Description: This report documents a series of steps taken at the National Marine Fisheries Service, Pacific Islands Fisheries Science Center in response to the Order issued by Chief U.S. District Court Judge David Alan Ezra, District of Hawaii, in the case of CMC et al. versus NMFS et al.; CIVIL BO. 99-00152; dated November 23, 1999, to complete an analysis of the temporal and spatial distribution of interactions between Hawaii-based longline vessels and sea turtles to determine time and area closures that would provide the greatest benefit to the turtles.

The Hawaiian Monk Seal in the Northwestern Hawaiian Islands, 2002

Molluscan Evolutionary Genomics

Description: In the last 20 years there have been dramatic advances in techniques of high-throughput DNA sequencing, most recently accelerated by the Human Genome Project, a program that has determined the three billion base pair code on which we are based. Now this tremendous capability is being directed at other genome targets that are being sampled across the broad range of life. This opens up opportunities as never before for evolutionary and organismal biologists to address questions of both processes and patterns of organismal change. We stand at the dawn of a new 'modern synthesis' period, paralleling that of the early 20th century when the fledgling field of genetics first identified the underlying basis for Darwin's theory. We must now unite the efforts of systematists, paleontologists, mathematicians, computer programmers, molecular biologists, developmental biologists, and others in the pursuit of discovering what genomics can teach us about the diversity of life. Genome-level sampling for mollusks to date has mostly been limited to mitochondrial genomes and it is likely that these will continue to provide the best targets for broad phylogenetic sampling in the near future. However, we are just beginning to see an inroad into complete nuclear genome sequencing, with several mollusks and other eutrochozoans having been selected for work about to begin. Here, we provide an overview of the state of molluscan mitochondrial genomics, highlight a few of the discoveries from this research, outline the promise of broadening this dataset, describe upcoming projects to sequence whole mollusk nuclear genomes, and challenge the community to prepare for making the best use of these data.

Steep-Slope Assembly Testing of Clay and Concrete Tile With and Without Cool Pigmented Colors

Description: Cool color pigments and sub-tile venting of clay and concrete tile roofs significantly impact the heat flow crossing the roof deck of a steep-slope roof. Field measures for the tile roofs revealed a 70% drop in the peak heat flow crossing the deck as compared to a direct-nailed asphalt shingle roof. The Tile Roofing Institute (TRI) and its affiliate members are keenly interested in documenting the magnitude of the drop for obtaining solar reflectance credits with state and federal "cool roof" building efficiency standards. Tile roofs are direct-nailed or are attached to a deck with batten or batten and counter-batten construction. S-Misson clay and concrete tile roofs, a medium-profile concrete tile roof, and a flat slate tile roof were installed on fully nstrumented attic test assemblies. Temperature measures of the roof, deck, attic, and ceiling, heat flows, solar reflectance, thermal emittance, and the ambient weather were recorded for each of the tile roofs and also on an adjacent attic cavity covered with a conventional pigmented and directnailed asphalt shingle roof. ORNL measured the tile's underside temperature and the bulk air temperature and heat flows just underneath the tile for batten and counter-batten tile systems and compared the results to the conventional asphalt shingle.

RSAC 6.2 with WinRP 2.0 User Manual

Description: The Radiological Safety Analysis Computer Program (RSAC-6.2) calculates the consequences of a release of radionuclides to the atmosphere. Using a personal computer, a user can generate a fission product inventory from either reactor operating history or a nuclear criticality accident. RSAC-6.2 models the effects of high-efficiency particulate air filters or other cleanup systems and calculates decay and ingrowth during transport through processes, facilities, and the environment. Doses are calculated for resuspension, inhalation, immersion, ground surface, and ingestion pathways. WinRP 2.0, a windows based overlay to RSAC-6.2, assists users in creating and running RSAC-6.2 input files. This users manual contains the mathematical models and operating instructions for RSAC-6.2 and WinRP 2.0. Instructions, screens, and examples are provided to guide the user through the functions provided by RSAC-6.2 and WinRP 2.0. These programs are designed for users who are familiar with radiological dose assessment methods.

Egypt-United States Relations

Description: Among the current issues in U.S.-Egyptian relations are the shared concerns over the terrorist attacks against Egyptian police, religious, government, and tourist facilities, and what those attacks maysignal for Egypt’s domestic stability. The two nations may disagree over Egypt’s interpretation of applying human rights practices to Islamic terrorists. The two countries disagree over the speed and depth, but not the need for some of Egypt’s economic reforms. Egypt and the United States agree on the importance of the Egyptian-Israeli peace treaty, the need to continue current Arab-Israel peace talks, and the need for regional stability.
