Routine environmental monitoring schedule, calendar year 1997

Description: This document provides the Environmental Restorations Contractor (ERC) and the Project Hanford Management Contractor.(PHMC) a schedule in accordance with the WHC-CM-7-5, Environmental Compliance` and BHI- EE-02, Environmental Requirements, of monitoring and sampling routines for the Near-Field Monitoring (NFM) program during calendar year (CY) 1997. Every attempt will be made to consistently follow this schedule; any deviation from this schedule will be documented by an internal memorandum (DSI) explaining the reason for the deviation. The DSI will be issued by the scheduled performing organization and directed to Near-Field Monitoring. The survey frequencies for particular sites are determined by the technical judgment of Near- Field Monitoring and may depend on the site history, radiological status, use, and general conditions. Additional surveys may be requested at irregular frequencies if conditions warrant. All radioactive wastes sites are scheduled to be surveyed at least annually. Any newly discovered wastes sites not documented by this schedule will be included in the revised schedule for CY 1998. The outside perimeter road surveys of 200 East and West Area and the rail survey from the 300 Area to Columbia Center will be performed in the year 2000 per agreement with Department of Energy. Richland Field Office. This schedule does not discuss staffing needs, nor does it list the monitoring equipment to be used in completing specific routines. Personnel performing routines to meet this schedule shall communicate any need for assistance in completing these routines to Radiological Control management and Near-Field Monitoring. Findings of the wetland survey of the David Witherspoon, Inc., 1630 Site, South Knoxville, Knox County, Tennessee

Description: In accordance with Department of Energy (DOE) Regulations surveys for wetland presence or absence were conducted in September 1996 on the DWI-1630 site (Witherspoon Landfill) located in South Knoxville, Knox County, Tennessee. The DWI-1630 site includes a closed, capped landfill area, areas of past disturbance adjacent to the capped area, and patches of hardwood forest. Wetlands were identified on the landfill cap and in a small bottomland that was formerly used for a retention pond in the southwest corner of the DWI-1630 site. The wetlands identified on the cap are man-induced, atypical situation wetlands. These areas have hydrophytic vegetation and wetland hydrology, but the soils do not have hydric characteristics. Wetland development appears to be due to a combination of the grading or subsidence of the clay landfill cap, the low permeability of the clay fill soil, and the absence of surface drainage outlets from the depressions. These atypical situation wetland areas may not be considered by the US Army Corps of Engineers or the State of Tennessee to be jurisdictional wetlands. The wetland in the former retention pond area has hydrophytic vegetation, wetland hydrology, and hydric soils and is a jurisdictional wetland.

The Low-Level Radioactive Waste Forum is an association of state and compact representatives appointed by governors and compact commissions, established to facilitate state and compact commission implementation of the Low- Level Radioactive Waste Policy Act of 1980 and the Low-Level Radioactive Waste Policy Amendments Act of 1985 and to promote the objectives of low-level radioactive waste regional compacts. The Forum provides an opportunity for states and compacts to share information with one another and to exchange views with officials of federal agencies and other interested parties.

Exploring aggregate economic damage functions due to climate change

Description: A number of issues need to be considered when developing aggregated economic damage functions due to climate change. These include: (i) identification of production processes vulnerable to climate change, (ii) an understanding of the mechanism of vulnerability, (iii) the rate of technological advance and diffusion (iv) the issue of detection of damages and availability of response options. In this paper we will explore the implications of these considerations with the aid of an illustrative model. The findings suggest that there is a significant upward bias in damage functions calculated without consideration of these issues. Furthermore, this systematic bias is larger as climate change increases. We believe the approach explored here is a more suitable model for adoption in future integrated assessments of climate change.

Site environmental report for calendar year 1997, Yucca Mountain Site, Nye County, Nevada

Description: This document is the seventh annual Site Environmental Report (SER) submitted by the Yucca Mountain Site Characterization Office (YMSCO) to describe the environmental program implemented by the US Department of Energy (DOE) at Yucca Mountain. As prescribed by the Nuclear Waste Policy Act (NWPA, 1982), this program ensures that site characterization activities are conducted in a manner that minimizes any significant adverse impacts to the environment and complies with all applicable laws and regulations. The most recent guidelines for the preparation of the SER place major emphasis on liquid and gaseous emissions of radionuclides, pollutants or hazardous substances; human exposure to radionuclides; and trends observed by comparing data collected over a period of years. To date, the YMP has not been the source of any radioactive emissions or been responsible for any human exposure to radionuclides. Minuscule amounts of radioactivity detected at the site are derived from natural sources or from dust previously contaminated by nuclear tests conducted in the past at the NTS. Because data for only a few years exist for the site, identification of long-term trends is not yet possible. Despite the lack of the aforementioned categories of information requested for the SER, the YMP has collected considerable material relevant to this report. An extensive environmental monitoring and mitigation program is currently in place and is described herein. Also, as requested by the SER guidelines, an account of YMP compliance with appropriate environmental legislation is provided.

