Description: Parasitic losses due to hybrid sodium battery thermal management do not significantly reduce the fuel saving benefits of the hybrid locomotive. Optimal thermal management trajectories were converted into realizable algorithms which were robust and gave excellent performance to limit thermal excusions and maintain fuel savings.

Description: The Data Integration 2000 Project will result in an integrated and comprehensive set of functional applications containing core information necessary to support the Project Hanford Management Contract. It is based on the Commercial-Off-The-Shelf product solution with commercially proven business processes. The COTS product solution set, of PassPort and People Soft software, supports finance, supply and chemical management/Material Safety Data Sheet, human resources. Accruals are made at the project level. At the inception of each project, Project Management and the Accounts Payable Group make a mutual decision on whether periodic accrual entries should be made for it.

Los Alamos waste drum shufflers users manual

Description: This user manual describes the Los Alamos waste drum shufflers. Algeria: A New President and His Policies

Description: This report details concerns surrounding the election of Abdulaziz Bouteflika to the presidency of Algeria in 1999. Specifically, the opposing party labeled the election as corrupt. After seven years of civil war Bouteflika proposed a civil concord and is restoring Algerian foreign relations to what they once were. Currently, the relationship between the U.S. and Algeria looks positive for the foreseeable future.

Amplifier Design for Proportional Ionization Chambers

Description: This paper presents the requirements of a nuclear amplifier of short resolving time, designed to accept pulses of widely varying amplitudes. Data are given which show that a proportional ionization chamber loaded with a 1,000-ohm resistor develops pulses of 0.5 microsecond duration and several volts amplitude. Results indicate that seven basic requirements are imposed on the amplifier when counting soft beta and gamma radiation in the presence of alpha particles, without absorbers. It should, (1) have a fast recovery time, (2) have a relatively good low frequency response, (3) accept pulses of widely varying heights without developing spurious pulsed, (4) have a limiting output stage, (5) preserve the inherently short rise time of the chamber, (6) minimize pulse integration, and (7) have sufficient gain to detect the weak pulses well below the chamber voltage at which continuous discharge takes place. The results obtained with an amplifier which meets these requirements is described. A formula is derived which indicates that redesign of the proportional ionization chamber might eliminate the need for an amplifier. This may be possible if the radioactive particles are collimated parallel to the collecting electrode.

Amtrak: Improved Management and Controls over Food and Beverage Service Needed

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Food and beverages have been served on board National Railroad Passenger Corporation (Amtrak) trains since Amtrak was created. Amtrak's 11 commissaries, located around the country, are responsible for receiving, warehousing and stocking food, beverages, and other items for Amtrak's on-board dining and cafe service. January 1999, Amtrak ran these commissaries with its own employees. Since then, Amtrak has contracted out the responsibility for the commissaries and for ordering and stocking all food, beverage, and related items under a contract that expires in September 2006. Gate Gourmet, the contractor, is also a supplier of food and beverages to several major airlines. During fiscal years 2002 through 2004, the period we focused on in our audit work, Amtrak paid Gate Gourmet between $59 million and $64 million a year in reimbursements and fees. Gate Gourmet personnel operate Amtrak-owned commissaries and order, receive, store, and stock trains with food, beverages, and other related items, such as table linens and napkins. Food and beverage supplies are charged to Amtrak employees who provide on-board food and beverage service and account for the food and beverages en route. When a train arrives at its final destination, all remaining stock items are returned to a commissary. Gate Gourmet charges Amtrak for the items used, as well as for labor, management, and other fees.Since Amtrak started operations in 1971, Amtrak has struggled financially and has depended on a federal subsidy of more than $1 billion a year since fiscal year 2003 to remain solvent. For fiscal years 2002 through 2004, Amtrak's food and beverage expenses were about $487 million--or only about 5 percent of the company's total expenditures. Analysis of Soil Remediation Requirements of Abandoned Centralized and Commercial Drilling

Description: During this reporting period our project focused on (1) review of case studies of remediation of centralized and commercial drilling fluid disposal (CCDD) sites in Texas, and (2) information transfer with preparation of a proceedings paper and a workshop/short course. Texas remediation of certain drilling-fluid disposal sites includes examples at CCDD sites as well as commercial oil reclamation sites and saltwater disposal sites that also disposed of drilling fluids in pits. Site investigations range from qualitative visual inspection and assessment to comprehensive hydrodynamic, chemical, and geophysical analyses of wastes and groundwater. A range of techniques has been used to evaluate waste material, soil, groundwater, and surface water for potential contamination with hydrocarbons, chemicals, saltwater, and naturally occurring radioactive materials (NORM). Most constituents of concern measured in these studies are below regulatory action levels and established guidelines. A proceedings paper summarizes results presented in this and previous semi-annual progress reports will be part of the Transactions of the Gulf Coast Association of Geological Societies (GCAGS). A technology transfer workshop also was prepared as part of that Annual Meeting of the GCAGS to be held in November 2002.

