Roof-mounted solar-and-wind-powered turbine. Final report

Description: This project was an effort to convert solar energy into electricity by utilizing hot-air convection to turn a turbine. To be considered useful, such a mechanism must generate enough electricity at a cost low enough to be competitive with photovoltaics. The extraction of wind energy incidental to the solar experiment was anticipated. The mechanism constructed generates an amount of electricity so small with respect to its cost that it cannot be considered competitive with photovoltaics.

Feasibility study for Boardman River hydroelectric power. Final report

Description: The feasibility of generating additional hydroelectric power from five consecutive existing dams located on the Boardman River in Grand Traverse County and Traverse City, Michigan, was investigated. The potential hydropower production capabilities, in terms of base load power and peak load power, the legal-institutional-environmental constraints, and the economic feasibility, including capital investment, operating costs and maintenance costs, were evaluated for each of the five dam sites individually and as a series of co-dependent facilities. The impact of installing fish passages at each site was analyzed separately. The feasibility assessment utilized the present worth analytical method, considering revenue based on thirty mills/kWh for power, 0.4% general economy escalation rate, and a 6% net income to the municipal utility. The sensitivity of fuel costs increasing at a different rate than the general price-escalation was tested by allowing the increase in fuel costs to vary from 3 to 8% per year. Assuming fuel costs increase at the same rate as the general economy, it is feasible to update, retrofit, renovate, and install hydroelectric generating capacity at Sabin, Boardman and Brown Bridge. Rehabilitation of Union Street and Keystone is also feasible but somewhat less attractive. Operating the dams as a co-dependent system has environmental advantages and can provide additional revenue through peak load power rates. A development plan to implement the above is outlined utilizing an ownership arrangement whereby Grand Traverse County provides easements for Sabin and Boardman Dams. The plan calls for operation of the system by Traverse City.

Effects of energetical particles on ballooning modes in high temperature tokamaks

Description: This report describes the work done by Science Applications International Corporation to study the effects of energetic particles on the microstability of a high temperature tokamak. The effects of an energetic population on ballooning modes in a large aspect ratio, shifted circular flux surface tokamak equilibrium are investigated with the newly developed gryokinetic numerical technique. The gryokinetic equations for the background ion and electron, as well as that of the energetic population are solved directly as an initial problem. The energetic particles are modeled with a slow-down distribution in energy. It is found that the ballooning mode stability of the plasma with an energetic species of increasing concentration does not differ much from an increase in the background plasma beta, except for possible energetic particle drift resonances. This result is encouraging to the idea that energetic particles such as alphas may be used to stabilize the ballooning modes in a fusion reactor.

Water for long-term geothermal enegy production in the Imperial Valley

Description: The geothermal resources of California's Imperial Valley have the potential for the production of an estimated 3000 to 5000 MW/yr of electricity for 30 yr, provided that adeuqate cooling water is available for power plants. There are five possible sources of cooling water: irrigation water, waste waters from agriculture, steam condensate, ground water, and water from the Salton Sea. Technical, environmental, and regulatory constraints, however, could limit the availability of the water supplies. Of particular concern are the constraints that could be imposed if different water policies were implemented. To study how future policies could affect geothermal development, six combinations of various policies were defined to represent potential regulatory controls. A range of future water balances in the valley was also specified. The water balances plus the six policy combinations were used to determine whether deficits of cooling water would eventually constrain low, medium, or high levels of geothermal energy production. A companion analysis of changes in the elevation and salinity of the Salton Sea resulting from the use of agricultural waters for cooling was also made.

Impact of petroleum industry horizontal divestiture on the coal market. [Proposed for consideration by Congress]

Description: The US Congress has set forth proposals which would prohibit oil companies from acquiring coal companies or other non-petroleum energy resources. Some proposals would require oil companies to divest themselves of any such resources that they already hold. The first legislation was introduced on this topic in the 94th Congress and alternative proposals are under serious consideration at the current time. We have analyzed some major variants of these legislative propsals with a study of likely economic behavior in the coal market as a result of horizontal divestiture. After a thorough study of the theoretical and empirical aspects of ownership-related behavior, two dichotomous sets of assumptions are possible. One set of assumptions is oriented towards synergism and growth maximization. The interpretation of these assumptions in the model is one of a lower rate of return for oil owned coal assets relative to non-oil owned assets. The second set of assumptions could broadly be termed monopoly assumptions. The depiction of these within the model framework is one of higher rates of return for oil owned coal relative to non-oil owned. These results are based on economic theory, engineering and econometric models, and analysis; all set in the general framework of comparative statics. Comparative statics is an analytical tool which permits investigation of a situation before and after government intervention. The models used include the National Coal Model and the Project Independence Evaluation System (PIES) model. These models are well-grounded in economic theory and characterize the coal and energy markets well for analysis purposes. Assumptions and qualifications are detailed. (LTN)

Environmental radiological studies downstream from Rancho Seco Nuclear Power Generating Station

