Surface engineering of glazing materials and structures using plasma processes

Description: A variety of coatings is commercially produced on a very large scale, including transparent conducting oxides and multi-layer silver-based low-emissivity and solar control coatings. A very brief review of materials and manufacturing process is presented and illustrated by ultrathin silver films and chevron copper films. Understanding the close relation between manufacturing processes and bulk and surface properties of materials is crucial for film growth and self-assembly processes.

Enron: A Select Chronology of Congressional, Corporate, and Government Activities

Description: This report presents basic background information on the collapse of the Enron Corporation, identifying public policy issues in financial market oversight. This report briefly summarizes some federal laws carrying criminal penalties which may be implicated in the events surrounding the collapse of the Enron Corp. This report compares the auditing and accounting reform measures passed by the House (H.R. 3763) and reported by the Senate Committee on Banking, Housing, and Urban Affairs. This repor… more

Heavy-flavor production overview

Description: This talk serves as an introduction to the Heavy-Flavor session of the XXXIII International Symposium on Multiparticle Dynamics. A major focus of this session is on the production of heavy quarks. The talks which follow review the latest results on heavy quark production in strong, electromagnetic, and weak interactions, as well as some of the physics of the heavy quarks themselves. This talk emphasizes what we can learn from the production measurements, both about underlying QCD theory and the… more

Dislocation Density-Based Constitutive Model for the Mechanical Behavior of Irradiated Cu

Description: Performance degradation of structural steels in nuclear environments results from the development of a high number density of nanometer scale defects. The defects observed in copper-based alloys are composed of vacancy clusters in the form of stacking fault tetrahedra and/or prismatic dislocation loops, which impede dislocation glide and are evidenced in macroscopic uniaxial stress-strain curves as increased yield strengths, decreased total strain to failure, decreased work hardening and the ap… more

C.A.S.I.S. Workshop 2003 Abstract Proceedings

Description: Thirty five years ago, while in the neutron cross section group led by Robert Howerton at LLNL, the concept of reconstructing a three dimensional spatial distribution from its projections onto two dimensional planes was tackled by some of us using three now well known methods: simple back projection, Fourier projection theorem methods and iterative least squares algebraic reconstruction. The method of iterative least squares reconstruction was implemented on patient data in the early 1970s usin… more

Development of an Electrostatic Dust Detector for use in a Tokamak Reactor

Description: Initial results from a novel device to detect dust particles settling on remote surfaces are presented. Dust particle inventories are a concern in next-step fusion devices. The increase in duty cycle will lead to a scale-up in the amount of particles generated by plasma material interactions. These particles will be chemically and radiologically hazardous and it will be important to establish that the in-vessel particle inventory is within regulatory limits. The detection device consists of two… more

Design and Performance of Capping Layers for EUV Multilayer Mirrors

Description: The reflectance stability of multilayer coatings for extreme ultraviolet lithography (EUVL) in a commercial tool environment is of uttermost importance to ensure continuous exposures with minimum maintenance cost. We have made substantial progress in designing the protective capping layer coatings, understanding their performance and estimating their lifetimes based on accelerated electron beam and EUV exposure studies. Our current capping layer coatings have about 40 times longer lifetimes tha… more

Optimization and testing of the Beck Engineering free-piston cryogenic pump for LNG systems on heavy vehicles. Final technical report

Description: Task 7 was completed by reaching Milestone 7: Test free piston cryogenic pump (FPCP) in Integrated LNG System. Task 4: Alternative Pump Design was also completed. The type of performance of the prototype LNG system is consistent with requirements of fuel systems for heavy vehicles; however, the maximum flow capacity of the prototype LNG system is significantly less than the total flow requirement. The flow capacity of the prototype LNG system is determined by a cavitation limit for the FPCP.

Authorization and Appropriations for FY2004: Defense

Description: This report is a guide to one of the 13 regular appropriations bills that Congress passes each year. It is designed to supplement the information provided by the House and Senate Appropriations Subcommittees on Energy and Water. It summarizes the current legislative status of the bill, its scope, major issues, funding levels, and related legislative activity. The report lists the key CRS staff relevant to the issues covered and related CRS products.

Longitudinal emittance measurements in the Fermilab Recycler Ring

Description: The Recycler Ring (RR) is a new 8Gev antiproton storage ring at Fermilab. Presently, this machine is being commissioned using protons from the Booster. It uses barrier buckets for stacking, un-stacking and storing the beam. At any given time, the RR is capable of storing proton or antiproton beams in multiple segments azimuthally. These segments of the beam may have widely differing longitudinal emittance and beam intensities and bunch lengths. It is highly essential to be able to measure the l… more

Flat Tax Proposals and Fundamental Tax Reform: An Overview

Description: The idea of replacing our current income tax system with a “flat-rate tax” is receiving renewed congressional interest. Although referred to as “flat-rate taxes,” many of the current proposals go much further than merely adopting a flat-rate tax structure. Some involve significant income tax base broadening while others entail changing the tax base from income to consumption.

A Value-Added Tax Contrasted with a National Sales Tax

Description: Proposals to replace all or part of the income tax, proposals for national health care, and a proposal to finance America’s war effort have sparked congressional interest in the possibility of a broad-based consumption tax as a new source of revenue. A value-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have s… more

A Value-Added Tax Contrasted With a National Sales Tax

Description: Some members of Congress have expressed interest in the feasibility of using a value-added tax (VAT) to either replace all or part of the income tax or finance health care reform. A VAT is imposed at all levels of production on the differences between firms’ sales and their purchases from all other firms. Policymakers may be interested in the following aspects of a VAT: revenue yield, international comparison of composition of taxes, vertical equity, neutrality, inflation, balance-of-trade, nat… more
