This document presents the results of Acceptance Testing of the 241-AZ-101 Ultrasonic Interface Level Analyzers (URSILLAs). Testing of the URSILLAs was performed in accordance with ATP-260-001, ''URSILLA Pre-installation Acceptance Test Procedure''. The objective of the testing was to verify that all equipment and components function in accordance with design specifications and original equipment manufacturer's specifications.

SATURATED ZONE FLOW AND TRANSPORT MODEL ABSTRACTION

Description: The purpose of the saturated zone (SZ) flow and transport model abstraction task is to provide radionuclide-transport simulation results for use in the total system performance assessment (TSPA) for license application (LA) calculations. This task includes assessment of uncertainty in parameters that pertain to both groundwater flow and radionuclide transport in the models used for this purpose. This model report documents the following: (1) The SZ transport abstraction model, which consists of a set of radionuclide breakthrough curves at the accessible environment for use in the TSPA-LA simulations of radionuclide releases into the biosphere. These radionuclide breakthrough curves contain information on radionuclide-transport times through the SZ. (2) The SZ one-dimensional (I-D) transport model, which is incorporated in the TSPA-LA model to simulate the transport, decay, and ingrowth of radionuclide decay chains in the SZ. (3) The analysis of uncertainty in groundwater-flow and radionuclide-transport input parameters for the SZ transport abstraction model and the SZ 1-D transport model. (4) The analysis of the background concentration of alpha-emitting species in the groundwater of the SZ.

Fundamental studies of fusion plasmas

Description: Work on ICRF interaction with the edge plasma is reported. ICRF generated convective cells have been established as an important mechanism for influencing edge transport and interaction with the H-mode, and for controlling profiles in the tokamak scrape-off-layer. Power dissipation by rf sheaths has been shown to be significant for some misaligned ICRF and IIBW antenna systems. Near-field antenna sheath work has been extended to the far-field case, important for experiments with low single pass absorption. Impurity modeling and Faraday screen design support has been provided for the ICRF community. In the area of core-ICRF physics, the kinetic theory of heating by applied ICRF waves has been extended to retain important geometrical effects relevant to modeling minority heated tokamak plasmas, thereby improving on the physics base that is standard in presently employed codes. Both the quasilinear theory of ion heating, and the plasma response function important in wave codes have been addressed. In separate studies, it has been shown that highly anisotropic minority heated plasmas can give rise to unstable field fluctuations in some situations. A completely separate series of studies have contributed to the understanding of tokamak confinement physics. Additionally, a diffraction formalism has been produced which will be used to access the focusability of lower hybrid, ECH, and gyrotron scattering antennas in dynamic plasma configurations.

Airship Model Tests in the Variable Density Wind Tunnel

Description: This report presents the results of wind tunnel tests conducted to determine the aerodynamic characteristics of airship models. Eight Goodyear-Zeppelin airship models were tested in the original closed-throat tunnel. After the tunnel was rebuilt with an open throat a new model was tested, and one of the Goodyear-Zeppelin models was retested. The results indicate that much may be done to determine the drag of airships from evaluations of the pressure and skin-frictional drags on models tested at large Reynolds number.

Electricity: The Road Toward Restructuring

Description: The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a substitute, and passed H.R. 6. A conference agreement was reached November 17, 2003, and passed by the House the next day. H.R. 6 includes an electricity title that would, in part, repeal PUHCA, would prospectively repeal the mandatory purchase requirement under PURPA, and would create an electric reliability organization. On June 15, 2004, H.R. 4503, a comprehensive energy policy bill, passed the House.

Ideas and concepts for diagnosis of performance and evaluation of data reliability based upon ARSA state-of-health (SOH) data

Description: At the current time, the Pacific Northwest National Laboratory (PNNL) prototype for the Automated Radioxenon Sampler/Analyzer (ARSA) automatically transmits, on a daily basis, a subset of all state-of-health (SOH) data in an e-mail data file to a limited number of recipients. These variables represent what were considered the most critical physical parameters for the ARSA's operation at the beginning of the field demonstration in Freiburg, Germany. Operators at PNNL perform a daily review of the information in the data file for anomalous operational conditions as evidenced by sensor readings. The initial review is easily implemented by plotting the various sensor data versus time and looking for gross deviations in the periodicity of the variables compared to previous sample sensor data. After viewing the 24-hr graphical plots, if necessary, a review is conducted of the tabular data of specific sensor anomalies. In most cases, the experience has been that when there is an ARSA operational problem the data file will have multiple sensor readings that reflect some aspect of the problem.

