Financial Regulatory Reform: Systemic Risk and the Federal Reserve

Description: The recent financial crisis contained a number of systemic risk episodes, or episodes that caused instability for large parts of the financial system. The lesson some policymakers have taken from this crisis is that a systemic risk or "macroprudential" regulator is needed to prevent similar episodes in the future. This report defines the potential duties and responsibilities of a systemic risk regulator, relating those duties to events that potentially contributed to the recent crisis. It then identifies the powers that would need to be given to a regulator to perform those duties, and compares those powers and responsibilities to the Fed's existing powers and responsibilities. It discusses advantages and disadvantages of giving those responsibilities to the Fed or the executive branch. The report also includes a brief overview of major elements of the Administration's proposal, H.R. 4173, which passed the House on December 11, 2009, and the Restoring American Financial Stability Act, which was ordered to be reported out of the Senate Banking Committee on March 22, 2010..

Sampling and analysis plan for sludge located in fuel storage canisters of the 105-K West basin

Description: This Sampling and Analysis Plan (SAP) provides direction for the first sampling of sludge from the K West Basin spent fuel canisters. The specially developed sampling equipment removes representative samples of sludge while maintaining the radioactive sample underwater in the basin pool (equipment is described in WHC-SD-SNF-SDD-004). Included are the basic background logic for sample selection, the overall laboratory analyses required and the laboratory reporting required. These are based on requirements put forth in the data quality objectives (WHC-SD-SNF-DQO-012) established for this sampling and characterization activity.

Precombustion removal of hazardous air pollutant precursors. Second quarterly technical progress report, January 1, 1996--March 31, 1996

Description: This project involves the development of an optimized, bench-scale processing circuit capable of efficiently removing trace elements from run-of-mine coals. The optimized circuit will be developed using characterization data obtained from detailed washability studies and release analyses tests conducted with several eastern US coals. The optimized circuit will incorporate a variety of conventional and advanced coal cleaning processes which are believed to be the most cost-effective and commercially viable. The coal products from the optimized circuit will be further treated with complexing agents specifically designed to extract organometallic trace elements that are difficult to remove by physical cleaning operations. Finally, innovative bioremediation schemes will be investigated as a means of controlling the release of trace elements from the process waste streams. Emphasis has been placed on the development of a processing circuit which (i) maximizes the rejection of trace elements, (ii) minimizes the production of coal fines which are costly to process and less marketable, and (iii) minimizes the downstream impacts of the process waste streams on the environment. During the past quarter, the project work plan and all associated technical/management reports were successfully approved by the COR (Subtask 1.1--Work Plan Development). Test work is now actively moving forward on several different fronts. In Subtask 2.2--Coal Procurement, arrangements have now been completed to procure/ship the three run-of-mine coals required to complete the project. All steps necessary to properly prepare and store these coals have been made under Subtask 2.3-- Preparation and Storage. For the Pittsburgh No. 8 coal, initial characterization studies have been initiated under Subtask 3.1-- Preliminary Analyses and Subtask 3.2--Washability Analysis.

Optimal Neutron Source & Beam Shaping Assembly for Boron Neutron Capture Therapy

Description: There were three objectives to this project: (1) The development of the 2-D Swan code for the optimization of the nuclear design of facilities for medical applications of radiation, radiation shields, blankets of accelerator-driven systems, fusion facilities, etc. (2) Identification of the maximum beam quality that can be obtained for Boron Neutron Capture Therapy (BNCT) from different reactor-, and accelerator-based neutron sources. The optimal beam-shaping assembly (BSA) design for each neutron source was also to e obtained. (3) Feasibility assessment of a new neutron source for NCT and other medical and industrial applications. This source consists of a state-of-the-art proton or deuteron accelerator driving and inherently safe, proliferation resistant, small subcritical fission assembly.