Environmental assessment of facility operations at the U.S. Department of Energy Grand Junction Projects Office, Grand Junction, Colorado

Description: The US Department of Energy (DOE) has prepared a sitewide environmental assessment (EA) of the proposed action to continue and expand present-day activities on the DOE Grand Junction Projects Office (GJPO) facility in Grand Junction, Colorado. Because DOE-GJPO regularly proposes and conducts many different on-site activities, DOE decided to evaluate these activities in one sitewide EA rather than in multiple, activity-specific documents. On the basis of the information and analyses presented in the EA, DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment, as defined by the National Environmental Policy Act (NEPA) of 1969. Therefore, preparation of an environmental impact statement is not required for facility operations, and DOE is issuing this Finding of No Significant Impact (FONSI).

Polychlorinate biphenyls (PCB) analysis report for solid sample for 219S tank 102

Description: One waste sample was analyzed (with duplicate, matrix spike, and matrix spike duplicate) for PCBs as Aroclor mixtures by the Inorganic/Organic Chemistry Group. A soxhlet extraction procedure was used for extraction of the Aroclors from the sample. Analysis was performed using dual column confirmation gas chromatography/electron capture detection (GC/ECD). Extraction follows closely method 354 C of SW-846, analysis follows SW-846 method 8082. A cross reference of laboratory sample number to the customer identification is given in a table.

Corrective Action Investigation Plan for the Central Nevada Test Area Subsurface Sites (Corrective Action Unit No. 443)

Description: This Corrective Action Investigation Plan (CAIP) describes the U.S. Department of Energy`s (DOE`s) planned environmental investigation of the subsurface Central Nevada Test Area (CNTA) Corrective Action Unit (CAU) No. 443. The CNTA is located in Hot Creek Valley in Nye County, Nevada, adjacent to U.S. Highway 6, about 48 kilometers (km) (30 miles [mi]) north of Wann Springs, Nevada. The CNTA was the site of Project Faultless, a nuclear device detonated in the subsurface by the U.S. Atomic Energy Commission (AEC) in January 1968. The purposes of this test were to gauge the seismic effects of a relatively large, high-yield detonation completed in Hot Creek Valley (outside the Nevada Test Site) and to determine the suitability of the site for future large detonations. The yield of the Faultless test was between 200 kilotons and 1 megaton. Two similar tests were planned for the CNTA, but neither of them was completed (AEC, 1974).

Environmental effects of growing short-rotation woody crops on former agricultural lands

Description: Field-scale studies in the Southeast have been addressing the environmental effects of converting agricultural lands to biomass crop production since 1994. Erosion, surface water quality and quantity and subsurface movement of water and nutrients from woody crops, switchgrass and agricultural crops are being compared. Nutrient cycling, soil physical changes and crop productivity are also being monitored at the three sites. Maximum sediment losses occurred in the spring and fall. Losses were greater from sweetgum planted without a cover crop than with a cover crop. Nutrient losses of N and P in runoff and subsurface water occurred primarily after spring fertilizer application.

Environmental assessment for the Strategic Petroleum Reserve Big Hill facility storage of commercial crude oil project, Jefferson County, Texas

Description: The Big Hill SPR facility located in Jefferson County, Texas has been a permitted operating crude oil storage site since 1986 with benign environmental impacts. However, Congress has not authorized crude oil purchases for the SPR since 1990, and six storage caverns at Big Hill are underutilized with 70 million barrels of available storage capacity. On February 17, 1999, the Secretary of Energy offered the 70 million barrels of available storage at Big Hill for commercial use. Interested commercial users would enter into storage contracts with DOE, and DOE would receive crude oil in lieu of dollars as rental fees. The site could potentially began to receive commercial oil in May 1999. This Environmental Assessment identified environmental changes that potentially would affect water usage, power usage, and air emissions. However, as the assessment indicates, changes would not occur to a major degree affecting the environment and no long-term short-term, cumulative or irreversible impacts have been identified.

Long-term surveillance plan for the Burro Canyon disposal cell, Slick Rock, Colorado

Description: This long-term surveillance plant (LTSP) describes the US Department of energy`s (DOE) long-term care program for the Uranium Mill Tailings Remediation Action (UMTRA) Project`s burro Canyon disposal cell in San Miguel County, Colorado. This LTSP describes the long-term surveillance program the DOE will implement to ensure that the Burro Canyon disposal cell performs as designed. The program is based on site inspections to identify threats to disposal cell integrity. No ground water monitoring will be required at the Burro Canyon disposal cell because the ground water protection strategy is supplemental standards based on low-yield from the upper-most aquifer.

