ELECTRON BEAM ION SOURCE PREINJECTOR PROJECT (EBIS) CONCEPTUAL DESIGN REPORT.

Description: This report describes a new heavy ion pre-injector for the Relativistic Heavy Ion Collider (RHIC) based on a high charge state Electron Beam Ion Source (EBIS), a Radio Frequency Quadrupole (RFQ) accelerator, and a short Linac. The highly successful development of an EBIS at BNL now makes it possible to replace the present pre-injector that is based on an electrostatic Tandem with a reliable, low maintenance Linac-based pre-injector. Linac-based pre-injectors are presently used at most accelerator and collider facilities with the exception of RHIC, where the required gold beam intensities could only be met with a Tandem until the recent EBIS development. EBIS produces high charge state ions directly, eliminating the need for the two stripping foils presently used with the Tandem. Unstable stripping efficiencies of these foils are a significant source of luminosity degradation in RHIC. The high reliability and flexibility of the new Linac-based pre-injector will lead to increased integrated luminosity at RHIC and is an essential component for the long-term success of the RHIC facility. This new pre-injector, based on an EBIS, also has the potential for significant future intensity increases and can produce heavy ion beams of all species including uranium beams and, as part of a future upgrade, might also be used to produce polarized {sup 3}He beams. These capabilities will be critical to the future luminosity upgrades and electron-ion collisions in RHIC. The new RFQ and Linac that are used to accelerate beams from the EBIS to an energy sufficient for injection into the Booster are both very similar to existing devices already in operation at other facilities. Injection into the Booster will occur at the same location as the existing injection from the Tandem.

An Order-of-Magnitude Estimation of Benzene Concentration in Saltstone Vault

Description: The contents of Tank 48 that include the tetraphenylborate (TPB) precipitates of potassium and cesium will be grouted and stored in the Saltstone vault. The grouting process is exothermic, which should accelerate the decomposition of TPB precipitates eventually to benzene. Because the vault is not currently outfitted with an active ventilation system, there is a concern that a mixture of flammable gases may form in the vapor space of each cell filled with the curing grout. The purpose of this study was to determine if passive breathing induced by the diurnal oscillations of atmospheric pressure would provide any mitigating measure against potential flammability. Specifically, it was requested that a set of algorithms be developed that would predict the equilibrium concentration of benzene as a function of benzene generation rate, fill height, and the amplitude of the barometric pressure oscillations. These algorithms were to be derived based on several simplifying assumptions so that order of magnitude estimates could be made quickly for scoping purposes. This memo documents the resulting algorithms along with those key assumptions made. These algorithms were then applied to simulate several test cases, including the baseline case where the cell was filled to the maximum height of 25 ft at the bulk benzene generation rate of 3.4 g/hr.

Prediction of Coal ash leaching behavior in acid mine water, comparison of laboratory and field studies

Description: Strongly alkaline fluidized bed combustion ash is commonly used to control acid mine drainage in West Virginia coal mines. Objectives include acid neutralization and immobilization of the primary AMD pollutants: iron, aluminum and manganese. The process has been successful in controlling AMD though doubts remain regarding mobilization of other toxic elements present in the ash. In addition, AMD contains many toxic elements in low concentrations. And, each mine produces AMD of widely varying quality. So, predicting the effect of a particular ash on a given coal mine's drainage quality is of particular interest. In this chapter we compare the results of a site-specific ash leaching procedure with two large-scale field applications of FBC ash. The results suggested a high degree of predictability for roughly half of the 25 chemical parameters and poor predictability for the remainder. Of these, seven parameters were successfully predicted on both sites: acidity, Al, B, Ba, Fe, Ni and Zn while electrical conductivity, Ca, Cd, SO4, Pb and Sb were not successfully predicted on either site. Trends for the remaining elements: As, Ag, Be, Cu, Cr, Hg, Mg, Mn, pH, Se Tl and V were successfully predicted on one but not both mine sites.