OPTIMIZATION OF ADVANCED FILTER SYSTEMS

Description: Reliable, maintainable and cost effective hot gas particulate filter technology is critical to the successful commercialization of advanced, coal-fired power generation technologies, such as IGCC and PFBC. In pilot plant testing, the operating reliability of hot gas particulate filters have been periodically compromised by process issues, such as process upsets and difficult ash cake behavior (ash bridging and sintering), and by design issues, such as cantilevered filter elements damaged by ash bridging, or excessively close packing of filtering surfaces resulting in unacceptable pressure drop or filtering surface plugging. This test experience has focused the issues and has helped to define advanced hot gas filter design concepts that offer higher reliability. Westinghouse has identified two advanced ceramic barrier filter concepts that are configured to minimize the possibility of ash bridge formation and to be robust against ash bridges should they occur. The ''inverted candle filter system'' uses arrays of thin-walled, ceramic candle-type filter elements with inside-surface filtering, and contains the filter elements in metal enclosures for complete separation from ash bridges. The ''sheet filter system'' uses ceramic, flat plate filter elements supported from vertical pipe-header arrays that provide geometry that avoids the buildup of ash bridges and allows free fall of the back-pulse released filter cake. The Optimization of Advanced Filter Systems program is being conducted to evaluate these two advanced designs and to ultimately demonstrate one of the concepts in pilot scale. In the Base Contract program, the subject of this report, Westinghouse has developed conceptual designs of the two advanced ceramic barrier filter systems to assess their performance, availability and cost potential, and to identify technical issues that may hinder the commercialization of the technologies. Environmental Biosciences Program Fourth Quarter Report

Description: In May 2002, the United States Department of Energy (DOE) signed Assistance Instrument Number DE-FC09-02CH11109 with the Medical University of South Carolina (MUSC) to support the Environmental Biosciences Program (EBP). This funding instrument replaces DOE Assistance Instrument Number DE-FC02-98CH10902. EBP is an integrated, multidisciplinary scientific program, employing a range of research initiatives to identify, study and resolve environmental health risk issues. These initiatives are consistent with the Medical University's role as a comprehensive state-supported health sciences institution and the nation's need for new and better approaches to the solution of a complex and expansive array of environment-related health problems. The intrinsic capabilities of a comprehensive health sciences institution enable the Medical University to be a national resource for the scientific investigation of environmental health issues. EBP's success in convening worldwide scientific expertise is due in part to the inherent credibility the Medical University brings to the process of addressing these complex issues.

LES SOFTWARE FOR THE DESIGN OF LOW EMISSION COMBUSTION SYSTEMS FOR VISION 21 PLANTS

Description: Further development of a combustion Large Eddy Simulation (LES) code for the design of advanced gaseous combustion systems is described in this sixth quarterly report. CFD Research Corporation (CFDRC) is developing the LES module within the parallel, unstructured solver included in the commercial CFD-ACE+ software. In this quarter, in-situ adaptive tabulation (ISAT) for efficient chemical rate storage and retrieval was implemented and tested within the Linear Eddy Model (LEM). ISAT type 3 is being tested so that extrapolation can be performed and further improve the retrieval rate. Further testing of the LEM for subgrid chemistry was performed for parallel applications and for multi-step chemistry. Validation of the software on backstep and bluff-body reacting cases were performed. Initial calculations of the SimVal experiment at Georgia Tech using their LES code were performed. Georgia Tech continues the effort to parameterize the LEM over composition space so that a neural net can be used efficiently in the combustion LES code. A new and improved Artificial Neural Network (ANN), with log-transformed output, for the 1-step chemistry was implemented in CFDRC's LES code and gave reasonable results. This quarter, the 2nd consortium meeting was held at CFDRC. Next quarter, LES software development and testing will continue. Alpha testing of the code will continue to be performed on cases of interest to the industrial consortium. Optimization of subgrid models will be pursued, particularly with the ISAT approach. Also next quarter, the demonstration of the neural net approach, for multi-step chemical kinetics speed-up in CFD-ACE+, will be accomplished.

CH Packaging Program Guidance

Description: The purpose of this document is to provide the technical requirements for preparation for use, operation, inspection, and maintenance of a Transuranic Package Transporter Model II (TRUPACT-II), a HalfPACT shipping package, and directly related components. This document complies with the minimum requirements as specified in the TRUPACT-II Safety Analysis Report for Packaging (SARP), HalfPACT SARP, and Nuclear Regulatory Commission (NRC) Certificates of Compliance (C of C) 9218 and 9279, respectively. In the event of a conflict between this document and the SARP or C of C, the C of C shall govern. The C of Cs state: ''each package must be prepared for shipment and operated in accordance with the procedures described in Chapter 7.0, Operating Procedures, of the application.'' They further state: ''each package must be tested and maintained in accordance with the procedures described in Chapter 8.0, Acceptance Tests and Maintenance Program of the Application.'' Chapter 9.0 of the SARP charges the WIPP management and operating (M&O) contractor with assuring packaging is used in accordance with the requirements of the C of C. Because the packaging is NRC-approved, users need to be familiar with 10 CFR 71.11. Any time a user suspects or has indications that the conditions of approval in the C of C were not met, the Carlsbad Field Office (CBFO) shall be notified immediately. CBFO will evaluate the issue and notify the NRC if required. This document provides the instructions to be followed to operate, maintain, and test the TRUPACT-II and HalfPACT packaging. The intent of these instructions is to standardize operations. All users will follow these instructions or equivalent instructions that assure operations are safe and meet the requirements of the SARPs.

