1/2/Sup +/. -->. 1/2/Sup -/ Beta Decay of /Sup 19/Ne and the Parity Nonconserving Nn Force

Description: A branching ratio of (1.20 +- 0.20) x 10/sup -4/ is obtained for the ..beta../sup +/ decay of /sup 19/Ne to the 110 keV 1/2/sup -/ level of /sup 19/F. This transition (presumably dominated by the ..delta..J/sup ..pi../ = 0/sup -/ axial charge operator) provides a crucial test of wavefunctions used in interpreting the parity mixing of the ground and 110 keV levels of /sup 19/F. These wavefunctions, which yield a parity mixing larger than that observed experimentally, also predict too large a ..beta../sup +/ decay rate.

3-D slug flow heat transfer analysis of coupled coolant cells in finite LMFBR bundles

Description: A three-dimensional single region slug flow heat transfer analysis for finite LMFBR rod bundles using a classical analytical solution method has been performed. According to the isolated single cell analysis, the results show that the peripheral clad temperature variation as well as the thermal entrance length are strongly dependent upon the degree of irregularity displayed by various coolant geometries. Since under the present LMFBR conditions, fully-developed temperature fields may hardly be established in such characteristic rod bundle regions, a 3-D heat transfer analysis seems to be mandatory. This implies that the results of fully developed heat transfer analyses are by far too conservative.

10-MWe pilot-plant-receiver panel test requirements document solar thermal test facility

Description: Testing plans for a full-scale test receiver panel and supporting hardware which essentially duplicate both physically and functionally, the design planned for the Barstow Solar Pilot Plant are presented. Testing is to include operation during normal start and shutdown, intermittent cloud conditions, and emergencies to determine the panel's transient and steady state operating characteristics and performance under conditions equal to or exceeding those expected in the pilot plant. The effects of variations of input and output conditions on receiver operation are also to be investigated. Test hardware are described, including the pilot plant receiver, the test receiver assembly, receiver panel, flow control, electrical control and instrumentation, and structural assembly. Requirements for the Solar Thermal Test Facility for the tests are given. The safety of the system is briefly discussed, and procedures are described for assembly, installation, checkout, normal and abnormal operations, maintenance, removal and disposition. Also briefly discussed are quality assurance, contract responsibilities, and test documentation. (LEW)

40-kW field test power plant modification and development. Monthly technical status report No. 13, September 16, 1978-October 15, 1978

Description: The contract objective is to complete the design and development actions that upgrade the 40-kW fuel cell power plant to a configuration suitable for on-site demonstration testing. The modifications will improve operating capability, durability and maintenance interval and lead to reduced production costs. Equipment to recover and use the by-product heat of electric generation will be available on the power plant for field verification of on-site heat recovery. The 40-kW power plant will be compatible with the power characteristics required for conventional heat pumps and conventional 60 Hz, 120/208 volts electrically operated equipment. 400-MWe Consolidated Nuclear Steam System (CNSS). 1200-MWt Phase 2A interim studies. [PWR]

Description: The Phase 2A interim studies of the Consolidated Nuclear Steam System (CNSS) consisted of a number of separate task studies addressing the design concepts developed during the Phase 1 study reported in BAW--1445. The purpose of the interim studies was to better establish overall concept feasibility from both a hardware and economic standpoint, to make modification and additions to the design where appropriate, and to understand and reduce the technical risks in critical areas of the design. The work on these task studies included input from Barberton, Mt. Vernon, and the Alliance Research Center as well as United Engineers and Constructors (UE and C). The UE and C work was carried out under a separate DOE contract.

1975 energy conditions in the South

Description: This report depicts energy supply and demand conditions in the South in 1975 and highlights differences in production and utilization patterns relative to the United States (some of the consumption data is for 1974). Significant changes during the previous three years are noted to provide continuity with the predecessor report, Energy Conditions in the South: 1972. The most important changes are the substantial increase in nuclear generation of electricity, the absolute and relative decline in oil and gas production, and the increase in per capita energy consumption relative to the nation. Each state within the region is described in detail to ascertain important sub-regional differences in energy conditions. The intent is to provide a description rather than analysis of regional energy patterns, noting variations and emphasizing the comparative advantages of the South. Such a presentation can yield insight into the future role of the region in contributing to the economic growth and welfare of the nation as its natural resource base is depleted and the transition to alternative energy sources is made.

