In his letter, Allen has included a survey from hunters apart of the Sportsmen's Club of Texas (SCOT), that was performed by Dr. John K. Thomas and Clark E. Adams of Texas A&M University - stating that Texas Parks and Wildlife should retain the full authority of wildlife.