An Analysis of the Inherent Stability of the EOCR

Description: The inherent stability of the EOCR at full power, exclusive of the heat exchanger, is investigated. Space and time dependent differential equations and transfer functions for the nuclear and thermal processes occurring in the reactor core and vessel are derived. Reactor stability is analyzed by application of the Nyquist stability criterion. The results show that the EOCR has an extremely large margin of inherent stability. (auth)

Application of Microprocessor-Based Equipment in Nuclear Power Plants - Technical Basis for a Qualification Methodology

Description: This document (1) summarizes the most significant findings of the ''Qualification of Advanced Instrumentation and Control (I&C) Systems'' program initiated by the Nuclear Regulatory Commission (NRC); (2) documents a comparative analysis of U.S. and European qualification standards; and (3) provides recommendations for enhancing regulatory guidance for environmental qualification of microprocessor-based safety-related systems. Safety-related I&C system upgrades of present-day nuclear power plants, as well as I&C systems of Advanced Light-Water Reactors (ALWRs), are expected to make increasing use of microprocessor-based technology. The Nuclear Regulatory Commission (NRC) recognized that the use of such technology may pose environmental qualification challenges different from current, analog-based I&C systems. Hence, it initiated the ''Qualification of Advanced Instrumentation and Control Systems'' program. The objectives of this confirmatory research project are to (1) identify any unique environmental-stress-related failure modes posed by digital technologies and their potential impact on the safety systems and (2) develop the technical basis for regulatory guidance using these findings. Previous findings from this study have been documented in several technical reports. This final report in the series documents a comparative analysis of two environmental qualification standards--Institute of Electrical and Electronics Engineers (IEEE) Std 323-1983 and International Electrotechnical Commission (IEC) 60780 (1998)--and provides recommendations for environmental qualification of microprocessor-based systems based on this analysis as well as on the findings documented in the previous reports. The two standards were chosen for this analysis because IEEE 323 is the standard used in the U.S. for the qualification of safety-related equipment in nuclear power plants, and IEC 60780 is its European counterpart. In addition, the IEC document was published in 1998, and should reflect any new qualification concerns, from the European perspective, with regard to the use of microprocessor-based safety systems in power plants.

Application of one part of Von Karman's two-dimensional transonic similarity law to drag data of NACA 65-series wings

Description: Report presenting the use of Von Karman's two-dimensional transonic similarity law as applied to drag data of three different thickness wings with NACA 65-series sections and aspect ratios of 7.6 over a range of Mach numbers. The correlation was found to be satisfactory, with results better in the subsonic range than in the supersonic range.

ASCR Science Network Requirements

Description: The Energy Sciences Network (ESnet) is the primary provider of network connectivity for the US Department of Energy Office of Science, the single largest supporter of basic research in the physical sciences in the United States. In support of the Office of Science programs, ESnet regularly updates and refreshes its understanding of the networking requirements of the instruments, facilities, scientists, and science programs that it serves. This focus has helped ESnet to be a highly successful enabler of scientific discovery for over 20 years. In April 2009 ESnet and the Office of Advanced Scientific Computing Research (ASCR), of the DOE Office of Science, organized a workshop to characterize the networking requirements of the programs funded by ASCR. The ASCR facilities anticipate significant increases in wide area bandwidth utilization, driven largely by the increased capabilities of computational resources and the wide scope of collaboration that is a hallmark of modern science. Many scientists move data sets between facilities for analysis, and in some cases (for example the Earth System Grid and the Open Science Grid), data distribution is an essential component of the use of ASCR facilities by scientists. Due to the projected growth in wide area data transfer needs, the ASCR supercomputer centers all expect to deploy and use 100 Gigabit per second networking technology for wide area connectivity as soon as that deployment is financially feasible. In addition to the network connectivity that ESnet provides, the ESnet Collaboration Services (ECS) are critical to several science communities. ESnet identity and trust services, such as the DOEGrids certificate authority, are widely used both by the supercomputer centers and by collaborations such as Open Science Grid (OSG) and the Earth System Grid (ESG). Assembly partitioning with a constant number of translations

