D/sup -/ production by multiple charge-transfer collisions of low-energy D ions and atoms in cesium vapor

Description: The production of D/sup -/ by multiple charge-transfer collisions of a D/sup +/ beam in a cesium-vapor target is considered for D/sup +/ energies above 300 eV. The cross sections relevant to D/sup -/ formation are obtained by a least-squares fit of three-charge-state differential equations to experimental yield curves. Implications for production of intense negative-ion beams are discussed, and speculations are made about extrapolation to lower engeries.

Combustion Research Program: Flame studies, laser diagnostics, and chemical kinetics

Description: We have made a detailed study of the care that must be taken to correctly measure OH radical concentrations in flames. A large part of these studies has concerned collisional quenching of hydride radical species (OH, NH, and NH{sub 2}), in particular the dependence upon rotational level and collision velocity (temperature). The results on OH and NH have shown unique and interesting behavior from the viewpoint of fundamental molecular dynamics, pointing to quenching often governed by collisions on an anisotropic, attractive surface, whereas NH{sub 2} quenching appears to depend on state-mixing considerations, not dynamic control. This state-specific behavior of these small, theoretically tractable hydrides has direct ramifications for quantitative flame diagnostics. Our other effort in the diagnostic area has been repeated but unsuccessful searches for laser induced fluorescence in the vinyl radical.

The Federal Prison Population Buildup: Overview, Policy Changes, Issues, and Options

Description: Since the early 1980s, there has been a historically unprecedented increase in the federal prison population. Some of the growth is attributable to changes in federal criminal justice policy during the previous three decades. An issue before Congress is whether policymakers consider the rate of growth in the federal prison population sustainable, and if not, what changes could be made to federal criminal justice policy to reduce the prison population while maintaining public safety. This report explores the issues related to the growing federal prison population.

Agricultural Disaster Assistance

Description: This report has four sections. The first describes recent developments in weather and policy. The second provides an overview of the current U.S. Department of Agriculture (USDA) disaster assistance programs: federal crop insurance, Noninsured Crop Disaster Assistance Program (NAP) payments, and emergency disaster loans. The third section discusses the now-expired disaster programs under the 2008 farm bill, specifically Supplemental Revenue Assistance Payments Program (SURE) and four other smaller disaster programs. The fourth section briefly reviews congressional issues. An appendix reviews the recent history of emergency supplemental farm disaster assistance and administrative actions by USDA.

Summary Report: Congressional Action on the FY2013 Disaster Supplemental

Description: In late October 2012, Hurricane Sandy impacted a wide swath of the East Coast of the United States, resulting in more than 120 deaths and the major disaster declarations for 12 states plus the District of Columbia. The Administration submitted a request to Congress on December 7, 2012, for $60.4 billion in supplemental funding and legislative provisions to address both the immediate losses and damages from Hurricane Sandy, as well as to mitigate the damage from future disasters in the impacted region. This summary report analyzes the Administration's request, the House-passed legislation, and the Senate position as reflected in Senate-amended H.R. 1 from the 112th Congress.

Fundamental studies of catalytic processing of synthetic liquids

Description: This project revolves around understanding the fundamental processes involved in the catalytic removal of harmful oxygenated organics present in coal liquids. We are modelling the complex type of sulfided Mo catalyst proposed for these reactions with simple single crystal surfaces. These display a controlled range and number of reaction sites and can be extensively characterized by surface science techniques. We then investigate the reaction pathways for representative simple oxygenates upon these surfaces.

Project BioShield: Authorities, Appropriations, Acquisitions, and Issues for Congress

Description: This report discusses the Project BioShield Act (P.L. 108-276), In 2004, passed by Congress to encourage the private sector to develop medical countermeasures against chemical, biological, radiological, and nuclear (CBRN) terrorism agents and to provide a novel mechanism for federal acquisition of those newly developed countermeasures. This law provides three main authorities: (1) relaxing regulatory requirements for some CBRN terrorism-related spending, including hiring personnel and awarding research grants; (2) guaranteeing a federal market for new CBRN medical countermeasures; and (3) permitting emergency use of unapproved countermeasures.

Description: Report presenting testing of a semispan model of a wing of triangular plan form and aspect ratio 2 in the 12-foot pressure tunnel to determine the aerodynamic characteristics of the wing as influenced by the independent effects of Reynolds number and Mach number up to Mach numbers approaching unity. Results regarding the effect of body and effect of wing-profile modification are also provided.

Wind-Tunnel Investigation of a Shielded Total-Pressure Tube at Transonic Speeds

Description: Report presenting testing of a shielded total-pressure tube with a curved venturi entry in order to obtain the variation of total-pressure error with angle of attack from a range of 0 to 60 degrees and for a range of Mach numbers. The critical angle was found to vary from about 57 degrees at Mach number 0.90 to 56 degrees at Mach number 1.10.

Effects of Auxiliary and Ejector Pumping on the Mach Number Attainable in a 4 1/2- by 4 1/2-Inch Slotted Tunnel at Low Pressure Ratios

Description: Report presenting the results of an investigation to determine the pressure ratios required to operate a slotted tunnel through a range of Mach numbers where the speed variation is affected by removal of air from the main stream by auxiliary pumping, use of a main-stream-operated ejector located downstream of the test section, and a combination of these methods. Testing was conducted in order to improve the accuracy of transonic wind-tunnel testing.
