Level densities and gamma-ray strength functions in 170,171,172-Yb

Description: Level densities and radiative strength functions in {sup 171}Yb and {sup 170}Yb nuclei have been measured using the {sup 171}Yb({sup 3}He{sup 3}He{gamma}){sup 171}Yb and {sup 171}Yb({sup 3}He,{alpha}{gamma}){sup 170}Yb reactions. New data on {sup 171}Yb are compared to a previous measurement for {sup 171}Yb from the {sup 172}Yb({sup 3}He,{alpha}{gamma}){sup 171}Yb reaction. Systematics of level densities and radiative strength functions in {sup 170,171,172}Yb are established. The entropy excess in {sup 171}Yb relative to the even-even nuclei {sup 170,172}Yb due to the unpaired neutron quasiparticle is found to be approximately 2k{sub B}. Results for the radiative strength function from the two reactions lead to consistent parameters characterizing the ''pygmy'' resonances. Pygmy resonances in the {sup 170,172}Yb populated by the ({sup 3}He,{alpha}) reaction appear to be split into two components for both of which a complete set of resonance parameters are obtained.

Monitoring the Energy-Use Effects of Cool Roofs on California Commercial Buildings

Description: Solar-reflective roofs stay cooler in the sun than solar-absorptive roofs. Such ''cool'' roofs achieve lower surface temperatures that reduce heat conduction into the building and the building's cooling load. The California Energy Commission has funded research in which Lawrence Berkeley National Laboratory (LBNL) has measured the electricity use and peak demand in commercial buildings to document savings from implementing the Commission's Cool Roofs program. The study seeks to determine the savings achieved by cool roofs by monitoring the energy use of a carefully selected assortment of buildings participating in the Cool Roofs program. Measurements were needed because the peak savings resulting from the application of cool roofs on different types of buildings in the diverse California climate zones have not been well characterized to date. Only a few occupancy categories (e.g., office and retail buildings) have been monitored before this, and those were done under a limited number of climatic conditions. To help rectify this situation, LBNL was tasked to select the buildings to be monitored, measure roof performance before and after replacing a hot roof by a cool roof, and document both energy and peak demand savings resulting from installation of cool roofs. We monitored the effects of cool roofs on energy use and environmental parameters in six California buildings at three different sites: a retail store in Sacramento; an elementary school in San Marcos (near San Diego); and a 4-building cold storage facility in Reedley (near Fresno). The latter included a cold storage building, a conditioning and fruit-palletizing area, a conditioned packing area, and two unconditioned packing areas (counted as one building).

NOVEL COMPOSITE HYDROGEN-PERMEABLE MEMBRANES FOR NON-THERMAL PLASMA REACTORS FOR THE DECOMPOSITION OF HYDROGEN SULFIDE

Description: The goal of this experimental project is to design and fabricate a reactor and membrane test cell to dissociate hydrogen sulfide (H{sub 2}S) in a non-thermal plasma and recover hydrogen (H{sub 2}) through a superpermeable multi-layer membrane. Superpermeability of hydrogen atoms (H) has been reported by some researchers using membranes made of Group V transition metals (niobium, tantalum, vanadium, and their alloys), although it has yet to be confirmed in this study. Experiments involving methane conversion reactions were conducted with a preliminary pulsed corona discharge reactor design in order to test and improve the reactor and membrane designs using a non-toxic reactant. This report details the direct methane conversion experiments to produce hydrogen, acetylene, and higher hydrocarbons utilizing a co-axial cylinder (CAC) corona discharge reactor, pulsed with a thyratron switch. The reactor was designed to accommodate relatively high flow rates (655 x 10{sup -6} m{sup 3}/s) representing a pilot scale easily converted to commercial scale. Parameters expected to influence methane conversion including pulse frequency, charge voltage, capacitance, residence time, and electrode material were investigated. Conversion, selectivity and energy consumption were measured or estimated. C{sub 2} and C{sub 3} hydrocarbon products were analyzed with a residual gas analyzer (RGA). In order to obtain quantitative results, the complex sample spectra were de-convoluted via a linear least squares method. Methane conversion as high as 51% was achieved. The products are typically 50%-60% acetylene, 20% propane, 10% ethane and ethylene, and 5% propylene. First Law thermodynamic energy efficiencies for the system (electrical and reactor) were estimated to range from 38% to 6%, with the highest efficiencies occurring at short residence time and low power input (low specific energy) where conversion is the lowest (less than 5%). Commercial Demonstration of Wood Recovery, Recycling, and Value Adding Technologies

