AZ-101 Mixer Pump Test Qualification Test Procedures (QTP)

Description: Describes the Qualification test procedure for the AZ-101 Mixer Pump Data Acquisition System (DAS). The purpose of this Qualification Test Procedure (QTP) is to confirm that the AZ-101 Mixer Pump System has been properly programmed and hardware configured correctly. This QTP will test the software setpoints for the alarms and also check the wiring configuration from the SIMcart to the HMI. An Acceptance Test Procedure (ATP), similar to this QTP will be performed to test field devices and connections from the field.

Advanced Communication and Control Solutions of Distributed Energy Resources (DER)

Description: This report covers work performed in Phase II of a two phase project whose objective was to demonstrate the aggregation of multiple Distributed Energy Resources (DERs) and to offer them into the energy market. The Phase I work (DE-FC36-03CH11161) created an integrated, but distributed, system and procedures to monitor and control multiple DERs from numerous manufacturers connected to the electric distribution system. Procedures were created which protect the distribution network and personnel that may be working on the network. Using the web as the communication medium for control and monitoring of the DERs, the integration of information and security was accomplished through the use of industry standard protocols such as secure SSL,VPN and ICCP. The primary objective of Phase II was to develop the procedures for marketing the power of the Phase I aggregated DERs in the energy market, increase the number of DER units, and implement the marketing procedures (interface with ISOs) for the DER generated power. The team partnered with the Midwest Independent System Operator (MISO), the local ISO, to address the energy market and demonstrate the economic dispatch of DERs in response to market signals. The selection of standards-based communication technologies offers the ability of the system to be deployed and integrated with other utilities’ resources. With the use of a data historian technology to facilitate the aggregation, the developed algorithms and procedures can be verified, audited, and modified. The team has demonstrated monitoring and control of multiple DERs as outlined in phase I report including procedures to perform these operations in a secure and safe manner. Aerodynamic characteristics at supersonic speeds of a series of wing-body combinations having cambered wings with an aspect ratio of 3.5 and a taper ratio of 0.2: Effects of sweep angle and thickness ratio on the aerodynamic characteristics in pitch

Description: Report presenting an investigation in the 4- by 4-foot supersonic pressure tunnel at Mach number 1.60 to determine the effects of sweep and thickness on the longitudinal characteristics of a series of wing-body combinations with cambered wings with an aspect ratio of 3.5 and taper ratio of 0.2. The results show the effects of sweep, thickness, and the horizontal canard surface on the lift, drag, and pitching-moment coefficients and lift-drag ratios. The lift-curve slope, aerodynamic-center locations, maximum lift-drag ratios, lift coefficients for maximum lift-drag ratio, and drag-rise factor are presented.

Afro-Latinos in Latin America and Considerations for U.S. Policy

Description: This report reviews and analyzes the situation, concerns, and activities of Afro-descendants in the Spanish- and Portuguese-speaking nations of Latin America. It then discusses current U.S. foreign aid programs, as well as multilateral initiatives, that have directly or indirectly assisted Afro-Latinos. The report concludes with a discussion of potential policy options that have been proposed should the United States elect to provide further support for Afro-Latinos.

Analysis of hyper-spectral data derived from an imaging Fourier transform: A statistical perspective

Description: Fourier transform spectrometers (FTS) using optical sensors are increasingly being used in various branches of science. Typically, a FTS generates a three-dimensional data cube with two spatial dimensions and one frequency/wavelength dimension. The number of frequency dimensions in such data cubes is generally very large, often in the hundreds, making data analytical procedures extremely complex. In the present report, the problem is viewed from a statistical perspective. A set of procedures based on the high degree of inter-channel correlation structure often present in such hyper-spectral data, has been identified and applied to an example data set of dimension 100 x 128 x 128 comprising 128 spectral bands. It is shown that in this case, the special eigen-structure of the correlation matrix has allowed the authors to extract just a few linear combinations of the channels (the significant principal vectors) that effectively contain almost all of the spectral information contained in the data set analyzed. This in turn, enables them to segment the objects in the given spatial frame using, in a parsimonious yet highly effective way, most of the information contained in the data set.

An Analysis of the Mt. Meron Seismic Array

Description: We have performed a quick analysis of the Mt. Meron seismic array to monitor regional seismic events in the Middle East. The Meron array is the only current array in the Levant and Arabian Peninsula and, as such, might be useful in contributing to event location, identification, and other analysis. Here, we provide a brief description of the array and a review of the travel time and array analysis done to assess its performance.

Arc--Coal Acetylene Process Development Program. Quarterly technical progress report No. 4, October 1--December 31, 1978

Description: Data taken from the Avco 200 kw Arc Coal Reactor facility provides increasing optimism for this acetylene producing process. Continued improvements in the reactor design have been accomplished over the past three months. These improvements result in data which, when reduced and analyzed, yield SER's well below 5.0. Further, these SER values are an improvement over those of the comparable OCR program test data results under the same test conditions. The anode and cathode designed for this 200 kw Chemical Facilities have performed well with no visible degradation after minor adjustments in the geometry and operating procedures. The data taken to date, both with and without quench, within this facility underline the importance of commencing work on the 1 Mw Arc Coal Acetylene PDU where SER values between 3.5 and 4.0 are a clear probability. With values of SER in this range, the arc coal process is economically attractive as a competitor to the ethylene process for manufacturing vinyl chloride monomer and vinyl acetate monomer. A summary of the 200 kw facility test results in Appendix A is a synopsis of a Topical Technical Report submitted earlier.

Army Networks: Size and Scope of Modernization Investment Merit Increased Oversight

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Army has taken a number of steps to begin executing its network strategy and agile process, including establishing a baseline network architecture for Army communications. The Army's agile process involves seven phases and three decision points to allow officials to quickly evaluate emerging networking technologies to determine if they address capability gaps and can be deployed to the field. However, the network strategy is still evolving and the Army has not yet executed one full cycle of the agile process. The Army's strategy addresses some aspects of cost, technology maturity, security, and readiness, but as implementation is still under way, data for assessing progress are not available at this time. Nevertheless, the Army is beginning to spend billions of dollars netting together dozens of disparate systems to form a network that is intended to enhance warfighter effectiveness and survivability. Specifically, the Army has identified that over $3 billion will be needed each year on an indefinite basis for investments in networking capabilities, potentially making it one of the Army's most costly investments. To help determine that technologies meet prescribed levels of technical maturity, the Army has established a laboratory-based screening process for evaluating technologies, and those that show promise move to evaluations in a realistic environment with soldiers and testers. To help provide security and information assurance, the Army is working with contractors and the National Security Agency to obtain appropriate certifications prior to fielding new networking technologies. Furthermore, the Army is attempting to align the procurement and fielding of networking systems with the relatively fixed schedules for equipping and training units before they are deployed. Availability of Injunctive Relief for Standard-Essential Patent Holders

Description: This report provides an overview of the current debate over whether a holder of a patent essential to an industry standard, who has promised to license such patented technology on fair, reasonable, and non-discriminatory (FRAND) terms, may nevertheless obtain an injunction from a federal court or an exclusion order from the International Trade Commission against infringing products that implement the industry standard. The report first summarizes several fundamental principles of patent law, then discusses the relationship between standard-setting organizations and FRAND licensing.