National Ignition Facility Quarterly Status Report Second Quarter 2000, Jan-Mar 2000

Description: The Project provides for the design, procurement, construction, assembly, installation, and acceptance testing of the National Ignition Facility (NIF), an experimental inertial confinement fusion facility intended to achieve controlled thermonuclear fusion in the laboratory by imploding a small capsule containing a mixture of the hydrogen isotopes deuterium and tritium. The NIF will be constructed at the Lawrence Livermore National Laboratory (LLNL), Livermore, California as determined by the Record of Decision made on December 19, 1996, as a part of the Stockpile Stewardship and Management Programmatic Environmental Impact Statement.

Plutonium Immobilization Project, Project Office Quality Assurance Program Description Revision 1

Description: ''The quality assurance activity involves the establishment and implementation of the Quality Assurance Program and the development of a Quality Assurance Plan and Procedures. Quality Assurance provides the plans, procedures and controls that are required for repository acceptance and the immobilization plant licensing and design activities.'' The Plutonium Immobilization Project (PIP) has a policy that all development, testing and operational activities be planned and performed in accordance with its customer's needs and expectations, and with a commitment to excellence and continuous improvement. The Immobilization Development and Testing (D&T) Quality Assurance Program establishes implementation requirements which, when completed, will ensure that the program development and test activities conform to the appropriate QA requirements. In order for the program to be effective, a designated quality lead must be in place at the Project Office and each participating site.

COMPARATIVE EVALUATION OF AMBIENT FINE PARTICULATE MATTER (PM2.5) DATA OBTAINED FROM URBAN AND RURAL MONITORING SITES ALONG THE UPPER OHIO RIVER VALLEY

Description: The report discusses the following conclusions: (1) The TEOM equipment performed as well as the sequential filter samplers in accounting for ambient PM{sub 2.5} levels; however, the FRM-obtained data was consistently lower than the averages from the TEOM/DRI-SFS measurements; (2) The trending in the PM{sub 2.5} levels was similar for Lawrenceville and Holbrook, which represent an urban and a rural site sixty-five miles apart. This implies that the PM{sub 2.5} levels appear to be impacted more by regional than by local effects; (3) The absolute median PM{sub 2.5} levels were slightly higher for Lawrenceville than for Holbrook, implying that local urban environmental contributions had a minor but measurable effect on total PM{sub 2.5} mass concentration; (4) PM{sub 2.5} and PM{sub 10} mass concentration levels were consistently higher in summer than in winter, with intermediate levels observed in the spring and fall; (5) Sulfate levels predominated in the speciation data obtained from both the Holbrook and the Lawrenceville sites during winter and summer intensive sampling. Sulfate level measured at Holbrook were higher than those taken at Lawrenceville regardless of the season; (6) Ammonium levels remained relatively constant between seasons and between sites; (7) Nitrate levels measured at Lawrenceville were higher than those measured at Holbrook during winter intensive sampling. Nitrate levels measured during the summer intensive period were found to be very low at both locations; (8) In general, the predominant inorganic fraction of the samples analyzed could be described as being composed of a mixture of ammonium bisulfate and ammonium sulfate with minor amounts of ammonium nitrate; (9) The PM10 fraction had a larger percentage of geological material and a smaller percentage of condensable material (ammonium bisulfate, ammonium sulfate, ammonium nitrate and total carbon species) than the PM{sub 2.5} fraction for samples collected in winter at Lawrenceville; and (10) Most ...

Methods for Automated and Continuous Commissioning of Building Systems

Description: Avoidance of poorly installed HVAC systems is best accomplished at the close of construction by having a building and its systems put ''through their paces'' with a well conducted commissioning process. This research project focused on developing key components to enable the development of tools that will automatically detect and correct equipment operating problems, thus providing continuous and automatic commissioning of the HVAC systems throughout the life of a facility. A study of pervasive operating problems reveled the following would most benefit from an automated and continuous commissioning process: (1) faulty economizer operation; (2) malfunctioning sensors; (3) malfunctioning valves and dampers, and (4) access to project design data. Methodologies for detecting system operation faults in these areas were developed and validated in ''bare-bones'' forms within standard software such as spreadsheets, databases, statistical or mathematical packages. Demonstrations included flow diagrams and simplified mock-up applications. Techniques to manage data were demonstrated by illustrating how test forms could be populated with original design information and the recommended sequence of operation for equipment systems. Proposed tools would use measured data, design data, and equipment operating parameters to diagnosis system problems. Steps for future research are suggested to help more toward practical application of automated commissioning and its high potential to improve equipment availability, increase occupant comfort, and extend the life of system equipment.

