Handbook for value-impact assessment

Description: The basic purpose of this handbook is to document a set of systematic procedures for providing information that can be used in performing value-impact assessments of Nuclear Regulatory Commission (NRC) regulatory actions. The handbook describes a structured but flexible process for performing the assessment. Chapter 1 is an introduction to the value-impact assessment process. Chapter 2 describes the attributes most frequently affected by proposed NRC actions, provides guidance concerningthe app… more

Decontamination analysis of the NUWAX-83 accident site using DECON

Description: This report presents an analysis of the site restoration options for the NUWAX-83 site, at which an exercise was conducted involving a simulated nuclear weapons accident. This analysis was performed using a computer program deveoped by Pacific Northwest Laboratory. The computer program, called DECON, was designed to assist personnel engaged in the planning of decontamination activities. The many features of DECON that are used in this report demonstrate its potential usefulness as a site restor… more

Problem Recognition in the Homeostatic Process of Consumer Decision Making: Its Definition, Measurement and Use

Description: One purpose of the dissertation was to determine what theoretical justification exists to support the description of problem recognition. Homeostatsis was found to be a well documented and accepted theory of tension reduction in both physiology and psychology. It was proposed as a proper theoretical foundation for problem recognition. It also implied that people develop styles as they repeatedly deal with similar problems. Another purpose of the dissertation was to develop a method for typifyin… more

Faculty Participation in the Decision-Making Process in Small Private Black Colleges of Texas

Description: The problem with which this study is concerned is determining the degree of faculty participation in the decision-making process within six small private black colleges in Texas. The decision areas investigated are faculty personnel (which includes appointments, promotions, tenure, and merit pay increases), curriculum, and administration. Respondents to this study include 189 administrators and faculty members from six small private black colleges in Texas. A continuum designed by a task force … more

Numerical models and their role in emergency response: a perspective on dispersion modeling for emergency preparedness

Description: Numerical models on several levels of complexity should be available to the emergency response planner. They are a basic tool but must be used in conjunction with both measurements and experience. When these tools are used in a complimentary fashion they greatly enhance the capability of the consequence manager to respond in an emergency situation. Because each accident or incident develops it's own characteristics and requirements the system must be capable of a flexible response. Interaction … more

Smarter radiation monitors for safeguards and security

Description: Radiation monitors for nuclear safeguards and security depend on internal control circuits to determine when diversion of special nuclear materials is taking place. Early monitors depended on analog circuits for this purpose, subsequently, digital logic controllers made better monitoring methods possible. Now, versatile microprocessor systems permit new, more efficient, and more useful monitoring methods. One such method is simple stepwise monitoring, which has variable alarm levels to expedite… more

Mathematical model of a utility firm. Final technical report, Part I

Description: Utility companies are in the predicament of having to make forecasts, and draw up plans for the future, in an increasingly fluid and volatile socio-economic environment. The project being reported is to contribute to an understanding of the economic and behavioral processes that take place within a firm, and without it. Three main topics are treated. One is the representation of the characteristics of the members of an organization, to the extent to which characteristics seem pertinent to the p… more

High-level radioactive wste management: a means to social consensus

Description: The problem of safely disposing of high-level radioactive waste is not new, but it is becoming more pressing as the temporary storage facilities of public utilities run out. The technical questions of how best to immobilize these wastes for many centuries have been studied for years and many feel that these problems are solved, or nearly so. Many states have set up roadblocks to the federal waste management program, however, and it is clear that social consensus must be reached for any waste di… more

PROCEEDINGS OF THE 1983 DPF WORKSHOP ON COLLIDER DETECTORS: PRESENT CAPABILITIES AND FUTURE POSSIBILITIES, FEB. 28 - MARCH 4, 1983.

Description: It is useful before beginning our work here to restate briefly the purpose of this workshop in the light of the present circumstances of elementary particle physics in the U.S. The goal of our field is easily stated in a general way: it is to reach higher center of mass energies and higher luminosities while employing more sensitive and more versatile event detectors, all in order to probe more deeply into the physics of elementary particles. The obstacles to achieving this goal are equally app… more
