A quiet operating I. C. engine with complete highly efficient expansion cycle

Description: A program for the development of a quiet operating internal combustion engine with complete highly efficient expansion cycle was administered by the Department of Energy on June 14, 1988 through December 13, 1989. An extension, modification M001 to the contract allowed up to June 12, 1991 to complete this work. The extension was granted in order for Engine Research Associates, Inc. (ERA) to continue the development of the engine on its own funds to a level of performance required for an independent testing facility to test and report on the engine's performance. As it turned out, we were not able to complete all of the detailed development work under ERA, Inc. funding necessary to bring the engine up to a sufficient development status to allow an independent test lab to complete the full-up performance testing on the engine. However, we have incorporated enough refinements to be able to complete a somewhat restricted dynamometer test program on the engine using the ERA acquired dynamometer. A discussion of these refinements and how we were able to conduct a refined test is discussed under program accomplishments.

Cost analysis in support of minimum energy standards for clothes washers and dryers

Description: The results of the cost analysis of energy conservation design options for laundry products are presented. The analysis was conducted using two approaches. The first, is directed toward the development of industrial engineering cost estimates of each energy conservation option. This approach results in the estimation of manufacturers costs. The second approach is directed toward determining the market price differential of energy conservation features. The results of this approach are shown. The market cost represents the cost to the consumer. It is the final cost, and therefore includes distribution costs as well as manufacturing costs.

Simple model of a plutonium nitrate concentrator

Description: A simple mathematical model of a plutonium nitrate evaporator/concentrator is described and computer code calculations are tested against results from a more complex model. The computer code is capable of computing transient responses of the system to arbitrary stimuli input by the user in an interactive mode. The model is described in detail including mass and energy conservation equations as well as boundary conditions and other system constraints. A closed form solution which is valid under restricted conditions is also described. The results show agreement within a few percent between the simple and complex model calculations.

Nitrogen oxide abatement by distributed fuel addition. [Reburning, mixing, effect of concentration of nitrogen]

Description: Reburning experiments are presented in which the effect of the primary flame mode is examined. The application of reburning downstream of an axial diffusion primary flame without swirl is compared to reburning results in which the primary flame is premixed. The comparison is qualitative and is intended to examine reburning under more realistic conditions of utility boilers, where premixed flames are not common. Experimental results of reburning tests using nitrogen containing reburning fuels (ammonia doped natural gas and coal) are presented. The effect of reburning fuel type and nitrogen content on nitrogenous species profiles in the reburn zone are discussed. The last section is concerned with the applications of the kinetic model to predict overall reburning effectiveness from the primary NO level and to identify configuration for low total fixed nitrogen concentration. The effects of mixing in the early stage of reburning are examined and appropriate corrections are incorporated with the kinetic model to allow the prediction of nitrogenous species concentrations in the region where mixing effects are important. An empirical correlation is used to estimate the conversion of the total fixed nitrogen in the reburn zone to NO in the final stage of reburning. The kinetic model is also applied to the testing of hypothetical fuel-rich configurations to identify kinetic limits that would prevent further reductions in nitrogenous species.

Preliminary theoretical acoustic and rf sounding calculations for MILL RACE

Description: As participant in DOE/ISA's Ionospheric Monitoring Program, LLNL has the responsibility of providing theoretical understanding and calculational support for experimental activities carried out by Los Alamos National Laboratory in using ionospheric sounders to remotely detect violent atmospheric phenomena. We have developed a system of interconnected computer codes which simulate the entire range of atmospheric and ionospheric processes involved in this remote detection procedure. We are able to model the acoustic pulse shape from an atmospheric explosion, the subsequent nonlinear transport of this energy to all parts of the immediate atmosphere including the ionosphere, and the propagation of high-frequency ratio waves through the acoustically perturbed ionosphere. Los Alamos' coverage of DNA's MILL RACE event provided an excellent opportunity to assess the credibility of the calculational system to correctly predict how ionospheric sounders would respond to a surface-based chemical explosion. In this experiment, 600 tons of high explosive were detonated at White Sands Missile Range at 12:35:40 local time on 16 September 1981. Vertical incidence rf phase sounders and bistatic oblique incidence rf sounders fielded by Los Alamos and SRI International throughout New Mexico and southern Colorado detected the ionospheric perturbation that ensued. A brief account of preliminary calculations of the acoustic disturbance and the predicted ionospheric sounder signatures for MILL RACE is presented. (WHK)