HORIZON SENSING (PROPOSAL No.51)

Description: Real-time horizon sensing on continuous mining machines is becoming an industry tool. Installation and testing of production-grade HS systems has been ongoing this quarter at Monterey Coal Company (EXXON), FMC Trona, Twentymile Coal Company (RAG America), and SASOL Coal. Detailed monitoring of system function, user experience, and mining benefits is ongoing. All horizon sensor components have finished MSHA (U.S.) and IEC (International) certification.

Application of Advanced Reservoir Characterization, Simulation, and Production Optimization Strategies to Maximize Recovery in Slope, and Basin Clastic Reservoirs, West Texas (Delaware Basin)

Description: The objective of this project is to demonstrate that detailed reservoir characterization of slope and basin clastic reservoirs in sandstones of the Delaware Mountain Group in the Delaware Basin of West Texas and New Mexico is a cost effective way to recover a higher percentage of the original oil in place through strategic placement of infill wells and geologically based field development. Project objectives are divided into two major phases. The objectives of the reservoir characterization phase of the project are to provide a detailed understanding of the architecture and heterogeneity of two fields, the Ford Geraldine unit and Ford West field, which produce from the Bell Canyon and Cherry Canyon Formations, respectively, of the Delaware Mountain Group and to compare Bell Canyon and Cherry Canyon reservoirs. Reservoir characterization will utilize 3-D seismic data, high-resolution sequence stratigraphy, subsurface field studies, outcrop characterization, and other techniques. Once the reservoir-characterization study of both fields is completed, a pilot area of approximately 1 mi 2 in one of the fields will be chosen for reservoir simulation. The objectives of the implementation phase of the project are to (1) apply the knowledge gained from reservoir characterization and simulation studies to increase recovery from the pilot area, (2) demonstrate that economically significant unrecovered oil remains in geologically resolvable untapped compartments, and (3) test the accuracy of reservoir characterization and flow simulation as predictive tools in resource preservation of mature fields. A geologically designed, enhanced-recovery program (CO 2 flood, waterflood, or polymer flood) and well-completion program will be developed, and one to three infill wells will be drilled and cored. Through technology transfer workshops and other presentations, the knowledge gained in the comparative study of these two fields can then be applied to increase production from the more than 100 other Delaware Mountain Group reservoirs.

Slag Characterization and Removal Using Pulse Detonation Technology During Coal Gasification

Description: The main activity in the first quarter of 1998 was concentrated on understanding the detonation code, so that it can be linked with the in-house CFD code NPARC for simulation. The objective is to obtain the velocity and pressure distribution inside the detonation tube and compare with the experimental data that we have obtained from the experiments. Once the code is validated, the simulation will be extended to obtain the pressure and velocity fields in the large chamber, i.e., outside the exit of the detonation tube where the slag samples are attached.

Remediation plan for fluorescent light fixtures containing polychlorinated biphenyls (PCBs)

Description: This report describes the remedial action to achieve compliance with 29 CFR 1910 Occupational Safety and Health Administration (OSHA) requirements of fluorescent light fixtures containing PCBs at K-25 site. This remedial action is called the Remediation Plan for Fluorescent Light Fixtures Containing PCBs at the K-25 Site (The Plan). The Plan specifically discusses (1) conditions of non-compliance, (2) alternative solutions, (3) recommended solution, (4) remediation plan costs, (5) corrective action, (6) disposal of PCB waste, (7) training, and (8) plan conclusions. The results from inspections by Energy Systems personnel in 2 buildings at K-25 site and statistical extension of this data to 91 selected buildings at the K-25 site indicates that there are approximately 28,000 fluorescent light fixtures containing 47,036 ballasts. Approximately 38,531 contain PCBs and 2,799 of the 38,531 ballasts are leaking PCBs. Review of reportable occurrences at K-25 for the 12 month period of September 1990 through August 1991 shows that Energy Systems personnel reported 69 ballasts leaking PCBs. Each leaking ballast is in non-compliance with 29 CFR 1910 - Table Z-1-A. The age of the K-25 facilities indicate a continued and potential increase in ballasts leaking PCBs. This report considers 4 alternative solutions for dealing with the ballasts leaking PCBs. The advantages and disadvantages of each alternative solution are discussed and ranked using cost of remediation, reduction of health risks, and compliance with OSHA as criteria.
