Federal Grants to State and Local Governments: A Brief History

Description: This report discusses the history of the federal grants-in-aid system, which predates the Constitution. he grants-in-aid system assumed its current form when President Franklin D. Roosevelt initiated his New Deal programs. Since Roosevelt, the grants-in-aid system has expanded, especially in the number and dollar amount of categorical grant programs.

Africa: U.S. Foreign Assistance Issues

Description: This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. Description: This report surveys U.S. automobile policy in the 1980s in order to clarify the effects of foreign lobbying. The conclusion is that the success of Japanese and other foreign lobbying on automobile policy has been mixed. Some decisions have gone their way; others have not. Their success is partly because they have aligned their efforts with those of powerful domestic interests.

The near noise field of static jets and some model studies of devices for noise reduction

Reciprocity relations in aerodynamics

Description: "Reverse flow theorems in aerodynamics are shown to be based on the same general concepts involved in many reciprocity theorems in the physical sciences. Reciprocal theorems for both steady and unsteady motion are found as a logical consequence of this approach. The Effects of a Highly Cambered Low-Drag Wing and of Auxiliary Flaps on the High-Speed Aerodynamic Characteristics of a Twin-Engine Pursuit Airplane Model

Description: Results are presented for tests of two wings, an NACA 230-series wing and a highly-cambered NACA 66-series wing on a twin-engine pursuit airplane.