Description: The authors consider the following problem that arises in assembly planning: given an assembly, identify a subassembly that can be removed as a rigid object without disturbing the rest of the assembly. This is the assembly partitioning problem. Specifically, they consider planar assemblies of simple polygons and subassembly removal paths consisting of a single finite translation followed by a translation to infinity. They show that such a subassembly and removal path can be determined in O(n{sup 1.46}N{sup 6}) time, where n is the number of polygons in the assembly and N is the total number of edges and vertices of all the parts together. They then extend this formulation to removal paths consisting of a small number of finite translations, followed by a translation to infinity. In this case the algorithm runs in time polynomial in the number of parts, but exponential in the number of translations a path may contain.

Assessing the Long-Term System Value of Intermittent Electric Generation Technologies

Description: This research investigates the economic penetration and system-wide effects of large-scale intermittent technologies in an electric generation system. The research extends the standard screening curve analysis to optimize the penetration and system structure with intermittent technologies. The analysis is based on hour-by-hour electric demands and intermittent generation. A theoretical framework is developed to find an expression for the marginal value of an intermittent technology as a function of the average system marginal cost, the capacity factor of the generator, and the covariance between the generator's hourly production and the hourly system marginal cost. A series of model runs are made examining the penetration of wind and photovoltaic in a simple electric generation system. These illustrate the conclusions in the theoretical analysis and illustrate the effects that large-scale intermittent penetration has on the structure of the generation system. In the long-term, adding intermittent generation to a system allows us to restructure the dispatchable generation capacity to a mix with lower capital cost. It is found that large scale intermittent generation tends to reduce the optimal capacity and production of baseload generators and increase the capacity and production of intermediate generators, although the extent to which this occurs depends strongly on the pattern of production from the intermediate generators. It is also shown that the marginal value of intermittent generation declines as it penetrates. The analysis investigates the specific mechanism through which this occurs.

Assessment of the HV-C2 Stack Sampling Probe Location

Description: Tests were performed to evaluate the location of the air-sampling probe in the proposed design for the Waste Treatment Plant’s HV-C2 air exhaust stack. The evaluation criteria come from ANSI/HPS N13.1-1999, “Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stacks and Ducts of Nuclear Facilities.” Pacific Northwest National Laboratory conducted the tests on a 3.67:1 scale model of the stack. Limited confirmatory tests on the actual stack will need to be conducted during cold startup of the High Level Waste Treatment Facility. The tests documented here assessed the capability of the air-monitoring probe to extract a sample representative of the effluent stream in accordance with criteria in ANSI/HPS N13.1. The test parameters covered the expected range of system flowrates with both one and two operating fans. The current stack design calls for the sampling probe to be located about 10 diameters downstream of the junction of the duct from Fan A with the stack. In accordance with the statement of work and the test plan, the test measurements were made at that location and also at one point upstream and another downstream. An adjustment was made for the distance between a typical sampling probe inlet and the centerline of its mounting flange. Thus, the test measurements were made at three positions designated as Test Port 1, 2, and 3, respectively. The designed HV-C2 exhaust system includes dampers on the fan discharges. Custom-scale model dampers were fabricated to simulate the same number and configuration of damper blades shown in the design documents received from BNI. A subset of the test runs was run without the dampers to determine whether the dampers should be included in future tests on scale models.

Aviation Security-Related Findings and Recommendations of the 9/11 Commission

Description: The 9/11 Commission issued several recommendations designed to strengthen aviation security by: enhancing passenger pre-screening; improving measures to detect explosives on passengers; addressing human factors issues at screening checkpoints; expediting deployment of in-line baggage screening systems; intensifying efforts to identify, track, and screen potentially dangerous cargo; and deploying hardened cargo containers on passenger aircraft. In addition to these specific recommendations, an overarching recommendation for transportation security policy asserts that priorities should be set based on risk, and the most practical and cost effective deterrents should be implemented assigning appropriate roles and missions to federal, state, and local authorities, as well as private stakeholders.