1977 environmental monitoring report

Description: The environmental levels of radioactivity and other pollutants found in the vicinity of Brookhaven National Laboratory (BNL) during 1977 are summarized in this report. As an aid in the interpretation of the data, the amounts of radioactivity and other pollutants released in airborne and liquid effluents from Laboratory facilities to the environment are also indicated. The environmental data includes external radiation levels; radioactive air particulates; tritium and iodine concentrations; the amounts and concentrations of radioactivity in and the quality of the stream into which liquid effluents are released; the concentrations of radioactivity in sediments and biota from the stream; the concentrations of radioactivity in and the quality of ground waters underlying the Laboratory; and concentrations of radioactivity in milk samples obtained in the vicinity of the Laboratory.

1978 breeding-bird censuses

Description: As part of a program to characterize the plant and animal life of the Laboratory site and surrounding areas, the two breeding-bird censuses taken in 1977 were repeated in 1978. Five observers made thirteen census trips to both the BNL and Westhampton plots. A decrease in Rufous-sided Towhees occurred on both plots, but other changes were small and not considered significant.

Description: The 1978 Source Book for Fusion--Fission Hybrid Systems was prepared by United Engineers and Constructors Inc. for the U.S. Department of Energy and the Electric Power Research Institute. It reviews the current status of fusion--fission hybrid reactors, and presents the prevailing views of members of the fusion community on the RD and D timetable required for the development and commercialization of fusion--fission hybrids. The results presented are based on a review of related references as well as interviews with recognized experts in the field. Contributors from the academic and industrial communities are listed.

Absolute measurements of the /sup 233/U (n,f) cross section between 0. 13 and 8. 0 MeV. [Cross sections, 0. 13 to 8. 0 MeV]

Description: The fast neutron fission cross section of /sup 233/U was measured absolutely between 0.13 and 8.0 MeV. The absolute cross section values were obtained by low geometry alpha counting and isotopic dilution analysis of various /sup 233/U samples, 2..pi..-detection of the fission fragments with an ionization chamber, and the measurement of the neutron flux with several black neutron detectors. Absolute cross sections were obtained with a 2 to 3% uncertainty over the most important energy range.

Accelerated/abbreviated test methods, Study 4 of Task 3 (encapsulation) of the Low-Cost Silicon Solar Array Project. Eighth quarterly progress report, January--March 1978

Description: To meet the goals of the LSSA program, solar cell encapsulants must provide protection for 20 years. Consequently, the objective of the present program is to develop methodology for making confident predictions of encapsulant performance at any exposure site in the U.S.A. During the first year of the program, inherent weatherability was studied. Inherent weatherability is controlled by the three weather factors common to all exposure sites: insolation, temperature, and humidity. Emphasis was focused on the transparent encapsulant portion of miniature solar cell arrays by eliminating weathering effects on the substrate and circuitry (which are also parts of the encapsulant system). The most extensive data were for yellowing, which was measured conviently and precisely. Considerable data also were obtained on tensile strength. Changes in these two properties after outdoor exposure were predicted very well from accelerated exposure data. Although more outdoor exposure data will be received, mathematical modeling studies are continuing. This first part of the program can be said to be successfully concluded. In continuation of the inherent weatherability study, the power output of solar cells was monitored under accelerated test conditions and is being followed for outdoor exposures. For this purpose, Universal Test Specimens (UTS's) with nine different substrate/transparent encapsulant combinations were prepared. Again, the objective is to predict outdoor performance from accelerated exposure data with photochemical stresses of about 8 times normal. Continuous accelerated exposure under 8 key combinations of ultraviolet (UV) light intensity, temperature, and humidity was continued for 2 months. Then the same UTS's were exposed to 100% relative humidity at 100/sup 0/C for one month. Degradation effects are discussed and illustrated.

Description: Successful predictions for the rate of loss of properties on outdoor exposure were made for plastic films based upon accelerated data. Acceptable TRU packaging for interim storage and/or terminal isolation: FY-1977 final report

Description: A program was conducted for the definition and demonstration of acceptable waste packages for defense transuranic waste for interim storage and terminal isolation. During FY-1977, a Contractor Questionnaire was used to gather pertinent data and to assess contractor concerns. This information was integrated into basic application data in the form of a checklist. Conceptual Container Design Specifications were developed by analyzing and evaluating the application data against Federal Regulations and interim/terminal storage constraints.
