade with beneficial effects at HAPO. It is reasonable to expect that future benefits may be possible. It is desirable that the temperature of the river be controlled each year to the maximum extent possible. Instrumentation improvements requested to effect optimum savings. Records of river temperatures and flows should continue to be maintained by IPD as a necessary part of temperature optimization. Where possible, the coincident use of the river cooling technique should be made for the benefit of anadromous fish.

Asian Carp and the Great Lakes Region

Description: Four species of non-indigenous Asian carp are expanding their range in U.S. waterways, resulting in a variety of concerns and problems. Three species—bighead, silver, and black carp—are of particular note, based on the perceived degree of environmental concern. This report examines current controversy relating to what measures might be necessary and sufficient to prevent movement of Asian carp from the Mississippi River drainage into the Great Lakes through the Chicago Area Waterway System. Movement of Asian carp into the Great Lakes is ultimately of concern because increased numbers of carp in the Great Lakes increases the risk that Asian carp will establish reproducing populations in these waters. Bills have been introduced in the 111th Congress to direct actions to avoid the possibility of carp becoming established in the Great Lakes.