Description: This report summarizes the information compiled in 1984 while assessing the environmental impact of radionuclides in aquatic releases from the Rancho Seco Nuclear Power Generating Station. Gamma-emitting radionuclides discharged since 1981 are found in many of the dietary components derived from the creeks receiving the effluent wastewater. Some soils and crops are found to contain radionuclides that originate from the contaminated water that was transferred to land during the irrigation season. /sup 134/Cs and /sup 137/Cs are the primary gamma-emitting radionuclides detected in the edible flesh of fish from the creeks. Concentrations in the flesh of fish decreased exponentially with distance from the plant. No significant differences in the /sup 137/Cs activity were found between male and female fish of equal size, but concentrations may vary in fish of different size, with the season and diet. 21% of the total /sup 137/Cs and /sup 134/Cs discharged between 1981 and 1984 is associated with the creek sediments to a distance of 27 km from the plant. Fractions of the missing inventory have been transferred to land during the irrigation season or to downstream regions more distant than 27 km from the plant. The radiocesium content of the sediments in 1984 decreased significantly in a downstream direction, much in the same manner as concentrations decreased in fish. Radioactivity originating from the plant was not above detection limits in any terrestrial food item sampled beyond 6.5 km from the plant. Based on the usage factors provided by individuals interviewed in a 1984 survey, the fish and aquatic-organism ingestion pathway contributed the largest radiological dose to humans utilizing products contaminated with the radionuclides in the liquid wastes discharged from the Rancho Seco Nuclear Power Generating Station in 1984.

Noether's therorem for local gauge transformations

Description: The variational methods of classical field theory may be applied to any theory with an action which is invariant under local gauge transformations. What is the significance of the resulting Noether current. This paper examines such currents for both Abelian and non-Abelian gauge theories and provides an explanation for their form and limited range of physical significance on a level accessible to those with a basic knowledge of classical field theory. Several of the more subtle aspects encountered in the application of the residual local gauge symmetry found by Becchi, Rouet, Stora, and Tyutin are also considered in detail in a self-contained manner. 23 refs.

Characterization and modification of particulate properties to enhance filtration performance

Description: This report describes the results of project activities that occurred during the period from March 1 through May 31, 1989. The organization of this report generally follows the outline of work presented in the Project Work Plan. Work performed during this period included tests under Task 2 -- Parametric Tests of Ashes and Fabrics, and Task 3 -- Survey of Methods to Modify Particle Filtration Properties. Discussion of the Task 2 work has been organized topically, rather than adhering to the activities specified in the Work Plan. Cohesive ash from the Tennessee Valley Authority's 160 MW Atmospheric Fluidized-Bed Combustor at the Shawnee Plant in Paducah, Kentucky was obtained during this quarter and has been analyzed in the laboratory. The second phase of the abstract search and review of pertinent articles included in activity 3.1 is nearly complete. A summary of this phase of the literature search is included in this report. A variety of potential conditioning agents have been evaluated during this reporting period. These agents include sodium bicarbonate, hydrated lime, various grades of fine silica powder, gasifier char, glass beads and glass fibers. The three source ashes have been mixed with these agents in different concentrations and using various mixing techniques. These tests are continuing, and this report contains a summary of the combinations evaluated during this past quarter. 17 figs., 7 tabs.

China Naval Modernization: Implications for U.S. Navy Capabilities-Background and Issues for Congress

Overview of the Federal Debt

Description: The size of current and projected federal deficits and the accumulation of federal debt are central to current congressional deliberations regarding fiscal reforms. This report provides a broad overview of the federal debt, annual budget deficits, and debt service costs. Federal debt is the accumulated sum of unrepaid borrowing by the federal government over time. The total federal debt consists of debt held by the public and intragovernmental debt. Debt owed to the public represents borrowing from entities other than the federal government, and includes borrowing from state and local governments, foreign governments and investors, the Federal Reserve System, and foreign central banks, as well as private investors in the United States.

Oxide particle size distribution from shearing irradiated and unirradiated LWR fuels in Zircaloy and stainless steel cladding: significance for risk assessment

Description: Sieve fractionation was performed with oxide particles dislodged during shearing of unirradiated or irradiated fuel bundles or single rods of UO/sub 2/ or 96 to 97% ThO/sub 2/--3 to 4% UO/sub 2/. Analyses of these data by nonlinear least-squares techniques demonstrated that the particle size distribution is lognormal. Variables involved in the numerical analyses include lognormal median size, lognormal standard deviation, and shear cut length. Sieve-fractionation data are presented for unirradiated bundles of stainless-steel-clad or Zircaloy-2-clad UO/sub 2/ or ThO/sub 2/--UO/sub 2/ sheared into lengths from 0.5 to 2.0 in. Data are also presented for irradiated single rods (sheared into lengths of 0.25 to 2.0 in.) of Zircaloy-2-clad UO/sub 2/ from BWRs and of Zircaloy-4-clad UO/sub 2/ from PWRs. Median particle sizes of UO/sub 2/ from shearing irradiated stainless-steel-clad fuel ranged from 103 to 182; particle sizes of ThO/sub 2/--UO/sub 2/, under these same conditions, ranged from 137 to 202 Similarly, median particle sizes of UO/sub 2/ from shearing unirradiated Zircaloy-2-clad fuel ranged from 230 to 957 Irradiation levels of fuels from reactors ranged from 9,000 to 28,000 MWd/MTU. In general, particle sizes from shearing these irradiated fuels are larger than those from the unirradiated fuels; however, unirradiated fuel from vendors was not available for performing comparative shearing experiments. In addition, variations in particle size parameters pertaining to samples of a single vendor varied as much as those between different vendors. The fraction of fuel dislodged from the cladding is nearly proportional to the reciprocal of the shear cut length, until the cut length attains some minimum value below which all fuel is dislodged. Particles of fuel are generally elongated with a long-to-short axis ratio usually less than 3.
