17 USC 109: The First Sale Doctrine

Description: This document is part of a series of white papers on various copyright issues. One statute, 17 USC § 109, provides a number of exceptions specifically for libraries. In addition to fair use, there are a variety of other exceptions built into the copyright law that don’t get as much attention. This paper argues that as there is no digital first sale, libraries can continue to use 17 USC § 109 for physical collections and are safe to lend the books they own without worrying about copyright probl… more

20 keV undulators for a 6-GeV storage ring

Description: The main goal of the future 6-GeV electron storage ring is to provide 20-keV fundamental harmonic radiations from insertion devices. Parameter restrictions of REC-vanadium permendur hybrid undulators have been examined. The critical factor is the achievable minimum gap of the undulator. Variations of the spectral brilliance for different beam parameters are also shown. 6 refs., 5 figs.

21-kW Thin-Film PV Technology Validation -- An NREL/Solar Energy Centre of India MOU Cooperative Project

Description: This paper summarizes findings during a one-week (27-31 October 2003) site visit to the Thin-Film Technology Test Bed at India's Solar Energy Centre (SEC) near New Delhi. The U.S. and Indian governments signed a Memorandum of Understanding in March 2000 to undertake a 50-50 cost-shared 21-kW thin-film PV technology validation project to evaluate the performance of thin-film photovoltaic (PV) modules under Indian climatic conditions. This project benefits Indian researchers by giving them experi… more

24-Channel Geophone Array for Horizontal or Vertical Boreholes Quarterly Technical Report: July-September 2002

Description: This report describes the technical progress on a project to design and construct a multichannel geophone array that improves tomographic imaging capabilities in both surface and underground mines. Especially important in the design of the array is sensor placement. One issue related to sensor placement is addressed in this report: the method for clamping the sensor once it is emplaced in the borehole. If the sensors (geophones) are not adequately coupled to the surrounding rock mass, the resul… more

25. mu. A pulsed polarized H/sup -/ ion source

Description: A Haeberli-type pulsed polarized negative hydrogen source has been brought into operation at the BNL Alternating Gradient Synchrotron. It operates reliably at beam currents sometimes as high as 25 ..mu..A and 20 keV in beam pulses of 500 ..mu..sec with approximately 75% polarization. These beam intensities are about an order of magnitude higher than the original Haeberli source built at the University of Wisconsin. This improvement is caused by the higher densities of both the atomic hydrogen b… more

25 years of technical advances in RFQ accelerators

Description: The radio frequency quadrupole (RFQ) accelerator began as 'The ion linear accelerator with space-uniform strong focusing' conceived by I. M. Kapchinskii and V. A. Teplyakove. In 1979, R. H. Stokes, K. R. Crandall, J. E. Stovall and D. A. Swenson gave this concept the name RFQ. And by 1983, at least 15 laboratories throughout the world were working on various FWQ designs. In the early years, there were many types of geometry considered for the RFQ, but only a few types have survived. The two cav… more

28-nm laser damage testing of LIF

Description: We have tested several samples of LIF, both single crystal and press forged, for damage resistance to 10-ns 248-nm pulses at 35 pps. The damage thresholds - the highest levels at which no damage could be produced - ranged from 4 to 6 J/cm/sup 2/ although some test sites survived irradiation at approx. 30 J/cm/sup 2/. We observed that bulk damage is the primary failure mechanism in single crystal and press forged samples and that both types exhibit the same resistance to laser damage.

30-kV Proton Injector for PIGMI

Description: A 30-kV proton injector designed for matching a 31-mA proton beam into the radio-frequency quadrupole (RFQ) section of the PIGMI accelerator has been constructed and tested. This injector uses a small efficient duoplasmatron ion source and a single-gap extraction system for creating a convergent ion beam, and a three-element unipotential einzel lens for focusing the ion beam into the RFQ. A description of this prototype injector is presented, along with the experimental data obtained during the… more

30-MJ SMES system operating experience: November 1982-June 1983

Description: This paper describes performance measurements on the dewar, coil, and cryogenic system for the 30-MJ superconducting magnetic energy storage (SMES) unit that has recently been tested at a Bonneville Power Administration substation in Tacoma, Washington. The cryostat, the world's largest fiber-reinforced plastic, open-mouthed dewar, boils off 12 l/h in accordance with previous calculations. Cyclic losses in the coil, 54 W for +-8.4-MW modulation at 1 Hz, are approximately 50% greater than calcul… more

30-MJ superconducting magnetic energy storage (SMES) unit for stabilizing an electric transmission system

Description: Electric power systems that have major loads and generation centers separated by large distances may experience low-frequency power oscillations. This type of oscillation has occurred on the Pacific ac intertie that connects southern California and the Pacific Northwest. A separate, almost parallel, dc-transmission line also connects these areas. The Bonneville Power Administration, which operates this transmission system, has overcome the instability by controlling the power transmitted on the… more

30-MJ Superconducting Magnetic-Energy-Storage Stabilizing System: An Overview

Description: The 30-MJ superconducting magnetic-energy-storage (SMES) system was devised as an alternate means to modulate the Bonneville Power Administration (BPA) Pacific AC Intertie, a part of the Western US Power System, to prevent undamped power oscillations at 0.35 Hz that were observed to be associated with high power transmission. The SMES system was installed at the BPA Tacoma Substation and successfully operated as an experimental device to initiate tests to determine power system dynamics, to inv… more

The beam parameters are: rise time - 3 ms, pulse width - 15 ms, current - 30 ..mu..A. This beam produces a free space flux of H = 8.2 x 10/sup -7/ oersted at the toroidal core radius. The device has a threshold of 10 ..mu..A as determined by system noise and operates with a bandpass of 10 Hz to 2.5 kHz. Ambient ele… more

A 30 MW, 10 GHz Gyroklystron With Linear Collider Application

Description: In this paper, the final preparations for bringing the University of Maryland's 10 GHz, 30 MW gyroklystron experiment on-line are discussed. We describe the initial operation of the modulator and the acceptance tests performed on the electron gun. We explain the enhanced circuit modelling and present a two-cavity design which predicts an efficiency of 33% and a gain of 27 dB. The realization of the design is also discussed. In addition, we briefly discuss the output waveguide and the diagnostic… more