Description: This commercial demonstration project demonstrated the technical feasibility of converting low-value, underutilized and waste stream solid wood fiber material into higher valued products. With a growing need to increase product/production yield and reduce waste in most sawmills, few recovery operations and practically no data existed to support the viability of recovery operations. Prior to our efforts, most all in the forest products industry believed that recovery was difficult, extremely labor intensive, not cost effective, and that recovered products had low value and were difficult to sell. This project provided an opportunity for many within the industry to see through demonstration that converting waste stream material into higher valued products does in fact offer a solution. Our work, supported by the U.S. Department of Energy, throughout the project aimed to demonstrate a reasonable approach to reducing the millions of recoverable solid wood fiber tons that are annually treated as and converted into low value chips, mulch and fuel. Consequently sawmills continue to suffer from reduced availability of forest resources, higher raw material costs, growing waste disposal problems, increased global competition, and more pressure to operate in an Environmentally Friendly manner. It is our belief (based upon the experience of this project) that the successful mainstreaming of the recovery concept would assist in alleviating this burden as well as provide for a realistically achievable economic benefit to those who would seriously pursue the concept and tap into the rapidly growing ''GREEN'' building marketplace. Ultimately, with participation and aggressive pursuit of the recovery concept, the public would benefit in that: (1) Landfill/disposal waste volume could be reduced adding greater life to existing municipal landfill sites thereby minimizing the need to prematurely license and open added facilities. MONOSODIUM TITANATE MULTI-STRIKE TESTING

Description: Research over the past decade has studied the adsorption of plutonium and uranium onto monosodium titanate (MST) in alkaline solutions. Tests showed that MST would remove the targeted radionuclides from simulated alkaline waste. Testing also indicated that Pu removal kinetics and Np capacity of the MST material impacts the size of equipment and waste blending plans for the Salt Waste Processing Facility (SWPF). Additionally, calculations suggested the baseline MST process may not achieve the desired decontamination in wastes containing elevated concentrations of Pu and Np. In this task, the authors investigated the performance of non-baseline process parameters and their effectiveness for treating waste feed in the Salt Waste Processing Facility. The work addresses a DOE request in support of technical needs expressed, in part, by the Engineering, Procurement, and Construction Contractors for the Salt Waste Processing Facility. The work investigated the effect of increased MST addition (up to 1.2 g/L) and the benefit of extra filtration steps with multiple additions of MST to salt waste containing actinides and strontium. Both simulant and actual waste testing occurred. Actual waste tests used a Tank 39H composite waste solution. In addition, testing to determine desorption of actinides from residual MST occurred. The release of sorbed Sr and actinides from loaded MST during the washing stages in the Salt Waste Processing Facility is an unresolved process behavior. Desorption tests assessed this potential problem using loaded MST from the residue of the MST adsorption tests. Analysis of non-radioactive Sr in the tests proved difficult due to the low concentration of nonradioactive Sr and its nearness to the method detection limit for ICP-MS. Efforts to use AMP to minimize dilution of actual waste for removal from the cell did not help for this analysis since instrument dilution still proved necessary due to the salt content.

Subsurface Transport Over Reactive Multiphases (STORM): A Parallel, Coupled, Nonisothermal Multiphase Flow, Reactive Transport, and Porous Medium Alteration Simulator, Version 3.0

Description: The U.S. Department of Energy must approve a performance assessment (PA) to support the design, construction, approval, and closure of disposal facilities for immobilized low-activity waste (ILAW) currently stored in underground tanks at Hanford, Washington. A critical component of the PA is to provide quantitative estimates of radionuclide release rates from the engineered portion of the disposal facilities. Computer simulations are essential for this purpose because impacts on groundwater resources must be projected to periods of 10,000 years and longer. The computer code selected for simulating the radionuclide release rates is the Subsurface Transport Over Reactive Multiphases (STORM) simulator. The STORM simulator solves coupled conservation equations for component mass and energy that describe subsurface flow over aqueous and gas phases through variably saturated geologic media. The resulting flow fields are used to sequentially solve conservation equations for reactive aqueous phase transport through variably saturated geologic media. These conservation equations for component mass, energy, and solute mass are partial differential equations that mathematically describe flow and transport through porous media. The STORM simulator solves the governing-conservation equations and constitutive functions using numerical techniques for nonlinear systems. The partial differential equations governing thermal and fluid flow processes are solved by the integral volume finite difference method. These governing equations are solved simultaneously using Newton-Raphson iteration. The partial differential equations governing reactive solute transport are solved using either an operator split technique where geochemical reactions and solute transport are solved separately, or a fully coupled technique where these equations are solved simultaneously. The STORM simulator is written in the FORTRAN 77 language, following American National Standards Institute (ANSI) standards. The simulator utilizes a variable source code configuration that allows tailoring of the execution memory and speed to the specific problem by editing text parameter files and recompiling the code. A preliminary report on the development of MATLAB tensor classes for fast algorithm prototyping.

Description: We describe three MATLAB classes for manipulating tensors in order to allow fast algorithm prototyping. A tensor is a multidimensional or N-way array. We present a tensor class for manipulating tensors which allows for tensor multiplication and 'matricization.' We have further added two classes for representing tensors in decomposed format: cp{_}tensor and tucker{_}tensor. We demonstrate the use of these classes by implementing several algorithms that have appeared in the literature.

