Globalizing Cooperative Threat Reduction: A Survey of Options

Description: This report examines nonproliferation assistance programs, including cooperative threat reduction, to help reduce the risk of terrorist access to weapons of mass destruction (WMD). In the FY2004 National Defense Authorization Act, Congress authorized the Bush Administration to spend $50 million of unobligated funds from the Cooperative Threat Reduction Program in states outside the former Soviet Union. A key underlying issue is whether countries that pose particular risks are prepared to provide adequate cooperation to achieve CTR objectives.

The Coalition Provisional Authority (CPA): Origin, Characteristics, and Institutional Authorities

Description: The Coalition Provisional Authority (CPA or “the authority”) was established approximately one month after United States and coalition forces took control of Baghdad in Iraq on April 9, 2003.1 The authority’s mission was “to restore conditions of security and stability, to create conditions in which the Iraqi people can freely determine their own political future, (including by advancing efforts to restore and establish national and local institutions for representative governance) and facilitating economic recovery, sustainable reconstruction and development. This report discusses two views on how the authority was established, reviews selected characteristics of the authority, identifies statutory reporting requirements concerning the authority and the reconstruction of Iraq, and explores several policy issues.

Disarming Libya: Weapons of Mass Destruction

Description: On December 19, 2003, Libya announced it would dismantle its weapons of mass destruction (WMD) and ballistic missile programs. Since then, U.S., British, and international officials have inspected and removed or destroyed key components of those programs, and Libya has provided valuable information, particularly about foreign suppliers. Libya’s WMD disarmament is a critical step towards reintegration into the world community, and a necessary but probably not sufficient prerequisite for lifting U.S. sanctions.

China and Proliferation of Weapons of Mass Destruction and Missiles: Policy Issues

Description: Congress has long been concerned about whether U.S. policy advances the national interest in reducing the role of the People's Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. China has taken some steps to mollify U.S. concerns about its role in weapons proliferation. Skeptics question whether China's cooperation in weapons nonproliferation has warranted President Bush's pursuit of stronger bilateral ties. This report discusses the national security problem of China's role in weapons proliferation and issues related to the U.S. policy response, including legislation, since the mid-1990s.
