L-325 Sagebrush Habitat Mitigation Project: FY2009 Compensation Area Monitoring Report

Description: Annual monitoring in support of the Fluor Daniel Hanford Company (Fluor) Mitigation Action Plan (MAP) for Project L-325, Electrical Utility Upgrades was conducted in June 2009. MAP guidelines defined mitigation success for this project as 3000 established sagebrush transplants on a 4.5 ha mitigation site after five monitoring years. Annual monitoring results suggest that an estimated 2130 sagebrush transplants currently grow on the site. Additional activities in support of this project included gathering sagebrush seed and securing a local grower to produce between 2250 and 2500 10-in3 tublings for outplanting during the early winter months of FY2010. If the minimum number of seedlings grown for this planting meets quality specifications, and planting conditions are favorable, conservative survival estimates indicate the habitat mitigation goals outlined in the MAP will be met in FY2014.

Evaluation of Life-Cycle Assessment Studies of Chinese Cement Production: Challenges and Opportunities

Description: The use of life-cycle assessment (LCA) to understand the embodied energy, environmental impacts, and potential energy-savings of manufactured products has become more widespread among researchers in recent years. This paper reviews recent LCA studies in the cement industry in China and in other countries and provides an assessment of the methodology used by the researchers compared to ISO LCA standards (ISO 14040:2006, ISO 14044:2006, and ISO/TR 14048:2002). We evaluate whether the authors provide information on the intended application, targeted audience, functional unit, system boundary, data sources, data quality assessment, data disaggregation and other elements, and draw conclusions regarding the level of adherence to ISO standards for the papers reviewed. We found that China researchers have gained much experience during last decade, but still have room for improvement in establishing boundaries, assessing data quality, identifying data sources, and explaining limitations. The paper concludes with a discussion of directions for future LCA research in China.

Solar production of industrial process steam for the Lone Star Brewery. Final report

Description: This report outlines the detailed design and system analysis of a solar industrial process steam system for the Lone Star Brewery. The industrial plant has an average natural gas usage of 12.7 MMcf per month. The majority of this energy goes to producing process steam of 125 psi and 353/sup 0/F at about 50,000 lb/h, with this load dropping to about 6000 lb/h on the weekends. The maximum steam production of the solar energy system is about 1700 lb/h. The climatic conditions at the industrial site give 50% of the possible amount of sunshine during the winter months and more than 70% during the summer months. The long-term yearly average daily total radiation on a horizontal surface is 1574 Btu/day-ft/sup 2/, the long-term yearly average daytime ambient temperature is 72/sup 0/F, and the percentage of clear day insolation received on the average day of the year is 62%. The solar steam system will consist of 9450 ft/sup 2/ of Solar Kinetics T-700 collectors arranged in fifteen 90-ft long rows through which 67.5 gpm of Therminol T-55 is pumped. This hot Therminol then transfers the heat collected to a Patterson-Kelley Series 380 unfired steam boiler. The solar-produced steam is then metered to the industrial process via a standard check valve. The thermal performance of this system is projected to produce about 3 million lbs of steam during an average weather year, which is approximately 3 billion Btu's. As with any prototype system, this steam system cannot be justified for purely economic reasons. It is estimated, however, that if the cost of the collectors can be reduced to a mass production level of $3 per lb then this type of system would be cost effective in about six years with the current government incentives and a fuel escalation rate of 10%. Solar production of industrial process steam at Ore-Ida frozen-fried-potato plant

Description: TRW is designing a system for the demonstration of the Solar Production of Industrial Process Steam. Included, besides the Conceptual Design, is an Environmental Impact Assessment and a System Safety Analysis report. The system as proposed and conceptualized consists of an array of 9520 square feet of parabolic trough concentrating solar energy collectors which generate pressurized hot water. The pressurized water is allowed to flash to steam at 300 psi (417/sup 0/F) and fed directly into the high pressure steam lines of the Ore-Ida Foods, Inc., processing plant in Ontario, Oregon. Steam is normally generated in the factory by fossil-fired boilers and is used by means of a steam-to-oil heat exchanger for the process of frying potatoes in their frozen food processing line. The high pressure steam is also cascaded down to 125 psi for use in other food processing operations. This solar system will generate 2 x 10/sup 6/ Btu/hr during peak periods of insolation. Steam requirements in the plant for frying potatoes are: 43 x 10/sup 6/ Btu/hr at 300 psi and 52 x 10/sup 6/ Btu/hr at the lower temperatures and pressures. The Ontario plant operates on a 24 hr/day schedule six days a week during the potato processing campaigns and five days a week for the remainder of the year. The seventh day and sixth day, respectively, use steam for cleanup operations. An analysis of the steam generated, based on available annual insolation data and energy utilized in the plant, is included.