INDEPENDENT TECHNICAL ASSESSMENT OF MANAGEMENT OF STORMWATER AND WASTEWATER AT THE SEPARATIONS PROCESS RESEARCH UNIT (SPRU) DISPOSITION PROJECT, NEW YORK

Description: The U.S. Department of Energy (DOE) is currently evaluating the water management procedures at the Separations Process Research Unit (SPRU). The facility has three issues related to water management that require technical assistance: (1) due to a excessive rainfall event in October, 2010, contaminated water collected in basements of G2 and H2 buildings. As a result of this event, the contractor has had to collect and dispose of water offsite; (2) The failure of a sump pump at a KAPL outfall resulted in a Notice of Violation issued by the New York State Department of Environment and Conservation (NYSDEC) and subsequent Consent Order. On-site water now requires treatment and off-site disposition; and (3) stormwater infiltration has resulted in Strontium-90 levels discharged to the storm drains that exceed NR standards. The contractor has indicated that water management at SPRU requires major staff resources (at least 50 persons). The purpose of this review is to determine if the contractor's technical approach warrants the large number of staff resources and to ensure that the technical approach is compliant and in accordance with federal, state and NR requirements.

Update and Improve Subsection NH - Simplified Elastic and Inelastic Design Analysis Methods

Description: The objective of this subtask is to develop a template for the 'Ideal' high temperature design Code, in which individual topics can be identified and worked on separately in order to provide the detail necessary to comprise a comprehensive Code. Like all ideals, this one may not be attainable as a practical matter. The purpose is to set a goal for what is believed the 'Ideal' design Code should address, recognizing that some elements are not mutually exclusive and that the same objectives can be achieved in different way. Most, if not all existing Codes may therefore be found to be lacking in some respects, but this does not mean necessarily that they are not comprehensive. While this subtask does attempt to list the elements which individually or in combination are considered essential in such a Code, the authors do not presume to recommend how these elements should be implemented or even, that they should all be implemented at all. The scope of this subtask is limited to compiling the list of elements thought to be necessary or at minimum, useful in such an 'Ideal' Code; suggestions are provided as to their relationship to one another. Except for brief descriptions, where these are needed for clarification, neither this repot, nor Task 9 as a whole, attempts to address details of the contents of all these elements. Some, namely primary load limits (elastic, limit load, reference stress), and ratcheting (elastic, e-p, reference stress) are dealt with specifically in other subtasks of Task 9. All others are merely listed; the expectation is that they will either be the focus of attention of other active DOE-ASME GenIV Materials Tasks, e.g. creep-fatigue, or to be considered in future DOE-ASME GenIV Materials Tasks. The development of precipitated iron catalysts with improved stability; Final report, September 1987--September 1992

Description: Precipitated iron catalysts are expected to be used in next generation slurry reactors for large-scale production of transportation fuels from synthesis gas. These reactors are expected to operate at higher temperatures and lower H{sub 2}:CO ratios relative to the Sasol Arge reactor (Table 1A). The feasibility of using iron catalysts has been demonstrated under relatively mild Arge-type conditions but not under more severe slurry conditions. Possibly, an improvement in catalytic stability will be needed to make iron catalysts suitable for slurry operation. This program was aimed at identifying the chemical principles governing the deactivation of precipitated iron catalysts during Fischer-Tropsch synthesis and use of these chemical principles in the design of more stable catalysts. A new precipitated Fe catalyst was developed in this program for slurry reactor operation. The new Fe catalyst is predicted to perform slightly below the performance targets for slurry bubble column operation. Stability targets appear to be achievable. This catalyst did not noticeably deactivate during 1,740 hours on-stream. Compared to the selectivity target, an excess of 2% C{sub 1} + C{sub 2} was formed at 265{degrees}C. Based on the initial catalyst inventory in the autoclave, the catalyst seems to be short of the activity target by a factor of 1.8 at 265{degrees}C and 1.3 at 275{degrees}C. However, actual specific activities are likely to be closer to target because of catalyst inventory loss across the filter during the run and because catalytic activities were underestimated at low conversions.

