The 9/11 Commission and a National Counterterrorism Center: Issues and Options for Congress

Description: This report examines a number of issues as Congress considers codification of an NCTC. One issue is whether the centralization remedy the commission has recommended fits the problems associated specifically with the 9/11 intelligence failure, and perhaps more broadly, the systematic maladies affecting the Intelligence Community. There are at least four options for congressional consideration: (1) NCTC with intelligence and operational planning duties, (2) NCTC restricted to an intelligence role, (3) NCTC restricted to an operational planning role, and (4) status quo plus-viewing the newly forming collected entity as a pilot potential NCTC. As one of its 41 recommendations, the 9/11 Commission recommended the creation of a National Counterterroism Center (NCTC).

Access Framework: Model Text (November 2011): An Act to Establish a Framework for Development of Offshore Wind Power

Description: The model offshore wind power legislation focused on two aspects: compensation for use of ocean space and environmental assessment. In particular, the model legislation recommends the adoption of a rent and royalty scheme that is premised on high rent and low royalties in order to stimulate qualified bids from developers who are motivated to begin production as early as possible and to discourage sham bidding. The model legislation also includes a provision that sets royalties at a lower rate in the early years of project operation, and that provides states with the discretion to waive or defer rent and/or royalties for a period of time to meet the goals and objectives of energy independence, job creation, reduced emissions of conventional pollutants and greenhouse gases and increased state requirements for electricity from renewable sources. The environmental impact assessment (EIA) is structured to provide a systematic and interdisciplinary evaluation of the potential positive and negative life-cycle effects of a proposed offshore wind project on the physical, biological, cultural and socio-economic attributes of the project.

Adaptive optimization and control using neural networks

Description: Recent work has demonstrated the ability of neural-network-based controllers to optimize and control machines with complex, non-linear, relatively unknown control spaces. We present a brief overview of neural networks via a taxonomy illustrating some capabilities of different kinds of neural networks. We present some successful control examples, particularly the optimization and control of a small-angle negative ion source.

Advanced Oxidation Process

Description: The design of new, high efficiency and cleaner burning engines is strongly coupled with the removal of recalcitrant sulfur species, dibenzothiophene and its derivatives, from fuels. Oxidative desulfurization (ODS) wherein these dibenzothiophene derivatives are oxidized to their corresponding sulfoxides and sulfones is an approach that has gained significant attention. Fe-TAML{reg_sign} activators of hydrogen peroxide (TAML is Tetra-Amido-Macrocyclic-Ligand) convert in a catalytic process dibenzothiophene and its derivatives to the corresponding sulfoxides and sulfones rapidly at moderate temperatures (60 C) and ambient pressure. The reaction can be performed in both an aqueous system containing an alcohol (methanol, ethanol, or t-butanol) to solubilize the DBT and in a two-phase hydrocarbon/aqueous system where the alcohol is present in both phases and facilitates the oxidation. Under a consistent set of conditions using the FeBF{sub 2} TAML activator, the degree of conversion was found to be t-butanol > methanol > ethanol. In the cases of methanol and ethanol, both the sulfoxide and sulfone were observed while for t-butanol only the sulfone was detected. In the two-phase system, the alcohol may function as an inverse phase transfer agent. The oxidation was carried out using two different TAML activators. In homogeneous solution, approximately 90% oxidation of the DBT could be achieved using the prototype TAML activator, FeB*, by sonicating the solution at near room temperature. In bi-phasic systems conversions as high as 50% were achieved using the FeB* TAML activator and hydrogen peroxide at 100 C. The sonication method yielded only {approx}6% conversion but this may have been due to mixing.