Genome-Wide Identification and 3D Modeling of Proteins involved in DNA Damage Recognition and Repair (Final Report)

Description: DNA Damage Recognition and Repair (DDR&R) proteins play a critical role in cellular responses to low-dose radiation and are associated with cancer. We have performed a systematic, genome-wide computational analysis of genomic data for human genes involved in the DDR&R process. The significant achievements of this project include: 1) Construction of the computational pipeline for searching DDR&R genes, building and validation of 3D models of proteins involved in DDR&R; 2) Functional and structural annotation of the 3D models and generation of comprehensive lists of suggested knock-out mutations; and the development of a method to predict the effects of mutations. Large scale testing of technology to identify novel small binding pockets in protein structures leading to new DDRR inhibitor strategies 3) Improvements of macromolecular docking technology (see the CAPRI 1-3 and 4-5 results) 4) Development of a new algorithm for improved analysis of high-density oligonucleotide arrays for gene expression profiling; 5) Construction and maintenance of the DNA Damage Recognition and Repair Database; 6) Producing 15 research papers (12 published and 3 in preparation).

Development of Highly Durable and Reactive Regenerable Magnesium-Based Sorbents for CO2 Separation in Coal Gasification Process

Description: The specific objective of this project was to develop physically durable and chemically regenerable MgO-based sorbents that can remove carbon dioxide from raw coal gas at operating condition prevailing in IGCC processes. A total of sixty two (62) different sorbents were prepared in this project. The sorbents were prepared either by various sol-gel techniques (22 formulations) or modification of dolomite (40 formulations). The sorbents were prepared in the form of pellets and in granular forms. The solgel based sorbents had very high physical strength, relatively high surface area, and very low average pore diameter. The magnesium content of the sorbents was estimated to be 4-6 % w/w. To improve the reactivity of the sorbents toward CO{sub 2}, The sorbents were impregnated with potassium salts. The potassium content of the sorbents was about 5%. The dolomite-based sorbents were prepared by calcination of dolomite at various temperature and calcination environment (CO{sub 2} partial pressure and moisture). Potassium carbonate was added to the half-calcined dolomite through wet impregnation method. The estimated potassium content of the impregnated sorbents was in the range of 1-6% w/w. In general, the modified dolomite sorbents have significantly higher magnesium content, larger pore diameter and lower surface area, resulting in significantly higher reactivity compared to the sol-gel sorbents. The reactivities of a number of sorbents toward CO{sub 2} were determined in a Thermogravimetric Analyzer (TGA) unit. The results indicated that at the low CO{sub 2} partial pressures (i.e., 1 atm), the reactivities of the sorbents toward CO{sub 2} are very low. At elevated pressures (i.e., CO{sub 2} partial pressure of 10 bar) the maximum conversion of MgO obtained with the sol-gel based sorbents was about 5%, which corresponds to a maximum CO{sub 2} absorption capacity of less than 1%. Atmospheric Mercury Concentrations Near Salmon Falls Creek Reservoir - Phase 1

Description: Elemental and reactive gaseous mercury (EGM/RGM) were measured in ambient air concentrations over a two-week period in July/August 2005 near Salmon Falls Creek Reservoir, a popular fishery located 50 km southwest of Twin Falls, Idaho. A fish consumption advisory for mercury was posted at the reservoir in 2002 by the Idaho Department of Health and Welfare. The air measurements were part of a multi-media (water, sediment, precipitation, air) study initiated by the Idaho Department of Environmental Quality and the U.S. Environmental Protection Agency (EPA) Region 10 to identify potential sources of mercury contamination to the reservoir. The sampling site is located about 150 km northeast of large gold mining operations in Nevada, which are known to emit large amounts of mercury to the atmosphere (est. 2,200 kg/y from EPA 2003 Toxic Release Inventory). The work was co-funded by the Idaho National Laboratory’s Community Assistance Program and has a secondary objective to better understand mercury inputs to the environment near the INL, which lies approximately 230 km to the northeast. Sampling results showed that both EGM and RGM concentrations were significantly elevated (~ 30 – 70%, P<0.05) compared to known regional background concentrations. Elevated short-term RGM concentrations (the primary form that deposits) were likely due to atmospheric oxidation of high EGM concentrations, which suggests that EGM loading from upwind sources could increase Hg deposition in the area. Back-trajectory analyses indicated that elevated EGM and RGM occurred when air parcels came out of north-central and northeastern Nevada. One EGM peak occurred when the air parcels came out of northwestern Utah. Background concentrations occurred when the air was from upwind locations in Idaho (both northwest and northeast). Basin amplification of seismic waves in the city of Pahrump, Nevada.

