Description: This report gives a summary of the usage of the War Powers Resolution (WPR) and various issues related to proposals to modify or repeal the resolution. The report summarizes the most recent developments and background, and gives an overview of United Nations actions, and WPR activities in former Yugoslavia/Bosnia, Kosovo, Iraq (post-1991), Haiti, and Somalia. It also includes commentary on the instances formally reported under the WPR, the requirement for consultation with Congress, and the current issues which Congress is considering.

Kosovo: Current Issues and U.S. Policy

Description: This report discusses the current political state of Kosovo, which, on February 7, 2008, declared its independence from Serbia. Since then, Serbia has contested Kosovo's declaration of independence, leading to parallel governing institutions and ongoing talks between the two nations. This report discusses challenges Kosovo faces regarding international recognition and the status of its ethnic minorities. This report also discusses Kosovo's relationship with the United States, and U.S. foreign aid efforts to Kosovo.

U.N. Convention Against Torture (CAT): Overview and Application to Interrogation Techniques

Description: This report examines The United Nations Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment (CAT) requires signatory parties to take measures to end torture within their territorial jurisdiction and to criminalize all acts of torture. Unlike many other international agreements and declarations prohibiting torture, CAT provides a general definition of the term. CAT generally defines torture as the infliction of severe physical and/or mental suffering committed under the color of law. CAT allows for no circumstances or emergencies where torture could be permitted.

Oral History Interview with Janet Blair, June 25, 2001

Description: Interview with homemaker Janet Blair. The interview includes Blair's personal experiences about being a Red Cross volunteer in the European Theater during World War II, education in Europe, working with "Bundles for Britain," various assignments, rationing and air raids in England, D-Day, and serving troops during the Battle of the Bulge. Additionally, Blair talks about her patriotic motivation, her decision to join the Red Cross, her selection as a clubmobiler, the formation of a lifelong friendship with Diana Marvin and Peggy Bell, the use of Greenliners, relationships between Red Cross women and U.S. military personnel, leave time in Paris, living conditions of France, looting, and the end of the war and her return to the States.
