Stress Analysis of Bulk Effluent System Components in B and C Reactors

Description: This report presents a study of the stresses induced in the elbow and downcomer of the B and C Reactors (bulk effluent systems) by flow momentum and pressurization effects. It is desirable to ascertain the limitations on the bulk outlet temperatures and flow rates from a stress viewpoint; the elbow, top coverplate of downcomer, and top baffle plate being the most severely stressed components.

EVALUATION OF RANGE ESTIMATES FOR TOYOTA FCHV-ADV UNDER OPEN ROAD DRIVING CONDITIONS

Description: The objective of this evaluation was to independently and objectively verify driving ranges of >400 miles announced by Toyota for its new advanced Fuel Cell Hybrid Vehicle (FCHV-adv) utilizing 70 MPa compressed hydrogen. To accomplish this, participants from both Savannah River National Laboratory (SRNL) and the National Renewable Energy Laboratory (NREL) witnessed and participated in a 2-vehicle evaluation with Toyota Motor Engineering & Manufacturing North America, Inc. (TEMA) over a typic… more

Selenium speciation in ground water

Description: Selenium toxicity diseases in animals may occur when the intake exceeds 4 mg/kg and selenium deficiency symptoms may occur when dietary intake is less than 0.04 mg/kg. Since the selenium dietary requirement is very close to toxic concentration, it is important to understand the distribution of selenium in the environment. Selenium occurs in four oxidation states (-II, 0, +IV, and +VI) as selenide, elemental selenium, selenite and selenate. Selenate is reported as more soluble and less adsorbed … more

Design of an Eddy-Current Brake for a Sodium-Cooled Nuclear Power Reactor

Description: Two eddy-current electromagnets to act as brskes were designed and installed in the sodium-cooled nuclear pcwer reactor SRE to throttle sodium flow throughout the reactor after shutdown in order to maintain a constant reactor temperature gradient. One brake was used on the primary piping system, the other on the secondary system. It was determined that the eddy-current brake should cause a dragging pressure of 0.3 psi at a flow rate of 12 gal/min. The flux density necessary to produce this pres… more

Energy Policy: Setting the Stage for the Current Debate

Description: The Bush Administration issued its plan for a national energy policy on May 16, 2001. The plan was controversial, characterized by some as leaner on conservation and renewables than Democratic proposals, and predisposed to trade off environmental considerations to increase supply. Comprehensive energy legislation was introduced in the Senate by both parties by late March (S. 388, S. 389, S. 596, S. 597). Bills reported by several House committees (H.R. 2436, H.R. 2460, H.R. 2511, and H.R. 2587)… more

High heat generation safety issue in tank 241-C-106

Description: A `White` paper was written on the High Heat Generation Safety Issue in Tank 241-C-106. The issue is if tank 241-C-106 should start leaking, the lack of alternative cooling methods will require continued addition of water and thereby possibly increase the amount of leakage to the ground. If the current methods of cooling the tank are stopped, the sludge and concrete structure will heat to temperatures greater than established limits and may cause structural damage, leading to dome collapse and … more

Investigation of Sulfur-Tolerant Catalysts for Selective Synthesis of Hydrocarbon Liquids From Coal-Derived Gases. Quarterly Technical Progress Report, March 19-June 18, 1980

Description: A 15% Fe-3% K/sub 2/O on SiO/sub 2/ catalyst, a 15% Co-3% K/sub 2/O on SiO catalyst and a 15% CoB/SiO/sub 2/ catalyst were prepared. H/sub 2/ and CO chemisorption uptakes were measured for the catalysts prepared to date. It was noted that calcining the iron catalysts in air before reduction in flowing H/sub 2/ aided in increasing metal dispersion. Liquid and wax traps for use in the reactor system were completed as were plans for chromatographic product analysis.

Extension of Studies with 3M Empore TM and Selentec MAG *SEP SM Technologies for Improved Radionuclide Field Sampling

Description: The Savannah River Technology Center is evaluating new field sampling methodologies to more easily determine concentrations of radionuclides in aqueous systems. One methodology studied makes use of 3M EmporeTM disks. The disks are composed of selective resins embedded in a Teflon support. The disks remove the ion of interest from aqueous solutions when the solution is passed through the disk. The disk can then be counted directly to quantify the isotope of interest. Four types of disks were stu… more

The Palmolive cycle at Hanford

Description: The Palmolive program is directed toward the recovery of neptunium-237 and production of plutonium-238. The neptunium is recovered during the chemical processing of irradiated uranium and is purified and fabricated into target elements. The target elements are irradiated to produce plutonium-238 by neutron capture of neptunium-237 and are processed to provide plutonium for shipment to the final customer and neptunium for recycle within the system. This report summarizes a preliminary engineerin… more

Kinetic Profiles in NSTX Plasmas

Description: The National Spherical Torus Experiment (NSTX) is a low aspect ratio (R/a approximately 1.3) device with auxiliary heating from neutral-beam injection (NBI) and high-harmonic fast-wave heating (HHFW). Typical NSTX parameters are R(subscript ''0'') = 85 cm, a = 67 cm, I(subscript ''p'') = 0.7-1.4 MA, B(subscript ''phi'') = 0.25-0.45 T. Three co-directed deuterium neutral-beam sources have injected P(subscript ''NB'') less than or equal to 4.7 MW. HHFW plasmas typically have delivered P(subscript… more

Flat Tax Proposals and Fundamental Tax Reform: An Overview

Description: The idea of replacing our current income tax system with a “flat-rate tax” is receiving renewed congressional interest. Although referred to as “flat-rate taxes,” many of the current proposals go much further than merely adopting a flat-rate tax structure. Some involve significant income tax base broadening while others entail changing the tax base from income to consumption.

Value-Added Tax as a New Revenue Source

Description: Some Members of Congress have expressed interest in the feasibility of using a value-added tax (VAT) to either replace all or part of the income tax or finance health care reform. A VAT is imposed at all levels of production on the differences between firms' sales and their purchases from all other firms. Policymakers may be interested in the following aspects of a VAT: revenue yield, international comparison of composition of taxes, vertical equity, neutrality, inflation, balance-of-trade, nat… more

A Value-Added Tax Contrasted with a National Sales Tax

Description: Proposals to replace all or part of the income tax and proposals for national health care have sparked congressional interest in possible sources of additional revenue. A value-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have significant differences. This issue brief discusses some of the potential policy im… more
