Africa: U.S. Foreign Assistance Issues

Description: This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. U.S. assistance finds its way to Africa through a variety of channels, including the USAID-administered DA program, food aid programs, and indirect aid provided through international financial institutions and the United Nations.

Coastal Louisiana: Attempting to Restore an Ecosystem

Sunset and Program Review Commission Bills in the 109th Congress: Comparing H.R. 3282 and H.R. 5766

Description: The sunset concept provides for programs and agencies to terminate automatically on a predetermined schedule, following a systematic evaluation of past performance, unless explicitly renewed by law. In each Congress since the 105th, bills to create a federal sunset commission modeled on the sunset commission in Texas have been introduced by Representative Kevin Brady, including H.R. 3282 in the 109th Congress. President Bush supports creation of a federal sunset commission.

Improvised Explosive Devices (IEDs) in Iraq and Afghanistan: Effects and Countermeasures

Description: This report discusses Improvised Explosive Devices (IEDs, or roadside bombs) in Iraq and Afghanistan. IEDs have been responsible for many of the more than 2,000 combat deaths in Iraq, and 178 combat deaths in Afghanistan.