An analysis of the tritium content in fish from Upper Three Runs Creek

Description: In November of 1988 the F/H-area effluent treatment facility (ETF) began releasing treated waste water to Upper Three Runs Creek. Previous to that time, there has been minimal discharge of plant waste water to this tributary of the Savannah River. The ETF is designed to remove the toxic and radioactive waste materials from the effluent stream and to meet the discharge limits of the South Carolina Department of Health and Environmental Control (SCDHEC). The only radioactive nuclide not removed by the process is tritium. Tritium, an isotope of hydrogen, is chemically associated with the water molecules in the waste stream and can not be economically removed at this time. The objective of this study was to determine the relationship between the concentration of tritium in the stream water and the concentration of tritium in the fish. Fish collections were made at two locations. The most upstream location was 50 meters downstream from the SRS Road C bridge. This is immediately downstream of the effluent discharge pipe from the ETF. The other location was at the bridge of SRS Road A (SC Highway 125). The water is removed from the fish by freeze drying under vacuum. This study suggests that, on the average, the tritium concentration of fish in Upper Three Runs Creek will be in equilibrium with the tritium in the water of the creek. The water in the fish comes into equilibrium with the water in the stream quite rapidly and it is quite likely that any single fish sampled will be higher or lower in tritium content of an integrated water sample, such as those collected by the Environmental Monitoring samplers. Extreme ultraviolet and soft x-ray diagnostics of high-temperature plasmas

Description: This report describes recent progress and plans for calendar year 1987 in the Johns Hopkins University program to develop and improve spectroscopic diagnostics for the high temperature plasmas used in magnetic fusion research. An EUV spectrograph which provides time resolved spectra along fifteen chords of a plasma device has been completed and evaluation on DIII-D will began in late 1986. Other instrumentation work includes the evaluation of a sensitive detector for ion temperature/velocity distribution determinations and a feasibility study of Zeeman polarimetry for determining magnetic fields. A comprehensive data set taken on the TEXT tokamak is undergoing analysis as a means of improving the ionic parameters used in diagnostic studies and to expand the capabilities of existing instruments. Potential new advanced in spectroscopic technology are being monitored to determine if they provide advantages for fusion research.

Executive-style briefings on selected repository design issues

Description: This document is a collection of executive-style briefings on selected repository design issues. Most of the briefings discuss differences between the US repository design bases presented in US Working Draft on Repository Physical Descriptions in a Salt Formation, prepared in support of INFCE discussions of May 1978 and the FRG-Netherlands design bases, presented in Design Study of a Radioactive Waste Repository to be Mined in a Medium-Size Salt Dome by Hamstra and Velzeboer, Netherlands Energy Research Foundation, January 1978. Advantages and disadvantages of the two sets of design bases are discussed, and the impacts of adopting either of these bases on the other's programs and positions are identified.

Monitoring the response of the upper troposphere/lower stratosphere to a greenhouse gas scenario

Description: The emission interferometer system deployed at a high elevation site in the foothills of the Rocky Mountains. Spectra and atmospheric soundings were collected under various sky conditions. Spectra were collected at different observation zenith angles to investigate those portions of the spectrum most sensitive to changes in atmospheric path. The stability of the 60{degrees}/O{degrees} radiance ratios have been evaluated for the small number of clear sky spectra collected to date. Initial results indicate that the ratio is constant to about 0.5% (excluding large variations in the temperature structure) for clear sky cases. The ratio also shows sensitivity even to thin cloudiness. Examination of the spectra in the atmospheric window region shows that the slope of the floor of the spectra is sensitive even to near sub-visual cirrus conditions. A temperature and gaseous concentration retrieval algorithm has been acquired to investigate the more conventional inversion to the current problem. A high speed computer workstation has been acquired to facilitate this phase of the research. 1 ref., 5 figs.

