Determination of Shapes of Boattail Bodies of Revolution for Minimum Wave Drag

Description: "By use of an approximate equation for the wave drag of slender bodies of revolution in a supersonic flow field, the optimum shapes of certain boattail bodies are determined for minimum wave drag. The properties of three specific families of bodies are determined, the first family consisting of bodies having a given length and base area and a contour passing through a prescribed point between the nose and base, the second family having fixed length, base area, and maximum area, and the third fa… more

The Design of a Novel Survey for Small Objects in the Solar System

Description: We evaluated several concepts for a new survey for small objects in the Solar System. We designed a highly novel survey for comets in the outer region of the Solar System, which exploits the occultations of relatively bright stars to infer the presence of otherwise extremely faint objects. The populations and distributions of these objects are not known; the uncertainties span orders of magnitude! These objects are important scientifically as probes of the primordial solar system, and programma… more

EARLY ENTRANCE COPRODUCTION PLANT

Description: The overall objective of this project is the three phase development of an Early Entrance Coproduction Plant (EECP) which uses petroleum coke to produce at least one product from at least two of the following three categories: (1) electric power (or heat), (2) fuels, and (3) chemicals using ChevronTexaco's proprietary gasification technology. The objective of Phase I is to determine the feasibility and define the concept for the EECP located at a specific site; develop a Research, Development, … more

De-alerting of U.S. nuclear forces: a critical appraisal

Description: Since the end of the Cold War, there have been pressures by disarmament advocates to move more quickly to draw down, toward zero, the number of nuclear weapons in U.S. and Russian arsenals. They criticize the process of negotiating arms control agreements as being too slow, and point out that treaty implementation is hampered by the necessity of ratification by the U.S. Senate and Russian Duma. One method of moving more rapidly toward nuclear abolition suggested by some analysts is de-alerting … more

HRP Radiation Corrosion Studies

Description: A fifth in-pile loop experiment, L-4-8, was completed. The loop operated in-pile for a total of 1637 hr, during which time the LITR energy output was 4377 Mwhr. The average fission power in the loop based o cesium analyses was 622 w when the LITR was at full power (3 Mw). Based on oxygen data, the generalized corrosion rate for the first 300 hr was 4.0 mpy; the rate for the remaining 1357 hr was 0.7 mpy. The nickel data gave parallel results. The corrosion of the type 347 stainless steel, Zirca… more

High-Speed Load Distribution on the Wing of a 3/16-Scale Model of a Scout-Bomber Airplane with Flaps Deflected

Description: "The tests reported herein were made for the purpose of determining the high-speed load distribution on the wing of a 3/16 scale model of a scout-bomber airplane. Comparisons are made between the root bending-moment and section torsional-moment coefficients as obtained experimentally and derived analytically. The results show good correlation for the bending-moment coefficients but considerable disagreement for the torsional-moment coefficients" (p. 1).

Experimental Component Characterization, Monte-Carlo-Based Image Generation and Source Reconstruction for the Neutron Imaging System of the National Ignition Facility

Description: The Neutron Imaging System (NIS) is one of seven ignition target diagnostics under development for the National Ignition Facility. The NIS is required to record hot-spot (13-15 MeV) and downscattered (6-10 MeV) images with a resolution of 10 microns and a signal-to-noise ratio (SNR) of 10 at the 20% contour. The NIS is a valuable diagnostic since the downscattered neutrons reveal the spatial distribution of the cold fuel during an ignition attempt, providing important information in the case of… more

Actinide recycle in LMFBRs as a waste management alternative

Description: A strategy of actinide burnup in fast reactor systems has been investigated as an approach for reducing the long term hazards and storage requirements of the actinide waste elements and their decay daughters. The actinide recycle studies also included plutonium burnup studies in the event that plutonium is no longer required as a fuel. Particular emphasis was placed upon the timing of the recycle program, the requirements for separability of the waste materials, and the impact of the actinides … more

Defense Cleanup and Environmental Programs: Authorization and Appropriations for FY2001

Description: The Department of Defense operates six environmental programs: cleanup of past contamination at military facilities, acceleration of cleanup at military bases designated for closure, compliance with environmental laws and regulations that apply to ongoing military operations, pollution prevention, natural resource conservation, and environmental technology. In addition to these activities, the Department of Energy is responsible for managing defense nuclear waste and remediating contaminated si… more

Destabilization of Fast Magnetoacoustic Waves by Circulating Energetic Ions in Toroidal Plasmas

Description: An instability of fast magnetoacoustic waves (FMW) driven by circulating energetic ions in axisymmetric toroidal plasmas and characterized by the frequencies below the ion gyrofrequency is considered. An important role of the l=0 resonance (l is the number of a cyclotron harmonic) in the wave-particle interaction is revealed: It is shown that this resonance considerably extends an unstable region in the space of the pitch-angles of the energetic ions and the wave frequencies. The analysis is ca… more

Residual waste volume measurement for Hanford underground storage tanks

Description: The Acquire Commercial Technology for Retrieval program seeks commercial solutions to measure any waste residual (i.e., heel)left after waste retrieval operations of underground radioactive storage tanks. The technology identified should operate in a range of waste depth thickness of 0 - 6 inches. This report provides a description of the need, requirements, and constraints for the residual waste volume measurement system; describes a logical approach to measuring waste volume; provides a brief… more

PJM Controller Testing with Prototypic PJM Nozzle Configuration

Description: The U.S. Department of Energy (DOE) Office of River Protection’s Waste Treatment Plant (WTP) is being designed and built to pre-treat and then vitrify a large portion of the wastes in Hanford’s 177 underground waste storage tanks. The WTP consists of three primary facilities—pretreatment, low-activity waste (LAW) vitrification, and high-level waste (HLW) vitrification. The pretreatment facility will receive waste piped from the Hanford tank farms and separate it into a high-volume, low-activity… more

Equation of State of Classical Systems of Charged Particles

Description: Recent developments in the classical theory of fully ionized gases and strong electrolyte solutions are reviewed, and are used to discuss the equation of state at high temperatures and low densities. The pressure is calculated using the ring-integral approximation, and quantitative estimates of higher correction terms are given. The effect of short range repulsive forces is shown by comparing the results with two kinds of potential functions hard spheres of diameter a, and soft'' spheres for wh… more

Charitable Choice, Faith-Based Initiatives, and TANF

Description: The Senate Finance Committee version of H.R. 7, approved on July 16, 2002, does not contain the “charitable choice” title of the House-passed H.R. 7; nor does it include a compromise “faith-based” provision (from S. 1924 as introduced) that sought to assure equal treatment for nongovernmental providers of almost all federally-funded social services. Remaining in the Senate Finance bill are tax incentives to promote private giving. The Charitable Choice Act of 2001 (Title II of the House bill) w… more

Marine Illumination Device

Description: The purpose of this Cooperative Research and Development Agreement was to perform an extensive design review and design a new microcontroller-based motor controller to operate the telescoping light. The new design tasked Federal Manufacturing and Technologies (FM and T) to utilize off-the-shelf components instead of military-specified components with higher reliability. The improved motor controller design looked at significantly reducing the overall component cost. FM and T brought specific st… more