Description: Sedimentary basins can increase the magnitude and extend the duration of seismic shaking. This potential for seismic amplification is investigated for Pahrump Valley, Nevada-California. The Pahrump Valley is located approximately 50 km northwest of Las Vegas and 75 km south of the Nevada Test Site. Gravity data suggest that the city of Pahrump sits atop a narrow, approximately 5 km deep sub-basin within the valley. The seismic amplification, or ''site effect'', was investigated using a combination of in situ velocity modeling and comparison of the waveforms and spectra of weak ground motion recorded in the city of Pahrump, Nevada, and those recorded in the nearby mountains. Resulting spectral ratios indicate seismic amplification factors of 3-6 over the deepest portion of Pahrump Valley. This amplification predominantly occurs at 2-2.5 Hz. Amplification over the deep sub-basin is lower than amplification at the sub-basin edge, location of the John Blume and Associates PAHA seismic station, which recorded many underground nuclear tests at the Nevada Test Site. A comprehensive analysis of basin amplification for the city of Pahrump should include 3-D basin modeling, due to the extreme basement topography of the Pahrump Valley.

Experimental Investigation of the Root Cause Mechanism and Effectiveness of Mitigating Actions for Axial Offset Anomaly in Pressurized Water Reactors

Description: Axial offset anomaly (AOA) in pressurized water reactors refers to the presence of a significantly larger measured negative axial offset deviation than predicted by core design calculations. The neutron flux depression in the upper half of high-power rods experiencing significant subcooled boiling is believed to be caused by the concentration of boron species within the crud layer formed on the cladding surface. Recent investigations of the root-cause mechanism for AOA [1,2] suggest that boron build-up on the fuel is caused by precipitation of lithium metaborate (LiBO2) within the crud in regions of subcooled boiling. Indirect evidence in support of this hypothesis was inferred from operating experience at Callaway, where lithium return and hide-out were, respectively, observed following power reductions and power increases when AOA was present. However, direct evidence of lithium metaborate precipitation within the crud has, heretofore, not been shown because of its retrograde solubility. To this end, this investigation has been undertaken in order to directly verify or refute the proposed root-cause mechanism of AOA, and examine the effectiveness of possible mitigating actions to limit its impact in high power PWR cores.

Electric Reliability: Options for Electric Transmission Infrastructure Improvements

Description: The electric utility industry is inherently capital intensive. At the same time, the industry must operate under a changing and sometimes unpredictable regulatory system at both the federal and state level. The Energy Policy Act of 2005 has set in place government activities intended to relieve congestion on the transmission system. Several factors have contributed to the lack of new transmission capacity; these are outlined within this report. This report also discusses earlier pieces of energy legislation.

Electric Utility Provisions in House-Passed H.R. 6, 109th Congress

Description: This report describes Title XII of the House-passed H.R. 6 in the 109th Congress and other sections that deal with electric power issues. In part, Title XII would create an electric reliability organization (ERO) that would enforce mandatory reliability standards for the bulk-power system. All ERO standards would be approved by the Federal Energy Regulatory Commission (FERC). Under this title, the ERO could impose penalties on a user, owner, or operator of the bulk-power system that violates any FERC-approved reliability standard.

Government Activities to Protect the Electric Grid
