Description: This report examines these proposals as well as the “Medicare Rx Drug Benefit and Discount Act of 2003,” which was introduced by Representative Charles Rangel, the ranking member of the House Ways and Means Committee. Specifically, this report provides background on how the cost-sharing and premium provisions under each bill would affect the amount that a beneficiary pays annually for prescription drugs.

Dairy Policy Issues

Description: Several major dairy policy issues are addressed in the context of the Farm Security and Rural Investment Act of 2002 (P.L. 107- 171, the 2002 farm bill), which was signed into law on May 13, 2002. Included in the enacted 2002 farm bill are a reauthorization of the dairy price support program for an additional 5 ½ years, and new authorization for direct payments to dairy farmers through September 2005, triggered whenever the market price of farm milk falls below a target price level.

Description: In March, CBO released its report analyzing the President’s policies. CBO’s estimates of the President’s budget, a recasting of the policies using CBO assumptions and budget estimating methods, raise the expected deficit for FY2004 to $338 billion from the OMB estimated $307 billion. The Congressional Budget Process Timetable

Description: The Congressional Budget Act (CBA) of 1974 (Titles I-IX of P.L. 93-344, 88 Stat. 297-332) established the congressional budget process, which coordinates the legislative activities on the budget resolution, appropriations bills, reconciliation legislation, revenue measures, and other budgetary legislation. Section 300 of this act provides a timetable (see Table 1) so that Congress may complete its work on the budget by the start of the fiscal year on October 1.