Baseline Environmental Analysis Report for the K-1251 Barge Facility at the East Tennessee Technology Park, Oak Ridge, Tennessee

Description: This report documents the baseline environmental conditions of the U. S. Department of Energy's (DOE's) K-1251 Barge Facility, which is located at the East Tennessee Technology Park (ETTP). DOE is proposing to lease the facility to the Community Reuse Organization of East Tennessee (CROET). This report provides supporting information for the use, by a potential lessee, of government-owned facilities at ETTP. This report is based upon the requirements of Sect. 120(h) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). The lease footprint is slightly over 1 acre. The majority of the lease footprint is defined by a perimeter fence that surrounds a gravel-covered area with a small concrete pad within it. Also included is a gravel drive with locked gates at each end that extends on the east side to South First Avenue, providing access to the facility. The facility is located along the Clinch River and an inlet of the river that forms its southern boundary. To the east, west, and north, the lease footprint is surrounded by DOE property. Preparation of this report included the review of government records, title documents, historic aerial photos, visual and physical inspections of the property and adjacent properties, and interviews with current and former employees involved in the operations on the real property to identify any areas on the property where hazardous substances and petroleum products or their derivatives and acutely hazardous wastes were known to have been released or disposed. Radiological surveys were conducted and chemical samples were collected to assess the facility's condition.

Bench-scale testing of on-line control of column flotation using a novel analyzer. Third quarterly technical progress report, April 1, 1993--June 30, 1993

Description: This document contains the third quarterly technical progress report for PTI`s Bench-Scale Testing Project of a circuit integrating PTI`s KEN-FLOTETM Column Flotation Technology and PTI`s On-Line Quality Monitor and Control System. The twelve-month project involves installation and testing of a 200--300 lb/hr. bench-scale flotation circuit at PETC`s Coal Preparation Process Research Facility (CPPRF) for two bituminous coals (Upper Freeport and Pittsburgh No. 8 Seam Raw Coals). Figure 1 contains the project plan, as well as the approach to completing the major tasks within the twelve-month project schedule. The project is broken down into three phases, which include: Phase I -- Preparation: The preparation phase was performed principally at PTI`s Calumet offices from October through December, 1992. It involved building of the equipment and circuitry, as well as some preliminary design and equipment testing; Phase II -- ET Circuit Installation and Testing: This installation and testing phase of the project was performed at PETC`s CPPRF from January through June, 1993, and was the major focus of the project. It involved testing of the continuous 200--300 lb/hr. circuit; and Phase III -- Project Finalization: The project finalization phase is occurring from July through September, 1993, at PTI`s Calumet offices and involves finalizing analytical work and data evaluation, as well as final project reporting. This Third Quarterly Technical Progress Report principally summarizes the results from the benchscale testing with the second coal (Pittsburgh No. 8 Seam Coal), which occurred in April through June, 1993. It also contains preliminary economic evaluations that will go into the Final Report, as well as the plan for the final reporting task.

Bevatron Operation and Development. V

Description: A considerable number of major improvements have been made in experimental facilities this quarter. These include four targets, three air locks, a deep well, and several thin windows for beam extraction in the target area. Simultaneous operation of up to five experiments has been achieved with a relay-controlled automatic operations selector. A beam-amplitude regulating device has been used to set the beam level on any pulse to within a few percent. The range of this equipment is 1000:1. Experimentation on the accelerator this quarter included measurements of start frequency and frequency-tracking jitter, beam-versus-radial-aperture measurements, empirical study of gas scattering effects, and preliminary testing of an automatic beam-controlled frequency-tracking system. High-energy physics experiments have been performed by ten groups within this laboratory. These groups are using counter techniques for the elastic proton-proton scattering, K-particle half-life determination, and {pi}{sup -}-meson cross-section measurements. A high-pressure hydrogen diffusion chamber is being used to study multiple production of {pi}{sup -} mesons. A strong-focusing pair spectrometer has been used to produce beams of K particles. Emulsion exposures have been made to determine the masses and mean lifetimes of K mesons. The interactions and modes of decay of K{sup {+-}} mesons at rest, as well as in flight, have been studied in emulsions.

Border Security: Consular Identification Cards Accepted within United States, but Consistent Federal Guidance Needed

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Several state and local government agencies and financial institutions accept consular identification (CID) cards, which are issued by foreign governments to their citizens living abroad. Mexico issued more than 2.2 million CID cards in 2002-2003 and Guatemala issued approximately 89,000 from mid-2002 to 2003. Critics of CID cards say their acceptance facilitates the unlawful stay within the United States of undocumented aliens and may provide opportunities for terrorists to remain undetected in this country. GAO examined (1) the purpose of a CID card and how Mexican and Guatemalan CID cards are being used in the United States, (2) steps Mexico and Guatemala have taken to verify the identities of CID card applicants and incorporate security features in CID cards now used in the United States, and (3) the positions and policies of federal agencies regarding CID cards."