Solar production of industrial process steam for the Lone Star Brewery. Conceptual design report

Description: The project conceptual design activities are divided into six parts: Industrial Plant, Conceptual System Design, Collector Selection, Heat Transfer Fluid Selection, Site Fabrication, and Engineered Equipment. Included is an overview of the solar steam system and a brief discussion on the environmental impact of the project as well as the safety considerations of the system design. The effect of the solar system on the environment is negligible, and the safety analysis of the system indicates the considerations to be taken to minimize any potential safety hazard due to contamination of the food product or to fire. Both of these potential hazards are discussed in detail. Both the question of product contamination and the question of potential fire hazards will be presented to the industrial partner's safety committee so that the selection of the heat transfer fluid meets with their approval.

Agriculture: Bioconversion of sugar cane molasses

Description: Auxein Corporation is demonstrating for commercial use an organic acid phytochelate, derived from what would otherwise be a discarded portion of sugar cane, that could increase the domestic sugar industry's profit margin from near zero to 7%. Along with helping a struggling industry, the phytochelate will bring substantial improvements to crop and tree production and greatly reduce the environmental threat posed by nitrogen-based fertilizers. Currently, the amount of fertilizer used produces harmful levels of run-off that contaminates ground water with unwanted nitrogen. By utilizing organic acid phytochelates, which assist plant growth by unlocking minerals stored in soil, fertilizer use can be dramatically reduced. This would improve crop yields, remove environmental threats to ground water, and cut fertilizer costs by as much as 50%.

Environmental assessment of Oklahoma abandoned drilling and production sites and associated public education outreach activities. Quarterly technical progress report, October--December 1995

Description: Oklahoma oil producers and royalty owners are taking part in the nation`s first oil industry funded environmental cleanup and education program. The program is administered by the Oklahoma Energy Resources Board (OERB), a state agency which was created by the Oklahoma Independent Energy Education and Marketing Act. The purpose of this project will be accomplished through two primary objectives: (1) Conduct environmental assessment of abandoned oil and gas drilling and production sites where no responsible owner can be found and transfer environmental technology to oil and gas operators; and (2) Provide a comprehensive public education/outreach program to increase public awareness of the importance of the Oklahoma oil (and gas) industry. Technical progress is reported for these tasks.

Recovery of flexible polyurethane foam from shredder residue.

Description: Argonne National Laboratory has developed a patented, continuous process for the recovery of flexible polyurethane foam (PUF) from auto shredder residue (ASR). To test the process, Argonne researchers conceived of, designed, and built a continuous foam washing and drying system that was pilot-tested at a shredder facility for six months. Economic analysis of the process, using manufacturers' quotes and operating data from Argonne's pilot plant, indicates a payback of less than two years for a plant producing about 1,000 ton/yr of foam. Samples of clean foam were shipped to three major foam reprocessors; all three indicated that the quality of the PUF recovered by the Argonne process met their requirements. Tests of the recovered foam by an independent testing laboratory showed that the recycled foam met the specifications for several automotive applications, including carpet padding, headliner, and sound-suppression support materials. Recovery of foam reduces the mass and the volume of material going to the landfill by about 5% and 30%, respectively. Annually, recovery will save about 1.2 x 10{sup 12} Btu of energy, cut the amount of solid waste being landfilled by about 150,000 tons, and eliminate the emission of about 250 tons of volatile organic compounds (VOCs) into the air.

Demand Response in the West: Lessons for States and Provinces

Description: OAK-B135 This paper is submitted in fulfillment of DOE Grant No. DE-FG03-015F22369 on the experience of western states/provinces with demand response (DR) in the electricity sector. Demand-side resources are often overlooked as a viable option for meeting load growth and addressing the challenges posed by the region's aging transmission system. Western states should work together with utilities and grid operators to facilitate the further deployment of DR programs which can provide benefits in the form of decreased grid congestion, improved system reliability, market efficiency, price stabilization, hedging against volatile fuel prices and reduced environmental impacts of energy production. This report describes the various types of DR programs; provides a survey of DR programs currently in place in the West; considers the benefits, drawbacks and barriers to DR; and presents lessons learned and recommendations for states/provinces.