Identification of undeveloped hydropower resources in the United States based on environmental, legal, and institutional attributes

Description: The Hydropower Evaluation Software (HES) is used to model the undeveloped hydropower potential in the US. It was developed for the US Department of Energy (DOE) by the Idaho National Engineering and Environmental Laboratory (INEEL) in response to National Energy Strategy requirements. The HES models the environmental, legal, and institutional attributes present at potential hydropower sites, and calculates a regional or state total of the undeveloped hydropower potential. The site attributes and characteristics can be entered into the menu-driven model on a site-by-site basis, as well as downloaded from existing information sources such as the Federal Energy Regulatory Commission`s (FERC) Hydroelectric Power Resources Assessment Inventory and the Department of Interior`s National Rivers Inventory.

Site environmental report for 1996

Description: To help verify effective protection of public safety and preservation of the environment, Sandia National Laboratories (SNL)/California maintains an extensive, ongoing environmental monitoring program. This program monitors all significant airborne and liquid effluents and the environment at the SNL/California site perimeter. Lawrence Livermore National Laboratory (LLNL) performs off-site environmental monitoring for both sites. These monitoring efforts ensure that emission controls are effective in preventing contamination of the environment. As part of SNL/California`s Environmental Monitoring Program, an environmental surveillance system measures the possible presence of radioactive and hazardous materials in ambient air, surface water, groundwater, sewage, soil, vegetation, and locally produced food-stuffs. The program also includes an extensive environmental dosimetry program, which measures external radiation levels around the Livermore site and nearby vicinity. Each year, the results of the Environmental Monitoring Program are published in this report, the Site Environmental Report. This executive summary focuses on impacts to the environment and estimated radiation doses to the public from site emissions. Chapter 3, {open_quotes}Compliance Summary,{close_quotes} reviews the site`s various environmental protection activities and compliance status, with applicable environmental regulations. The effluent monitoring and environmental surveillance results for 1996 show that SNL/California operations had no harmful effects on the environment or the public. 37 figs., 12 tabs.

Final rapid reactivation project environmental assessment

Description: The US Department of Energy (DOE) has prepared an environmental assessment (EA) for the Rapid Reactivation Project at Sandia National Laboratories, New Mexico. The EA analyzes the potential effects of a proposal to increase production of neutron generators from the current capability of 600 units per year up to 2,000 units per year. The project would use existing buildings and infrastructure to the maximum extent possible to meet the additional production needs. The increased production levels would necessitate modifications and additions involving a total area of approximately 26,290 gross square feet at Sandia National Laboratories, New Mexico, Technical Area 1. Additional production equipment would be procured and installed. The no-action alternative would be to continue production activities at the current capability of 600 units per year. The EA analyzes effects on health, safety, and air quality, resulting from construction and operation and associated cumulative effects. A detailed description of the proposed action and its environmental consequences is presented in the EA.

Quarterly environmental radiological survey summary -- fourth quarter 1997: 100, 200, 300, and 600 areas

Description: Routine radiological surveys are part of near-facility environmental monitoring which monitors and helps direct the reduction of the radiological areas at the Hanford Site. The routine radiological surveys are performed by the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group as directed by Environmental Monitoring and Investigations. The surveys performed have included inactive waste sites; outdoor radiological control areas; tank farm perimeters and associated diversion boxes, lift stations, and vent stations; perimeters of active or uncovered waste sites such as burial grounds, retention basins, ponds, process trenches, and ditches; underground pipelines; and road and rail surfaces. This report provides a synopsis of the radiological surveys performed in support of near-facility environmental monitoring at the Hanford Site during calendar year 1997. The Fourth Quarter 1997 survey results and the status of actions required are also discussed. A waste site survey schedule, Routine Environmental Monitoring Schedule Calendar Year 1997, WHC-SP-0098-8, was developed by Environmental Monitoring and Investigations and reviewed by the Southern Area Remediation Support Group and the Site Support Services Radiological Control Group. Environmental Monitoring and Investigations reviews the radiological survey reports and files a copy for historical purposes and reference. Radiological conditions are tracked and trends noted. All sites are surveyed at least once each year. The survey frequencies for particular sites are based on site history, radiological conditions, and general maintenance. Special surveys may be conducted at irregular frequencies if conditions warrant (e.g., growth of deep-rooted vegetation is noted at a waste site). Radiological surveys are conducted to detect surface contamination and document changes in vegetation growth, biological intrusion, erosion, and general site maintenance conditions. Environmental assessment, expanded Ponnequin wind energy project, Weld County, Colorado

Description: The US Department of Energy (DOE) has considered a proposal from the State of Colorado, Office of Energy Conservation (OEC), for funding construction of the Expanded Ponnequin Wind Project in Weld County, Colorado. OEC plans to enter into a contracting arrangement with Public Service Company of Colorado (PSCo) for the completion of these activities. PSCo, along with its subcontractors and business partners, are jointly developing the Expanded Ponnequin Wind Project. The purpose of this Final Environmental Assessment (EA) is to provide DOE and the public with information on potential environmental impacts associated with the Expanded Ponnequin Wind Energy Project. This EA, and public comments received on it, were used in DOE`s deliberations on whether to release funding for the expanded project under the Commercialization Ventures Program.