Load calculation and system evaluation for electric vehicle climate control

Description: Providing air conditioning for electric vehicles (EVs) represents an important challenge, because vapor compression air conditioners, which are common in gasoline powered vehicles, may consume a substantial part of the total energy stored in the EV battery. This report consists of two major parts. The first part is a cooling and heating load calculation for electric vehicles. The second part is an evaluation of several systems that can be used to provide the desired cooling and heating in EVs. Four cases are studied. Short range and full range EVs are each analyzed twice, first with the regular vehicle equipment, and then with a fan and heat reflecting windows, to reduce hot soak. Recent legislation has allowed the use of combustion heating whenever the ambient temperature drops below 5{degrees}C. This has simplified the problem of heating, and made cooling the most important problem. Therefore, systems described in this project are designed for cooling, and their applicability to heating at temperatures above 5{degrees}C is described. If the air conditioner systems cannot be used to cover the whole heating load at 5{degrees}C, then the vehicle requires a complementary heating system (most likely a heat recovery system or electric resistance heating). Air conditioners are ranked according to their overall weight. The overall weight is calculated by adding the system weight and the weight of the battery necessary to provide energy for system operation.

Observation of the narrow state x (3872) --> j/psi pi+ pi- in pbar p collisions at s**(1/2) = 1.96 tev

Description: The authors report the observation of a narrow state decaying into J/{psi}{pi}{sup +}{pi}{sup -} and produced in 220 pb{sup -1} of {bar p}p collisions at {radical}s = 1.96 TeV in the CDF II experiment. They observe 730 {+-} 90 decays. The mass is measured to be 3871.3 {+-} 0.7(stat) {+-} 0.4(syst) MeV/c{sup 2}, with an observed width consistent with the detector resolution. This is in agreement with the recent observation by the Belle Collaboration of the X(3872) meson.

Top physics: measurement of the cross section for ttbar production in ppbar collisions using the kinematics of lepton + jets events

Description: We present a measurement of the top pair production cross section in p{bar p} collisions at {radical}s = 1.96 TeV. We collect a data sample with an integrated luminosity of 194 {+-} 11 pb{sup -1} with the CDF II detector at the Fermilab Tevatron. We use an artificial neural network technique to discriminate between top pair production and background processes in a sample of 519 lepton+jets events, which have one isolated energetic charged lepton, large missing transverse energy and at least three energetic jets. We measure the top pair production cross section to be {sigma}{sub t{bar t}} = 6.6 {+-} 1.1 {+-} 1.5 pb, where the first uncertainty is statistical and the second is systematic.

Laboratory Evaporation Testing Of Hanford Waste Treatment Plant Low Activity Waste Off-Gas Condensate Simulant

Description: The Hanford Waste Treatment and Immobilization Plant (WTP) Low Activity Waste (LAW) vitrification facility will generate an aqueous condensate recycle stream, LAW Off-Gas Condensate, from the off-gas system. The baseline plan for disposition of this stream is to send it to the WTP Pretreatment Facility, where it will be blended with LAW, concentrated by evaporation and recycled to the LAW vitrification facility again. Alternate disposition of this stream would eliminate recycling of problematic components, and would enable de-coupled operation of the LAW melter and the Pretreatment Facilities. Eliminating this stream from recycling within WTP would also decrease the LAW vitrification mission duration and quantity of canistered glass waste forms. This LAW Off-Gas Condensate stream contains components that are volatile at melter temperatures and are problematic for the glass waste form. Because this stream recycles within WTP, these components accumulate in the Condensate stream, exacerbating their impact on the number of LAW glass containers that must be produced. Approximately 32% of the sodium in Supplemental LAW comes from glass formers used to make the extra glass to dilute the halides to be within acceptable concentration ranges in the LAW glass. Diverting the stream reduces the halides in the recycled Condensate and is a key outcome of this work. Additionally, under possible scenarios where the LAW vitrification facility commences operation prior to the WTP Pretreatment facility, identifying a disposition path becomes vitally important. This task examines the impact of potential future disposition of this stream in the Hanford tank farms, and investigates auxiliary evaporation to enable another disposition path. Unless an auxiliary evaporator is used, returning the stream to the tank farms would require evaporation in the 242-A evaporator.
