FEMA Disaster Housing: The Individuals and Households Program-Implementation and Potential Issues for Congress

Description: This report explains the traditional approach for temporary housing through the IHP program following a disaster, how it is implemented, and considers if the current policy choices are equitable for disaster victims. This report will review those expenditures and provide information on the relative costs, and applications of, several categories of assistance. As a part of this examination, the report looks at other forms of housing repair assistance such as the Small Business Administration (SBA) Disaster Loan Program for homeowners as well as assistance that is provided, in some instances, through the Department of Housing and Urban Development's (HUD) Community Development Block Grant (CDBG-DR) program.

Small Business Administration 7(a) Loan Guaranty Program

Description: This report discusses the rationale provided for the 7(a) program; the program's borrower and lender eligibility standards and program requirements; and program statistics, including loan volume, loss rates, use of proceeds, borrower satisfaction, and borrower demographics. Display of the Confederate Flag at Federal Cemeteries in the United States

Description: This report discusses policies regarding the display of the Confederate Flag at national cemeteries. If a state observes a Confederate Memorial Day, National Park Service (NPS) cemeteries in the state may permit a sponsoring group to decorate the graves of Confederate veterans with small Confederate flags. Integrated Advanced Reciprocating Internal Combustion Engine System for Increased Utilization of Gaseous Opportunity Fuels

Description: The project is addressing barriers to or opportunities for increasing distributed generation (DG)/combined heat and power (CHP) use in industrial applications using renewable/opportunity fuels. This project brings together novel gas quality sensor (GQS) technology with engine management for opportunity fuels such as landfill gas, digester gas and coal bed methane. By providing the capability for near real-time monitoring of the composition of these opportunity fuels, the GQS output can be used to improve the performance, increase efficiency, raise system reliability, and provide improved project economics and reduced emissions for engines used in distributed generation and combined heat and power.

Lightweight Composite Materials for Heavy Duty Vehicles

Description: The main objective of this project is to develop, analyze and validate data, methodologies and tools that support widespread applications of automotive lightweighting technologies. Two underlying principles are guiding the research efforts towards this objective: • Seamless integration between the lightweight materials selected for certain vehicle systems, cost-effective methods for their design and manufacturing, and practical means to enhance their durability while reducing their Life-Cycle-Costs (LCC). • Smooth migration of the experience and findings accumulated so far at WVU in the areas of designing with lightweight materials, innovative joining concepts and durability predictions, from applications to the area of weight savings for heavy vehicle systems and hydrogen storage tanks, to lightweighting applications of selected systems or assemblies in light–duty vehicles.

Low-Cost Illumination-Grade LEDs

Description: Solid State Lighting is a cost-effective, energy-conserving technology serving a rapidly expand- ing multi-billion dollar market. This program was designed to accelerate this lighting revolution by reducing the manufacturing cost of Illumination-Grade LEDs. The technical strategy was to investigate growth substrate alternatives to standard planar sapphire, select the most effective and compatible option, and demonstrate a significant increase in Lumen/$ with a marketable LED. The most obvious alternate substrate, silicon, was extensively studied in the first two years of the program. The superior thermal and mechanical properties of Si were expected to improve wavelength uniformity and hence color yield in the manufacture of high-power illumination- grade LEDs. However, improvements in efficiency and epitaxy uniformity on standard c-plane sapphire diminished the advantages of switching to Si. Furthermore, the cost of sapphire decreased significantly and the cost of processing Si devices using our thin film process was higher than expected. We concluded that GaN on Si was a viable technology but not a practical option for Philips Lumileds. Therefore in 2012 and 2013, we sought and received amendments which broadened the scope to include other substrates and extended the time of execution. Proprietary engineered substrates, off-axis (non-c-plane) sapphire, and c-plane patterned sapphire substrates (PSS) were all investigated in the final 18 months of this program. Excellent epitaxy quality was achieved on all three candidates; however we eliminated engineered substrates and non-c-plane sapphire because of their higher combined cost of substrate, device fabrication and packaging. Ultimately, by fabricating a flip-chip (FC) LED based upon c-plane PSS we attained a 42% reduction in LED manufacturing cost relative to our LUXEON Rebel product (Q1-2012). Combined with a flux gain from 85 to 102 Lm, the LUXEON Q delivered a 210% increase in Lm/$ over this time period. The technology was commercialized in our LUXEON Q …

