Global Climate Change: Selected Legal Questions About the Kyoto Protocol

Description: This report discusses the Kyoto Protocol and whether the United States is now legally bound by the Protocol, the legal implications of signing it, whether it could be implemented as an executive agreement without submission to the Senate, and whether the Protocol could be used as the legal basis for regulation of emissions even prior to ratification.

Investigation of Mixed Metal Sorbent / Catalysts for the Simultaneous Removal of Sulfur and Nitrogen Oxides

Description: Simultaneous removal of SO{sub 2} and NO{sub x} using a regenerable solid sorbent will constitute an important improvement over the use of separate processes for the removal of these two pollutants from stack gases and possibly eliminate several shortcomings of the individual SO{sub 2} and NO{sub x} removal operations. The work done at PETC and the DOE-funded investigation of the investigators on the sulfation and regeneration of alumina-supported cerium oxide sorbents have shown that they can … more

Cognitive biases resulting from the representativeness heuristic in operations management: an experimental investigation

Description: This article investigates the six cognitive biases resulting from the use of the representativeness heuristic, namely, insensitivity to prior probability of outcomes, insensitivity to sample size, misconception of chance, insensitivity to predictability, the illusion of validity, and misconception of regression. Specifically, the authors examine how cognitive reflection and training affect these six cognitive biases in the operations management context.

The interaction of boundary layer and compression shock and its effect upon airfoil pressure distributions

Description: Report presenting an investigation of the mechanism of interaction of compression shock with boundary layer. Shockless pressure distributions at supercritical Mach numbers were found to be accounted for by a marked thickening of the boundary layer for some distance ahead of a shock wave.

Measuring Sparticles with the Matrix Element

Description: We apply the Matrix Element Method (MEM) to mass determination of squark pair production with direct decay to quarks and LSP at the LHC, showing that simultaneous mass determination of squarks and LSP is possible. We furthermore propose methods for inclusion of QCD radiation effects in the MEM. The goal of the LHC at CERN, scheduled to start this year, is to discover new physics through deviations from the Standard Model (SM) predictions. After discovery of deviations from the SM, the next step… more

Experimental and kinetic modeling study of oxidation of acetonitrile

Description: Article asserts that oxidation of acetonitrile has been studied in a flow reactor in the absence and presence of nitric oxide. A detailed chemical kinetic model for oxidation of acetonitrile was developed, based on a critical evaluation of data from literature. This is the accepted manuscript version of the published article.

Stauts of the Laser Inertial Fusion Energy (LIFE) Hohlraum Point Design

Description: Progress on the hohlraum point design for the LIFE engine is described. New features in the original design [Amendt et al., Fus. Sci. Technol. 60, 49 (2011)] are incorporated that address the imperatives of low target cost, high manufacturing throughput, efficient and prompt material recycling, an ability for near-term testing of key target design uncertainties on the National Ignition Facility, and robustness to target chamber environment and injection insults. To this end, the novel use of Pb… more

Surface engineering of glazing materials and structures using plasma processes

Description: A variety of coatings is commercially produced on a very large scale, including transparent conducting oxides and multi-layer silver-based low-emissivity and solar control coatings. A very brief review of materials and manufacturing process is presented and illustrated by ultrathin silver films and chevron copper films. Understanding the close relation between manufacturing processes and bulk and surface properties of materials is crucial for film growth and self-assembly processes.

The SM and NLO Multileg Working Group: Summary Report

Description: After years of waiting, and after six Les Houches workshops, the era of LHC running is finally upon us, albeit at a lower initial center-of-mass energy than originally planned. Thus, there has been a great sense of anticipation from both the experimental and theoretical communities. The last two years, in particular, have seen great productivity in the area of multi-parton calculations at leading order (LO), next-to-leading order (NLO) and next-to-next-to-leading order (NNLO), and this producti… more

Tests of NACA 65(216)-420 and 66(218)-420 Airfoils at High Speeds

Description: Report presenting wind tunnel tests of NACA 65(216)-420 and 66(218)-420 airfoils at speeds up to and slightly above the critical. Section coefficients of lift, drag, and pitching-moment and extensive pressure-distribution data are presented. The critical speed for these airfoils at their design life coefficient of 0.4 is shown to be about 460 miles per hour at seal level and about 415 miles per hour at 25,000 feet altitude.

Secure resource management: Specifying and testing secure operating systems

Description: Much work has been devoted to methods for reasoning about the specifications of operating system specifications, the goal being to develop specifications for an operating system that are verified to be secure. Before the verification should be attempted, the specifications should be tested. This paper presents tools that can assist in the security testing of specifications. The first tool is based on the final Algebra Specification and Execution (FASE) system, and would be used to test specific… more

Dislocation Density-Based Constitutive Model for the Mechanical Behavior of Irradiated Cu

Description: Performance degradation of structural steels in nuclear environments results from the development of a high number density of nanometer scale defects. The defects observed in copper-based alloys are composed of vacancy clusters in the form of stacking fault tetrahedra and/or prismatic dislocation loops, which impede dislocation glide and are evidenced in macroscopic uniaxial stress-strain curves as increased yield strengths, decreased total strain to failure, decreased work hardening and the ap… more

Measurement of B0bar -> D(*)0 K(*)0bar BranchingFractions

Description: The authors present a study of the decays {bar B}{sup 0} {yields} D{sup (*)0}{bar K}{sup (*)0} using a sample of 226 million {Upsilon}(4S) {yields} B{bar B} decays collected with the BABAR detector at the PEP-II asymmetric-energy e{sup +}e{sup -} collider at SLAC. They report evidence for the decay of B{sup 0} and {bar B}{sup 0} mesons to the D*{sup 0}K{sub S}{sup 0} final state with an average branching fraction {Beta}({bar B}{sup 0} {yields} D*{sup 0} {bar K}{sup 0}) {triple_bond} {Beta}({bar… more

Search for the Decay $\tau^- \rightarrow 3\pi^- 2\pi^+2\pi^0 \nu_\tau$

Description: A search for the decay of the {tau} lepton to five charged and two neutral pions is performed using data collected by the BABAR detector at the PEP-II asymmetric-energy e{sup +}e{sup -} collider. The analysis uses 232 fb{sup -1} of data at center-of-mass energies on or near the {Upsilon}(4S) resonance. We observe 10 events with an expected background of 6.5{sub -1.4}{sup +2.0} events. In the absence of a signal, we set the limit on the branching ratio {Beta}({tau}{sup -} {yields} 3{pi}{sup -}2{… more

Optimization of Beam Injection into the First Accelerating Module at TTF With Cavity Dipole Mode Signals

Description: The TESLA Test Facility (TTF) is a user facility for intense VUV-FEL light. The facility is densely equipped with diagnostics, essential in obtaining the necessary beam parameters, in particular the low emittance. However there is no dedicated component for alignment of the beam in the accelerating modules, each containing eight superconducting cavities. Large beam offsets can lead to an increase of the beam emittance. The centering of the beam in these modules is therefore important, mostly at… more

High Level Waste FLYGT Mixer, A Case History for Modal Analysis

Description: There are many tools available to help diagnose equipment vibration problems around the Savannah River Site. With the advancement of technology surrounding vibration analysis, modal analysis, an old, proven engineering modeling technique, can now be performed using the multi-channel machinery analyzer found in most predictive maintenance programs. The use of modal analysis can help eliminate problems with plant equipment that include failure to maintain tolerances, noisy equipment operation, ma… more
