21st Century Community Learning Centers: Evaluation and Implementation Issues

Description: The 21st CCLC program was originally authorized as Part I of Title X, of the Elementary and Secondary Education Act (ESEA), as amended. This program was reauthorized as part of the reauthorization of the ESEA by the No Child Left Behind Act of 2001, P.L. 107-110, and was signed into law on January 8, 2002. This report discusses implementation of the reauthorized 21st CCLC program, and the recent evaluation of the program and its implications.

Anisotropy in magnetic and transport properties of GdCrSb3

Description: We report the first measurements of anisotropy in magnetic susceptibility, magnetization, and electrical resistivity using single crystals of GdTSb3 (T=Cr, V). GdTSb{sub 3} is a quasi-two dimensional system with orthorhombic crystal structure (space group Pbcm). Unlike the other light rare earth chromium antimonides (R = Ce-Nd, Sm), in which two magnetic transitions are observed, GdCrSb3 undergoes a single ferrimagnetic transition at T{sub C}=86 K, which is evident in both the magnetic suscepti… more

CHARACTERIZATION OF CORROSION PROBE COUPONS EXPOSED IN TANK 241-AN-107

Description: C-Ring and Pin electrodes from Corrosion Probe retrieved from Tank 241-AN-107 were examined visually and by weight loss measurements. The weight loss measurements were carried out according to ASTM Method G-190. Corrosion rates estimated from the weight loss measurements indicated extremely limited corrosion with no visually observable pitting or cracking. The extremely low corrosion rates are in agreement with the results of ultrasonic examination of the primary tank wall.

Comparison of particle simulation with j-parc linac mebt beam test results

Description: The construction of the initial part of the J-PARC linac has been started at KEK for beam tests before moving to the JAERI Tokai campus, where J-PARC facility is finally to be constructed. The RFQ and MEBT (Medium Energy Beam Transport) has already been installed at KEK, and the beam test has been performed successfully. In this paper, the experimental results of the beam test are compared with simulation results with a 3D PIC (Particle-In-Cell) code, IMPACT.

EARLY ENTRANCE COPRODUCTION PLANT

Description: The overall objective of this project is the three phase development of an Early Entrance Coproduction Plant (EECP) which uses petroleum coke to produce at least one product from at least two of the following three categories: (1) electric power (or heat), (2) fuels, and (3) chemicals. The objective is to have these products produced by technologies capable of using synthesis gas derived from coal and/or other carbonaceous feedstocks. The objectives of Phase I were to determine the feasibility … more

Error Estimation for Reduced Order Models of Dynamical systems

Description: The use of reduced order models to describe a dynamical system is pervasive in science and engineering. Often these models are used without an estimate of their error or range of validity. In this paper we consider dynamical systems and reduced models built using proper orthogonal decomposition. We show how to compute estimates and bounds for these errors, by a combination of the small sample statistical condition estimation method and of error estimation using the adjoint method. More importan… more

FEASIBILITY OF LARGE-SCALE OCEAN CO2 SEQUESTRATION

Description: This report describes research conducted between July 1, 2003 and September 30, 2003 on the use of dry regenerable sorbents for concentration of carbon dioxide from flue gas. Based on 5-cycle fixed bed tests of grade 3 sodium bicarbonate, calcination in carbon dioxide at 160 C does not affect the activity or capacity of the sorbent in subsequent carbonation cycles. Increasing the calcination temperature to 200 C does have an adverse impact on sorbent performance. RTI produced a supported sorben… more

Homeland Security: Preliminary Observations on Efforts to Target Security Inspections of Cargo Containers

Description: Testimony issued by the General Accounting Office with an abstract that begins "After the attacks of September 11, 2001, concerns intensified that terrorists would attempt to smuggle a weapon of mass destruction into the United States. One possible method for terrorists to smuggle such a weapon is to use one of the 7 million cargo containers that arrive at our nation's seaports each year. The Department of Homeland Security's U.S. Customs and Border Protection (CBP) is responsible for addressin… more

Impermeable Thin Al2O3 Overlay for TBC Protection From Sulfate and Vanadate Attack in Gas Turbines Quarterly Report

Description: To improve the hot corrosion resistance of YSZ thermal barrier coatings, a 25 {micro}m and a 2 {micro}m thick Al{sub 2}O{sub 3} overlay were deposited by HVOF thermal spray and by sol-gel coating method, respectively, onto to the surface of YSZ coating. Indenter test was employed to investigate the spalling of YSZ with and without Al{sub 2}O{sub 3} overlay after hot corrosion. The results showed that Al{sub 2}O{sub 3} overlay acted as a barrier against the infiltration of the molten salt into t… more

IP-Based Video Modem Extender Requirements

Description: Visualization is one of the keys to understanding large complex data sets such as those generated by the large computing resources purchased and developed by the Advanced Simulation and Computing program (aka ASCI). In order to be convenient to researchers, visualization data must be distributed to offices and large complex visualization theaters. Currently, local distribution of the visual data is accomplished by distance limited modems and RGB switches that simply do not scale to hundreds of … more

Jet-Induced Star Formation

Description: Jets from radio galaxies can have dramatic effects on the medium through which they propagate. We review observational evidence for jet-induced star formation in low ('FR-I') and high ('FR-II') luminosity radio galaxies, at low and high redshifts respectively. We then discuss numerical simulations which are aimed to explain a jet-induced starburst ('Minkowski's Object') in the nearby FR-I type radio galaxy NGC 541. We conclude that jets can induce star formation in moderately dense (10 cm{sup -… more

Prospects for high-gain, high yield National Ignition Facility targets driven by 2(omega) (green) light

Description: The National Ignition Facility (NIF), operating at green (2{omega}) light, has the potential to drive ignition targets with significantly more energy than the 1.8 MJ it will produce with its baseline, blue (3{omega}) operations. This results in a greatly increased 'target design space', providing a number of exciting opportunities for fusion research. These include the prospect of ignition experiments with capsules absorbing energies in the vicinity of 1 MJ. This significant increase in capsule… more
