3(omega) Power Balance Procedure on the NIF

Description: This document defines the detailed NIF full system shot procedure to obtain 8% power balance as specified by the SDR002 3.2.1.04. Because the 48 quads of the NIF will be set up over a period of five years, obtaining power balance will naturally be accomplished in two steps. First, as each quad is brought online, the four laser beams within each quad will be tuned by setting the PABTS splitter ratios so that each beam will give the same laser power on target during low energy square pulse shots. During the quad activation period all of the technical tools and procedures will be developed that are needed for attaining full laser power balance. After the initial settings of the 48 PABTS, if no other tuning is done the overall NIF power balance is expected to be about <15%. In the second step, an iteration procedure with approximately 18 full laser system shots will be needed to obtain 8% power balance by tuning out the remaining systematic differences among the quads to an acceptable small difference of 2% rms (at 3{omega}). This rms difference is smaller than the expected variation of the injection energy or the amplifier gain, and is also of the same order as the laser energy diagnostic accuracy. Therefore, 8% power balance will require a number of precision measurements that will need accurate calibrations combined with a laser performance model that accounts and corrects for variations of the injection energy and the amplifier gain. This document is intended to specify the procedure and the flow-down of requirements from the system design requirement of 8% power balance. 1982 THERMAL SHALLOW RESERVOIR TESTING

Description: An extensive study of the Thermal Shallow Reservoir at The Geysers was performed in 1982 to improve our understanding of the source and flow patterns of steam in the shallow anomaly and how they relate to the Thermal 4 blowout. This project included gathering and analyzing pressure transient, enthalpy, tracer and chemical data and developing a reservoir model that was consistent with this data. Following the pressure transient testing and analysis, a convection-plume with lateral-flow model was proposed. Subsequent analysis of enthalpy, tracer and chemical data corroborated this model. The high flowrate wells--Thermal 4, Thermal 10, Thermal 11 and Magma 1--produce from the high-pressure, high-permeability upflow zone. The source of this upflow is a limited fracture system connecting the shallow anomaly with the underlying main reservoir. The outlying low-pressure, low-permeability wells are supplied by lateral flow of steam from the central area. The pressure gradient from the core to the periphery is caused by condensation in the flanks.

2006 Long Range Development Plan Final Environmental Impact Report

Description: This environmental impact report (EIR) has been prepared pursuant to the applicable provisions of the California Environmental Quality Act (CEQA) and its implementing guidelines (CEQA Guidelines), and the Amended University of California Procedures for Implementation of the California Environmental Quality Act (UC CEQA Procedures). The University of California (UC or the University) is the lead agency for this EIR, which examines the overall effects of implementation of the proposed 2006 Long Range Development Plan (LRDP; also referred to herein as the 'project' for purposes of CEQA) for Lawrence Berkeley National Laboratory (LBNL; also referred to as 'Berkeley Lab,' 'the Laboratory,' or 'the Lab' in this document). An LRDP is a land use plan that guides overall development of a site. The Lab serves as a special research campus operated by the University employees, but it is owned and financed by the federal government and as such it is distinct from the UC-owned Berkeley Campus. As a campus operated by the University of California, the Laboratory is required to prepare an EIR for an LRDP when one is prepared or updated pursuant to Public Resources Code Section 21080.09. The adoption of an LRDP does not constitute a commitment to, or final decision to implement, any specific project, construction schedule, or funding priority. Rather, the proposed 2006 LRDP describes an entire development program of approximately 980,000 gross square feet of new research and support space construction and 320,000 gross square feet of demolition of existing facilities, for a total of approximately 660,000 gross square feet of net new occupiable space for the site through 2025. Specific projects will undergo CEQA review at the time proposed to determine what, if any, additional review is necessary prior to approval. 2006 XSD Scientific Software Workshop report.