Low Cost Sorbent for Capturing CO{sub 2} Emissions Generated by Existing Coal-fired Power Plants

Description: TDA Research, Inc. has developed a novel sorbent based post-combustion CO{sub 2} removal technology. This low cost sorbent can be regenerated with low-pressure (ca. 1 atm) superheated steam without temperature swing or pressure-swing. The isothermal and isobaric operation is a unique and advantageous feature of this process. The objective of this project was to demonstrate the technical and economic merit of this sorbent based CO{sub 2} capture approach. Through laboratory, bench-scale and field testing we demonstrated that this technology can effectively and efficiently capture CO{sub 2} produced at an existing pulverized coal power plants. TDA Research, Inc is developing both the solid sorbent and the process designed around that material. This project addresses the DOE Program Goal to develop a capture technology that can be added to an existing or new coal fired power plant, and can capture 90% of the CO{sub 2} produced with the lowest possible increase in the cost of energy. .

Nanoscience Research Internships in Illinois

Description: NanoBusiness Talent Project Summary Report The NanoBusiness Alliance created the NanoBusiness Talent Program to ensure the future vitality of domestic scientists and entrepreneurs by engaging advanced high school students in cutting-edge nanotechnology development. This program commenced on September 1, 2008 and ran through August 31, 2010 with a very successful group of students. Several of these students went on to Stanford, Harvard and Yale, as well as many other prestigious Universities. We were able to procure the cooperation of several companies over the entire run of the program to voluntarily intern students at their companies and show them the possibilities that exist for their future. Companies ranged from NanoInk and Nanosphere to QuesTek and NanoIntegris all located in northern Illinois. During the 9-week internships, students worked at nanotechnology companies studying different ways in which nanotechnology is used for both commercial and consumer use. The students were both excited and invigorated at the prospect of being able to work with professional scientists in fields that previously may have just been a dream or an unreachable goal. All the students worked closely with mentors from each company to learn different aspects of procedures and scientific projects that they then used to present to faculty, parents, mentors and directors of the program at the end of each year’s program. The presentations were extremely well received and professionally created. We were able to see how much the students learned and absorbed through the course of their internships. During the last year of the program, we reached out to both North Carolina and Colorado high school students and received an extraordinary amount of applications. There were also numerous companies that were not only willing but excited at the prospect to engage highly intelligent high school students and to encourage them into the nanotechnology scientific field. …

The Potential Impacts of OTEC Intakes on Aquatic Organisms at an OTEC Site under Development on Kauai, HI

Description: Ocean thermal energy conversion (OTEC) is a marine renewable energy technology with the potential to contribute significantly to the baseload power needs of tropical island communities and remote U.S. military installations. As with other renewable energy technologies, however, there are potential challenges to its commercialization: technological, financial, social, and environmental. Given the large volumes of seawater required to drive the electricity-producing cycle, there is potential for the intakes to negatively impact the marine resources of the source waterbody through the impingement and entrainment of marine organisms. The goal of this project was to identify feasible warm water intake designs for a land-based OTEC facility proposed for development in Port Allen, Kauai and to characterize the populations of ichthyoplankton near the proposed warm water intake location that could be at risk of entrainment. The specific objectives of this project were to: • Complete a site-specific assessment of available and feasible warm water intake technologies to determine the best intake designs for minimizing impacts to aquatic organisms at the proposed land-based OTEC site in Port Allen, Kauai. • Complete a field sampling program to collect biological data to characterize the baseline populations of ichthyoplankton near the sites being considered for the warm water intake at the proposed land-based OTEC site in Port Allen, Kauai. Various intake design options are presented with the focus on providing adequate environmental protection to the local ichthyoplankton population while providing an economically viable intake option to the OTEC developer. Further definition by NOAA and other environmental regulators is required to further refine the designs presented to meet all US regulations for future OTEC development.