Fiber Optical Micro-Detectors for Oxygen Sensing in Power Plants Progress Report

Description: A reflection mode fiber optic oxygen sensor that can operate at high temperatures for power plant applications is being developed. The sensor is based on the {sup 3}O{sub 2} quenching of the red emission from hexanuclear molybdenum chloride clusters. Alkali salts of Mo{sub 6}Cl{sub 12} were synthesized and heated to 280 C for one hour in air. Optical measurements of the thermally treated material confirm the potential of the salts as lumophores in high temperature fiber optic sensors. In addition sol-gel films containing Mo{sub 6}Cl{sub 12} were dip coated on quartz substrates and heated at 200 C for one hour. Conditions were developed for successfully immobilizing monomeric complexes that are compatible with sol-gel processing.

Sodium-Bearing Waste Treatment Alternatives Implementation Study

Description: The purpose of this document is to discuss issues related to the implementation of each of the five down-selected INEEL/INTEC radioactive liquid waste (sodium-bearing waste - SBW) treatment alternatives and summarize information in three main areas of concern: process/technical, environmental permitting, and schedule. Major implementation options for each treatment alternative are also identified and briefly discussed. This report may touch upon, but purposely does not address in detail, issues that are programmatic in nature. Examples of these include how the SBW will be classified with respect to the Nuclear Waste Policy Act (NWPA), status of Waste Isolation Pilot Plant (WIPP) permits and waste storage availability, available funding for implementation, stakeholder issues, and State of Idaho Settlement Agreement milestones. It is assumed in this report that the SBW would be classified as a transuranic (TRU) waste suitable for disposal at WIPP, located in New Mexico, after appropriate treatment to meet transportation requirements and waste acceptance criteria (WAC).

Operation of Solid Oxide Fuel Cell Anodes With Practical Hydrocarbon Fuels

Description: This work was carried out to achieve a better understanding of how SOFC anodes work with real fuels. The motivation was to improve the fuel flexibility of SOFC anodes, thereby allowing simplification and cost reduction of SOFC power plants. The work was based on prior results indicating that Ni-YSZ anode-supported SOFCs can be operated directly on methane and natural gas, while SOFCs with novel anode compositions can work with higher hydrocarbons. While these results were promising, more work was clearly needed to establish the feasibility of these direct-hydrocarbon SOFCs. Basic information on hydrocarbon-anode reactions should be broadly useful because reformate fuel gas can contain residual hydrocarbons, especially methane. In the Phase I project, we have studied the reaction mechanisms of various hydrocarbons--including methane, natural gas, and higher hydrocarbons--on two kinds of Ni-containing anodes: conventional Ni-YSZ anodes and a novel ceramic-based anode composition that avoid problems with coking. The effect of sulfur impurities was also studied. The program was aimed both at achieving an understanding of the interactions between real fuels and SOFC anodes, and providing enough information to establish the feasibility of operating SOFC stacks directly on hydrocarbon fuels. A combination of techniques was used to provide insight into the hydrocarbon reactions at these anodes during SOFC operation. Differentially-pumped mass spectrometry was be used for product-gas analysis both with and without cell operation. Impedance spectroscopy was used in order to understand electrochemical rate-limiting steps. Open-circuit voltages measurements under a range of conditions was used to help determine anode electrochemical reactions. Life tests over a wide range of conditions were used to establish the conditions for stable operation of anode-supported SOFC stacks directly on methane. Redox cycling was carried out on ceramic-based anodes. Tests on sulfur tolerance of Ni-YSZ anodes were carried out.

FY05-FY06 Advanced Simulation and Computing Implementation Plan, Volume 2

Description: The Stockpile Stewardship Program (SSP) is a single, highly integrated technical program for maintaining the safety and reliability of the U.S. nuclear stockpile. The SSP uses past nuclear test data along with future non-nuclear test data, computational modeling and simulation, and experimental facilities to advance understanding of nuclear weapons. It includes stockpile surveillance, experimental research, development and engineering programs, and an appropriately scaled production capability to support stockpile requirements. This integrated national program will require the continued use of current facilities and programs along with new experimental facilities and computational enhancements to support these programs. The Advanced Simulation and Computing program (ASC) is a cornerstone of the SSP, providing simulation capabilities and computational resources to support the annual stockpile assessment and certification, to study advanced nuclear weapon design and manufacturing processes, to analyze accident scenarios and weapons aging, and to provide the tools to enable stockpile life extension programs and the resolution of significant finding investigations (SFIs). This requires a balanced system of technical staff, hardware, simulation software, and computer science solutions.

Integrated Design and Production Reference Integration with ArchGenXML V1.00

The Integrated Design and Production Reference (IDPR) should be highly configurable in order to meet the needs of a diverse engineering community. Ease of configuration is key to the success of IDPR.