A microstructural study of creep and thermal fatigue deformation in 60Sn-40Pb solder joints

Description: Thermal fatigue failures of solder joints in electronic devices often arise from cyclic shear strains imposed by the mismatched thermal expansion coefficients of the materials that bind the joint as temperature changes are encountered. Increased solder joint reliability demands a fundamental understanding of the metallurigical mechanisms that control the fatigue to design accurate accelerated probative tests and new, more fatigue resistant solder alloys. The high temperatures and slow strain rates that pertain to thermal fatigue imply that creep is an important deformation mode in the thermal fatigue cycle. In this work, the creep behaviour of a solder joint is studied to determine the solder's microstructural response to this type of deformation and to relate this to the more complex problem of thermal fatigue. It is shown that creep failures arise from the inherent inhomogeneity and instability of the solder microstructure and suggest that small compositional changes of the binary near-eutectic Pn-Sn alloy may defeat the observed failure mechanisms. This work presents creep and thermal fatigue data for several near-eutectic Pb-Sn solder compositions and concludes that a 58Sn-40Pb-2In and a 58Sn-40Pb-2Cd alloy show significantly enhanced fatigue resistance over that of the simple binary material. 80 refs., 33 figs., 1 tab.

A Main Ring bunch length monitor by detecting two frequency components of the beam

Description: The bunch length is measured by detecting two revolution frequency harmonics of the beam and taking the ratio of their amplitudes. Two heterodyne receivers have been made to direct them, one at 53MHz and the other at 159MHz. These signals are picked-up by a stripline detector. An analog circuit provides a signal proportional to the bunch length. The monitor measures variation of the bunch length as a function of time in the Main Ring. The measured signal, which sometimes shows that the bunches are tumbling in phase space, can be damped by feedback to the RF amplitude modulator. 9 refs., 12 figs., 1 tab.

Legislative Procedures for Adjusting the Public Debt Limit: A Brief Overview

Description: Almost all borrowing by the federal government is conducted by the Treasury Department, within the restrictions established by a single, statutory limit on the total amount of debt that may be outstanding at any time.1 In a few instances, agencies such as the Tennessee Valley Authority operate within their own borrowing limits established separately in law. For years, the public debt limit has been codified in Section 3101(b) of Title 31, United States Code. Periodic adjustments in the debt limit take the form of amendments to 31 U.S.C. 3101(b), usually by striking the current dollar limitation and inserting a new one. In the past, such changes to the debt limit have been either permanent or temporary.

Nuclear Power Plant Design and Seismic Safety Considerations

Iran Sanctions

Description: This report focuses on the United States' relationship with Iran and how the Obama Administration is handling prior administration's economic sanctions against Iran. The Obama Administration's policy approach toward Iran has contrasted with the Bush Administration's by attempting to couple the imposition of sanctions to an active and direct U.S. effort to negotiate with Iran on the nuclear issue. That approach was not initially altered because of the Iranian dispute over its June 12, 2009, elections. However, with subsequent negotiations yielding no firm Iranian agreement to compromise, since early 2010 the Administration has focused on achieving the imposition of additional U.N., U.S., and allied country sanctions whose cumulative effect would be to compel it to accept a nuclear bargain.

Arms Control and Nonproliferation: A Catalog of Treaties and Agreements

Description: This report provides an overview of many of the key arms control and nonproliferation agreements and endeavors of the past 40 years. It is divided into three sections. The first describes arms control efforts between the United States and the states of the former Soviet Union, covering both formal, bilateral treaties, and the cooperative threat reduction process. The second section describes multilateral nuclear nonproliferation efforts, covering both formal treaties and less formal accommodations that have been initiated in recent years. The final section reviews treaties and agreements that address chemical, biological, and conventional weapons.

Exemptions for Firearms in Bankruptcy

Description: The U.S. Supreme Court's decisions regarding the nature of the people's right to "keep and bear arms," as guaranteed in the Second Amendment to the U.S. Constitution, has focused some interest on the extent to which firearms are protected from the reach of creditors under either federal or state laws. State laws protecting certain property from creditors' claims may be used both in and outside of the bankruptcy context. Federal law may also protect certain property from creditors' claims in bankruptcy.

DNA Testing in Criminal Justice: Background, Current Law, Grants, and Issues

Description: This report provides an overview of how DNA is used to investigate crimes and help protect the innocent. It also reviews current statutory law on collecting DNA samples, sharing DNA profiles generated from those samples, and providing access to post-conviction DNA testing. The report also includes a summary of grant programs authorized by Congress to assist state and local governments with reducing DNA backlogs, provide post-conviction DNA testing, and promote new technology in the field.