RADIOLYTIC GAS PRODUCTION RATES OF POLYMERS EXPOSED TO TRITIUM GAS

Description: Data from previous reports on studies of polymers exposed to tritium gas is further analyzed to estimate rates of radiolytic gas production. Also, graphs of gas release during tritium exposure from ultrahigh molecular weight polyethylene (UHMW-PE), polytetrafluoroethylene (PTFE, a trade name is Teflon®), and Vespel® polyimide are re-plotted as moles of gas as a function of time, which is consistent with a later study of tritium effects on various formulations of the elastomer ethylene-propylene-diene monomer (EPDM). These gas production rate estimates may be useful while considering using these polymers in tritium processing systems. These rates are valid at least for the longest exposure times for each material, two years for UHMW-PE, PTFE, and Vespel®, and fourteen months for filled and unfilled EPDM. Note that the production “rate” for Vespel® is a quantity of H{sub 2} produced during a single exposure to tritium, independent of length of time. The larger production rate per unit mass for unfilled EPDM results from the lack of filler- the carbon black in filled EPDM does not produce H{sub 2} or HT. This is one aspect of how inert fillers reduce the effects of ionizing radiation on polymers.

2012 SRNL-EM VANE RHEOLOGY RESULTS

Description: The vane method has been shown to be an effective tool in measuring the yield stress of both settled and mixed slurries in laboratory bench scale conditions in supporting assessments of both actual and simulant waste slurries. The vane has also been used to characterize dry powders and granular solids, the effect of non-cohesive solids with interstitial fluids and used as a guide to determine if slip is present in the geometries typically used to perform rheological flow curve measurements. The vane has been extensively characterized for measuring the shear strength in soils in both field and laboratory studies. The objectives for this task are: Fabricate vane instrument; Bench top testing to further characterize the effect of cohesive, non-cohesive, and blends of cohesive/non-cohesive simple simulants; Data from measurement of homogenized and settled bed of Kaolin sludge and assessment of the technology. In this document, the assessment using bench scale measurements of non-cohesive materials (beads) and cohesive materials (kaolin) is discussed. The non-cohesive materials include various size beads and the vane was assessed for depth and deaeration (or packing) via tapping measurements. For the cohesive (or non-Newtonian) materials, flow curves and yield stress measurements are performed using the vane and this data is compared to the traditional concentric cylinder flow curve measurement. Finally, a large scale vane was designed, fabricated, and tested with the cohesive (or non-Newtonian) materials to determine how a larger vane performs in measuring the yield stress and flow curve of settled cohesive solids.

Advanced Gearless Drivetrain - Phase I Technical Report

Description: Boulder Wind Power (“BWP”) collaborated with the National Renewable Energy Laboratory (NREL) in Golden, Colorado, to demonstrate the economics of scaling an advanced gearless drivetrain technology to 6MW (and larger) turbine applications. The project goal was to show that this advanced drivetrain technology enables a cost of energy of less than $0.10/kWH in offshore applications. This drivetrain technology achieves this Cost of Energy (“COE”) advantage via a 70% greater torque density versus current state-of-the-art drivetrain technologies. In addition, a new dynamically compliant design strategy is required to optimize turbine system-level COE. The BWP generator is uniquely suited for this new design strategy. This project developed a concept design for a 6MW drivetrain and culminated in a plan for a system-level test of this technology at 3MW scale. The project further demonstrated the advantage of the BWP drivetrain with increasing power ratings, with conceptual designs through 10 MW.