Aerial Image Microscopes for the Inspection of Defects in EUV Masks

Description: The high volume inspection equipment currently available to support development of EUV blanks is non-actinic. The same is anticipated for patterned EUV mask inspection. Once potential defects are identified and located by such non-actinic inspection techniques, it is essential to have instrumentation to perform detailed characterization, and if repairs are performed, re-evaluation. The ultimate metric for the acceptance or rejection of a mask due to a defect, is the wafer level impact. Thus measuring the aerial image for the site under question is required. An EUV Aerial Image Microscope (''AIM'') similar to the current AIM tools for 248nm and 193nm exposure wavelength is the natural solution for this task. Due to the complicated manufacturing process of EUV blanks, AIM measurements might also be beneficial to accurately assessing the severity of a blank defect. This is an additional application for an EUV AIM as compared to today's use In recognition of the critical role of an EUV AIM for the successful implementation of EUV blank and mask supply, International SEMATECH initiated this design study with the purpose to define the technical requirements for accurately simulating EUV scanner performance, demonstrating the feasibility to meet these requirements and to explore various technical approaches to building an EUV AIM tool.

Aggregation of dialkyl-substituted diphosphonic acids and its effect on metal ion extraction.

Description: Solvent extraction reagents containing the diphosphonic acid group exhibit an extraordinary affinity for tri-, tetra- and hexavalent actinides. Their use has been considered for actinide separation and pre-concentration procedures. Solvent extraction data obtained with P,P{prime}-di(2-ethylhexyl) methane-, ethane- and butanediphosphonic acids exhibit features that are difficult to explain without Knowledge of the aggregation state of the extractants. Information about the aggregation of the dialkyl-substituted diphosphonic acids in aromatic diluents has been obtained using the complementary techniques of vapor pressure osmometry (VPO), small angle neutron scattering (SANS), infrared spectroscopy and molecular mechanics. The results from these techniques provide an understanding of the aggregation behavior of these extractants that is fully compatible with the solvent extraction data. The most important results and their relevance to solvent extraction are reviewed in this paper.

Allocation and Related Issues for Post-2012 Phases of the EU ETS

Description: This report provides information on major design options related to the allocation of emissions allowances under the European Union Emissions Trading Scheme (the EU ETS, or "the Scheme"). The report was developed to assist the European Commission in the context of the review of options for the EU ETS after 2012, during the third and subsequent phases of the Scheme. The report covers topics related to allocation alternatives as well as several other issues. All of the material contained here was developed initially as a set of briefing notes for the Commission in 2007. The topics covered in the report are divided into two major categories: (1) assessment criteria and other general features, including cap-setting; and (2) allocation alternatives and issues specifically related to allocation.

Analysis and interpretation of a high density tandem negative ion source

Description: In the last few years the development of tandem-discharge hydrogen-negative-ion-source systems has proceeded along both experimental and theoretical lines. To some extent these developments have proceeded independently, either the available theoretical model was inadequate to account for a specific geometrical configuration, or the experimental data was not sufficient to provide adequate input parameters for calculation. In the tandem system described here the electron temperature, electron density, and other relevant parameters have been obtained for a high-density system whose electron densities range up to 3 - 5 x 10/sup 12/ electrons cm/sup -3/. The model calculation for the atomic processes has been extended to include both electron density and electron temperature spatial variations through the second chamber. These spatial variations are essential for an adequate interpretation of tandem systems where steep density gradients may occur beyond the magnetic filter region. In this paper we shall combine the experimental density data with the new spatially dependent atomic model for the purpose of attempting a correlation of the observed and calculated current densities. 9 refs., 8 figs., 3 tabs.

Angular Dependence of Jet Quenching Indicates Its Strong Enhancement Near the QCD Phase Transition

Description: We study dependence of jet quenching on matter density, using 'tomography' of the fireball provided by RHIC data on azimuthal anisotropy v{sub 2} of high p{sub t} hadron yield at different centralities. Slicing the fireball into shells with constant (entropy) density, we derive a 'layer-wise geometrical limit' v{sub 2}{sup max} which is indeed above the data v{sub 2} < v{sub x}{sup max}. Interestingly, the limit is reached only if quenching is dominated by shells with the entropy density exactly in the near-T{sub c} region. We show two models that simultaneously describe the high p{sub t} v{sub 2} and R{sub AA} data and conclude that such a description can be achieved only if the jet quenching is few times stronger in the near-T{sub c} region relative to QGP at T > T{sub c}. One possible reason for that may be recent indications that the near-T{sub c} region is a magnetic plasma of relatively light color-magnetic monopoles.