Environmental Aspects, Objectives and Targets Identification Process

Description: The purpose of this report is to document the environmental aspects and associated environmental impacts of the Bechtel SAIC Company (BSC) scope of work, evaluate the significance of those environmental aspects based on established criteria, and establish environmental objectives and targets for specific environmental aspects. This report is intended to be used by environmental staff in the evaluation of BSC work packages during the annual risk-based planning process. This report shall be fully reviewed and revised annually during the annual work planning process to reflect changes in BSC operations, facilities, and scope of work. Planned BSC work will be evaluated to determine if the work is covered by a previously defined activity, product or service (see Table 2); if work activities require redefinition or addition of a new activity; and if the significant evaluation for each environment aspect is still valid based on scope of planned work. New workscope initiated during the fiscal year through the Baseline Change Proposal process (i.e., not as part of the annual work plan) also will be reviewed for new environmental aspects and determination of whether the new workscope would change the significance rating of any environmental aspect. If a new environmental aspect is identified in a new work activity, product, or service but the aspect is not determined to be significant (see Section 4), then this report can be changed through an interim change notice (ICN). This report can be changed five times through an ICN before a full revision is required. However, if new workscope causes an environmental aspect to be graded as significant using the evaluation process in Section 4, this report shall be revised though a full review and revision.

River Protection Project (RPP) Environmental Program Plan

Description: This Environmental Program Plan was developed in support of the Integrated Environment, Safety, and Health Management System Plan (ISMS) (RPP-MP-003), which establishes a single, defined environmental, safety, and health management system that integrates requirements into the work planning and execution processes to protect workers, the public, and the environment. The ISMS also provides mechanisms for increasing worker involvement in work planning, including hazard and environmental impact identification, analysis, and control; work execution; and feedback/improvement processes. The ISMS plan consists of six core functions. Each section of this plan describes the activities of the River Protection Project (RPP) (formerly known as the Tank Waste Remediation System) Environmental organization according to the following core functions: Establish Environmental Policy; Define the Scope of Work; Identify Hazards, Environmental Impacts, and Requirements; Analyze Hazards and Environmental Impacts and Implement Controls; Perform Work within Controls; and Provide Feedback and Continuous Improvement.

Environmental impacts of the release of a transuranic actinide, americium-241, from a contaminated facility

Description: Americium-241 is widely used as a radiation source, but it also has some potential risk if taken into the body because of its high dose conversion factor. Although the radiotoxicity of americium-241 is small compared to other transuranic actinides, its effects on the reproductive system and on development of the placenta are more damaging than the effects of plutonium-239. In Ohio, a gemologist's laboratory was contaminated with americium-241. Prior to decontamination of the laboratory, potential radiological impacts to the surrounding environment were assessed. A hypothetical fire accident resulting in a unit release (1 curie) was assumed. Potential radiological impacts were simulated using an atmospheric dispersion and dosimetry model with local meteorological data, population census data, and detailed information regarding the neighborhood. The results indicate that there could have been a significant impact on nearby residents from americium-241 via atmospheric dispersion if a major catastrophic release had occurred prior to contamination and decommissioning of the laboratory. 14 refs., 3 figs., 2 tabs.

US Department of Energy response to standards for remedial actions at inactive uranium processing sites: Proposed rule

Description: The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all Title I sites. On September 24, 1987, the EPA published proposed standards (52FR36000-36008) in response to the remand. This report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project, as well as a discussion of the DOE's position on the proposed standards. The report also contains and appendix which provides supporting information and cost analyses. In order to assess the impacts of the proposed EPA standards, this report summarizes the proposed EPA standards in Section 2.0. The next three sections assess the impacts of the three parts of the EPA standards: Subpart A considers disposal sites; Subpart B is concerned with restoration at processing sites; and Subpart C addresses supplemental standards. Section 6.0 integrates previous sections into a recommendations section. Section 7.0 contains the DOE response to questions posed by the EPA in the preamble to the proposed standards. 6 refs., 5 figs., 3 tabs.

Simulation of landscape disturbances and the effect of climatic change

Description: The purpose of this research is to understand how changes in climate may affect the structure of landscapes that are subject to periodic disturbances. A general model useful for examining the linkage between climatic change and landscape change has been developed. The model makes use of synoptic climatic data, a geographical information system (GRASS), field data on the location of disturbance patches, simulation code written in the SIMSCRIPT language, and a set of landscape structure analysis programs written specifically for this research project. A simplified version of the model, lacking the climatic driver, has been used to analyze how changes in disturbance regimes (in this case settlement and fire suppression) affect landscape change. Landscape change lagged in its response to changes in the disturbance regime, but the lags differed depending upon the character of the change and the particular measure considered. The model will now be modified for use in a specific setting to analyze the effects of changes in climate on the structure of flood-disturbed patches along the Animas River, Colorado.
