Agricultural Marketing and Regulatory Provisions of the 1996 Farm Bill

Description: The Federal Agricultural Improvement and Reform Act of 1996 (P.L. 104-127), signed into law on April 4, for the first time grants the U.S. Department of Agriculture (USDA) broad-based authority to establish national generic promotion ("check-off") programs for virtually any agricultural commodity. Formerly, individual programs first had to be authorized expressly by Congress. The new law also explicitly authorizes the establishment of new check-off programs for rapeseed and canola, kiwifruit, and popcorn. Other provisions require USDA to establish a new meat and poultry inspection advisory committee; deal with the collection of user fees for the inspection of agricultural imports; and authorize new guidelines to protect horses being transported to slaughter facilities, among other things.

Y2K Challenges and Transportation: Risks and Solutions

Description: Many companies or governmental entities provide or use transportation systems that are heavily dependent on computers, software, and other technologies that do not have Y2K problems, e.g., they are Y2K compliant or ready. Some transportation systems, however, still use technologies with Y2K problems, which if left uncorrected, could pose safety risks or efficiency concerns on or after January 1, 2000. The extent and nature of those impacts are expected to vary among the modes of transportation and among various providers or users. In addition, Y2K-related problems occurring in the communications and energy industries could reduce the safety and efficiency of some transportation systems in early January 2000. Operations at some foreign ports and international air traffic control systems with Y2K problems also could adversely affect shipments and flights into and out of the United States. The total amount that has been spent to assess and fix Y2K problems affecting transportation is not known, but estimates suggest that at least $1 billion of private sector, transit authority, and federal funds have been or will soon be allocated for that purpose.

Chemical Weapons Convention: Issues for Congress

Description: The Convention provides the most extensive and intrusive verification regime of any arms control treaty, extending its coverage to not only governmental but also civilian facilities. The Convention also requires export controls and reporting requirements on chemicals that can be used as warfare agents and their precursors. The CWC establishes the Organization for the Prohibition of Chemical Weapons (OPCW) to oversee the Convention's implementation. Chemical Weapons Convention implementing legislation, as S. 610, passed the Senate unanimously on May 23, 1997. This legislation, which was an amendment in the nature of a substitute reported from the Judiciary Committee, provides the statutory authority for domestic compliance with the Convention's provisions. It sets criminal and civil penalties for the development, production, acquisition, stockpiling, transfer, possession, or use of chemical weapons.

A Wind-Tunnel Investigation of the Effects of Conical Camber for an Airplane Configuration Having a Triangular Wing of Aspect Ratio 2.2

Description: Memorandum presenting the results of an investigation directed at determining the effectiveness of various amounts and spanwise extents of conical camber on the aerodynamic characteristics of a wing-body-tail combination employing a triangular wing of aspect ratio 2.2. Five cambered wings were tested, all of which were designed for a Mach number of 1.0. Results regarding drag characteristics and lift and moment characteristics are provided.
