Air Pollution and the Siting of Fossil Fuel Power Plants

Description: The decision to locate a fossil-fueled electrical power plant on a particular site involves trade-offs among the costs of: (1) land acquisition, (2) plant construction, operation, and maintenance, (3) power transmission, and (4) air pollution damage to humans, animals, plants and materials. The fourth of these, pollution costs, has been of great concern in recent years. But seldom, if ever, are the specific dollar trade-offs between the environmental and the other costs associated with site sel… more

Methods for analysis of trace elements in coal, coal fly ash, soil, and plant samples. [59 refs]

Description: Results of a literature search are presented, and analytical methods are proposed for studies of trace elements in coal, coal ash residue, soil, and vegetation. Increased trace element levels in soils and plants collected near power plants have been reported by several investigators. Many sample dissolution and analysis techniques were used in the reported studies. A nine-laboratory comparison of trace element analyses for a variety of methods showed excessive variation relative to quoted uncer… more

Power plant siting; an application of the nominal group process technique

Description: The application of interactive group processes to the problem of facility siting is examined by this report. Much of the discussion is abstracted from experience gained in applying the Nominal Group Process Technique, an interactive group technique, to the identification and rating of factors important in siting nuclear power plants. Through this experience, interactive group process techniques are shown to facilitate the incorporation of the many diverse factors which play a role in siting. In… more

Dynamic analysis of the environmental and social impacts of coal development in the eastern Powder River Basin of Wyoming, 1960--2010

Description: A dynamic regional coal development model is constructed for the Eastern Powder River Basin of Wyoming. Using this model, alternative development schedules from a recent environmental impact statement submitted to the Department of the Interior are simulated. These alternatives include different mixes of export capacity, different coal conversion techniques within the region, as well as various levels of coal production. Exportation of 70 to 80 percent of an ultimate coal production of 180 mill… more

Estimating agricultural production and its response to SO/sub 2/ in the Pacific Northwest. [Fossil-fuel power plant effluents]

Description: The construction and operation of a coal-fired power plant and associated support facilities (mines, roads, towns, tracks) present a significant impact on the natural and man-made ecosystems in the surrounding area. The major sources of impact are changes in the land area available for agriculture, changes in crops cultivated in the remaining area, and the effects of stack effluents on plant growth and production. This paper describes a potentially useful means of estimating agricultural produc… more

Retrofitted feedwater heat storage for steam electric power stations peaking power engineering study. Final report

Description: The technical and economic feasibility of retrofitting existing nuclear or fossil-fueled steam power plants with feedwater thermal energy storage (TES) systems for peaking power applications was investigated. A major objective of the study was to determine if retrofitted thermal energy storage (RTES) systems could result in significant fuel savings in oil- and gas-fired peaking plants. From this study it was concluded that RTES require high capital expenditure, excessive plant downtime for inst… more

Description: Input-output capital coefficients are presented for five electric and seven non-electric energy technologies. They describe the durable goods and structures purchases (at a 110 sector level of detail) that are necessary to expand productive capacity in each of twelve energy source sectors. Coefficients are defined in terms of 1967 dollar purchases per 10/sup 6/ Btu of output from new capacity, and original data sources include Battelle Memorial Institute, the Harvard Economic Research Project, … more

Study of the extractability of alumina from fly ash by the lime-sinter process. [78 refs. ; appendix]

Description: The exploratory work combined with the derived results made it possible to reach the following conclusions. Magnetic separation of fly ash in water will dissolve all the sulfur contained in the original fly ash. Although it will recover less iron in the magnetic fraction than the wet separation, the dry separation is more convenient. It is not necessary to use a very high pressure to make pellets, since the alumina recovery percentage does not increase with the pressure. A pressure of 8000 psi … more

Contamination of groundwater by heavy metals from the land disposal of fly ash. Technical progress report, June 1, 1976--August 31, 1976

Description: A useful method of differentiating surface from total heavy metals associated with fly ash is selective extraction for those metal oxide sinks (Fe, Al, Mn) with which the heavy metals have become associated. This association is important in defining the release of the metals in aqueous environments. This desorption, as well as subsequent adsorption onto local soil matter is pH dependent, lower pH values favoring greater release or less adsorption in the system. Another aspect of trace metal che… more