Description: In May of 2006, a committee was formed to assess the fundamental needs and opportunities in scientific software for x-ray data reduction, analysis, modeling, and simulation. This committee held a series of discussions throughout the summer, conducted a poll of the members of the x-ray community, and held a workshop. This report details the findings and recommendations of the committee. Each experiment performed at the APS requires three crucial ingredients: the powerful x-ray source, an optimized instrument to perform measurements, and computer software to acquire, visualize, and analyze the experimental observations. While the APS has invested significant resources in the accelerator, investment in other areas such as scientific software for data analysis and visualization has lagged behind. This has led to the adoption of a wide variety of software with variable levels of usability. In order to maximize the scientific output of the APS, it is essential to support the broad development of real-time analysis and data visualization software. As scientists attack problems of increasing sophistication and deal with larger and more complex data sets, software is playing an ever more important role. Furthermore, our need for excellent and flexible scientific software can only be expected to increase, as the upgrade of the APS facility and the implementation of advanced detectors create a host of new measurement capabilities. New software analysis tools must be developed to take full advantage of these capabilities. It is critical that the APS take the lead in software development and the implementation of theory to software to ensure the continued success of this facility. The topics described in this report are relevant to the APS today and critical for the APS upgrade plan. Circular accelerators present a different problem, and the investigation of the interaction of orbit dynamics and particle polarization in general is undertaken. The equation of motion of the spin vector of a charged particle in a magnetic field as formulated by Bargman, Michel, and Telegdi is utilized in the study of depolarization for several accelerators. Advanced Characterization of Fractured Reservoirs in Carbonate Rocks: The Michigan Basin

Description: The main objective of this project is for a university-industry consortium to develop a comprehensive model for fracture carbonate reservoirs based on the ''data cube'' concept using the Michigan Basin as a prototype. This project combined traditional historical data with 2D and 3D seismic data as well as data from modern logging tools in a novel way to produce a new methodology for characterizing fractured reservoirs in carbonate rocks. Advanced visualization software was used to fuse the data and to image it on a variety of scales, ranging from basin-scale to well-scales.

Advanced oil recovery technologies for improved recovery from slope basin clastic reservoirs, Nash Draw Brushy Canyon Pool, Eddy County, NM. Quarterly technical progress report, October 1--December 31, 1995

Description: Objective is to demonstrate that a development program based on advanced reservoir management methods can significantly improve oil recovery and to transfer this technology to oil and gas producers in the Permian Basin. The demonstration plan includes developing a control area using standard reservoir management techniques and comparing the performance of the control area with an area developed using advanced management methods. Specific goals are (1) to demonstrate that a development drilling program and pressure maintenance program, based on advanced reservoir management methods, can significantly improve oil recovery compared with existing technology applications, and (2) to transfer the advanced technologies to oil and gas producers in the Permian Basin and elswhere in the US oil and gas industry. This is the first quarterly progress report on the project; results to date are summarized.

Advanced Vehicle Testing Activity: High-Percentage Hydrogen/CNG Blend Ford F-150 Operating Summary - January 2003

Description: Over the past two years, Arizona Public Service, a subsidiary of Pinnacle West Capital Corporation, in cooperation with the U.S. Department of Energy's Advanced Vehicle Testing Activity, tested four gaseous fuel vehicles as part of its alternative fueled vehicle fleet. One vehicle operated initially using compressed natural gas (CNG) and later a blend of CNG and hydrogen. Of the other three vehicles, one was fueled with pure hydrogen and two were fueled with a blend of CNG and hydrogen. The three blended-fuel vehicles were originally equipped with either factory CNG engines or factory gasoline engines that were converted to run CNG fuel. The vehicles were variously modified to operate on blended fuel and were tested using 15 to 50% blends of hydrogen (by volume). The pure-hydrogen-fueled vehicle was converted from gasoline fuel to operate on 100% hydrogen. All vehicles were fueled from the Arizona Public Service's Alternative Fuel Pilot Plant, which was developed to dispense gaseous fuels, including CNG, blends of CNG and hydrogen, and pure hydrogen with up to 99.9999% purity. The primary objective of the test was to evaluate the safety and reliability of operating vehicles on hydrogen and blended fuel, and the interface between the vehicles and the hydrogen fueling infrastructure. A secondary objective was to quantify vehicle emissions, cost, and performance. Over a total of 40,000 fleet test miles, no safety issues were found. Also, significant reductions in emissions were achieved by adding hydrogen to the fuel. This report presents the results of 4,695 miles of testing for one of the blended fuel vehicles, a Ford F-150 pickup truck, operating on up to 50% hydrogen-50% CNG fuel.

