3 Plant Radiation Study Interim Report #5- Part II Data on Gamma Shielding of Special Plutonium Samples

Description: The calculation of shielding the thickness for plutonium is complicated by the many different energies represented in the gamma radiation emitted during decay of the plutonium isotopes. Dose rate predictions are also frequently confused by gamma from varying content of fission product impurities in the plutonium, as well as other gamma radiation induced through alpha and neutron particle absorption within the source material or its environment. After assumptions are made for these many factors… more

The 9/11 Commission and a National Counterterrorism Center: Issues and Options for Congress

Description: This report examines a number of issues as Congress considers codification of an NCTC. One issue is whether the centralization remedy the commission has recommended fits the problems associated specifically with the 9/11 intelligence failure, and perhaps more broadly, the systematic maladies affecting the Intelligence Community. There are at least four options for congressional consideration: (1) NCTC with intelligence and operational planning duties, (2) NCTC restricted to an intelligence role… more

Access Framework: Model Text (November 2011): An Act to Establish a Framework for Development of Offshore Wind Power

Description: The model offshore wind power legislation focused on two aspects: compensation for use of ocean space and environmental assessment. In particular, the model legislation recommends the adoption of a rent and royalty scheme that is premised on high rent and low royalties in order to stimulate qualified bids from developers who are motivated to begin production as early as possible and to discourage sham bidding. The model legislation also includes a provision that sets royalties at a lower rate i… more

Advanced Oxidation Process

Description: The design of new, high efficiency and cleaner burning engines is strongly coupled with the removal of recalcitrant sulfur species, dibenzothiophene and its derivatives, from fuels. Oxidative desulfurization (ODS) wherein these dibenzothiophene derivatives are oxidized to their corresponding sulfoxides and sulfones is an approach that has gained significant attention. Fe-TAML{reg_sign} activators of hydrogen peroxide (TAML is Tetra-Amido-Macrocyclic-Ligand) convert in a catalytic process dibenz… more

An analysis of the tracking performances of two straight-wing and two swept-wing fighter airplanes with fixed sights in a standardized test maneuver

Description: From Introduction: "This report presents the initial study, the tracking performance of typical fighter airplanes with fixed gunsights. The types of airplanes tested afford two comparisons of particular interest: that between typical World War II and currently operational fighters of greatly increased speed and altitude, and that between conventional and irreversabile power-boosted controls with artificial feel, both installed on the same airframe."

Audit of economic development grants and a cooperative agreement with East Tennessee not-for-profit organizations

Automatic Software Processing for Inventories of Nuclides (ASPIN)

Description: EQ6 users have difficulties tracking isotopic concentrations in a system with chemical and nuclear decay reactions. The capability to track isotopic concentrations is particularly important for simulating the degradation of the spent nuclear fuels. Isotopic tracking is necessary to evaluate the criticality risk associated with fissile material relocation inside of a disposal container. A code called ASPRIN (Automatic Software PRocessing, Inventories of Nuclides) was created to allow isotopic tr… more

Beam-beam deflection and signature curves for elliptic beams

Description: In this note we will present closed expressions for the beam-beam deflection angle for arbitrary elliptic beams including tilt. From these expressions signature curves, i.e., systematic deviations from the round beam deflection curve due to ellipticity or tilt are derived. In the course of the presentation we will prove that it is generally impossible to infer individual beam sizes from beam-beam deflection scans. 3 refs., 2 figs.