Aereo and FilmOn X: Internet Television Streaming and Copyright Law

Description: This report begins with a discussion of the technology used by Aereo and FilmOn X that permit subscribers to watch live broadcast television as well as already-aired programming. It then examines the public performance right in the Copyright Act and discusses the interpretation of the transmit clause and public performance right by the courts in the Aereo and FilmOn cases. The report concludes with a brief overview of future litigation by these parties and related legislative proposals in the 113th Congress.

Africa: U.S. Foreign Assistance Issues

Description: This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. After-hours Power Status of Office Equipment and Inventory of Miscellaneous Plug-load Equipment

Description: This research was conducted in support of two branches of the EPA ENERGY STAR program, whose overall goal is to reduce, through voluntary market-based means, the amount of carbon dioxide emitted in the U.S. The primary objective was to collect data for the ENERGY STAR Office Equipment program on the after-hours power state of computers, monitors, printers, copiers, scanners, fax machines, and multi-function devices. We also collected data for the ENERGY STAR Commercial Buildings branch on the types and amounts of ''miscellaneous'' plug-load equipment, a significant and growing end use that is not usually accounted for by building energy managers. This data set is the first of its kind that we know of, and is an important first step in characterizing miscellaneous plug loads in commercial buildings. The main purpose of this study is to supplement and update previous data we collected on the extent to which electronic office equipment is turned off or automatically enters a low power state when not in active use. In addition, it provides data on numbers and types of office equipment, and helps identify trends in office equipment usage patterns. These data improve our estimates of typical unit energy consumption and savings for each equipment type, and enables the ENERGY STAR Office Equipment program to focus future effort on products with the highest energy savings potential. This study expands our previous sample of office buildings in California and Washington DC to include education and health care facilities, and buildings in other states. We report data from twelve commercial buildings in California, Georgia, and Pennsylvania: two health care buildings, two large offices (> 500 employees each), three medium offices (50-500 employees), four education buildings, and one ''small office'' that is actually an aggregate of five small businesses. Agricultural Disaster Assistance

Description: This report has four sections. The first describes recent developments in weather and policy. The second provides an overview of the current U.S. Department of Agriculture (USDA) disaster assistance programs: federal crop insurance, Noninsured Crop Disaster Assistance Program (NAP) payments, and emergency disaster loans. The third section discusses the now-expired disaster programs under the 2008 farm bill, specifically Supplemental Revenue Assistance Payments Program (SURE) and four other smaller disaster programs. The fourth section briefly reviews congressional issues. An appendix reviews the recent history of emergency supplemental farm disaster assistance and administrative actions by USDA.

Agroterrorism: Threats and Preparedness

Description: Although U.S. intelligence agencies have not identified any terrorist acts targeting agricultural production (i.e., agroterrorism) in the United States to date, the events of September 11, 2001 have awakened the nation to their possibility. Some experts estimate that a single agroterrorist attack using a highly contagious livestock disease could cost between $10 billion and $30 billion to the U.S. economy. This report addresses the use of biological weapons against agriculture, rather than the threat of terrorists using agricultural inputs for other purposes. It also focuses more on agricultural production than food processing and distribution.

Alternative Donor--Acceptor Stacks from Crown Ethers and Naphthalene Diimide Derivatives: Rapid, Selective Formation from Solution and Solid State Grinding

Description: Self assembling {pi}-conjugated molecules into ordered structures are of increasing interest in the field of organic electronics. One particular example is charge transfer complexes containing columnar alternative donor-acceptor (ADA) stacks, where neutral and ionic ground states can be readily tuned to modulate electrical, optical, and ferroelectrical properties. Aromatic-aromatic and charge transfer interactions have been the leading driving forces in assisting the self-assembly of ADA stacks. Various folding structures containing ADA stacks were assembled in solution with the aid of solvophobic or ion-binding interactions. Meanwhile, examples of solid ADA stacks, which are more appealing for practical use in devices, were obtained from cocrystalization of binary components or mesophase assembly of liquid crystals in bulk blends. Regardless of these examples, faster and more controllable approaches towards precise supramolecular order in the solid state are still highly desirable.
