Nuclear relations in South Asia

Description: The strategic landscape of South Asia changed dramatically in 1998. With the reciprocal testing of nuclear weapons, India and Pakistan emerged from the world of threshold status to an overt posture which has yet to be fully defined. Each claims the status of a nuclear weapon state, yet the contours of that status are unclear. A number of important strategic issues have been raised by these dramatic events. This paper will attempt to examine the implications of this new posture for each country and for the region. First and foremost, the decisions to test nuclear weapons are a product of each individual state making a sovereign decision about its national security needs. Both have made clear for a number of years that their attitudes toward nuclear weapons-and by default, toward nuclear nonproliferation-will not be directed by outsiders. They have rejected the global norms that oppose the further proliferation of nuclear weapons, embodied in the Treaty on the Non- Proliferation of Nuclear Weapons (NPT), and that embrace the ultimate elimination of nuclear weapons, captured in Article VI of that treaty. The decisions reached in New Delhi and lslamabad have been questioned by many, but the tests cannot be undone and it now falls on both countries to make further decisions about what strategies will best serve them, and what obligations they must now assume. Issues such as strategic planning, weaponization, deployment, and command and control, which heretofore were relegated to the back burner, may no longer be deferred.

Process Development of 2,2-Dinitropropyl Acrylate

Description: Abstract: Developmental production of approximately 500 pounds of 2,2-dinitropropanol and 250 pounds of 2,2-dinitropropyl acrylate was carried out in a 50-gallon capacity stainless-steel reactor system. The intermediate alcohol was produced in a yield of 73%. The ester was made with a yield of 78%. Cost studies show that the manufacturing cost for DNPA monomer should approximate $2.70 per pound on a production basis of 30,000 pounds, with an indicated plant cost of $4.60 per pound for the polymeric form.

Nonstrategic Nuclear Weapons

Description: This report provides basic information about U.S. and Russian nonstrategic nuclear weapons. It begins with a brief discussion of how these weapons have appeared in public debates in the past few decades, then summarizes the differences between strategic and nonstrategic nuclear weapons. It then provides some historical background, describing the numbers and types of nonstrategic nuclear weapons deployed by both nations during the Cold War and in the past decade; the policies that guided the deployment and prospective use of these weapons; measures that the two sides have taken to reduce and contain their forces, and the 2018 NPR's recommendation for the deployment of new U.S. nonstrategic nuclear weapons. The report reviews the issues that have been raised with regard to U.S. and Russian nonstrategic nuclear weapons, and summarizes a number of policy options that might be explored by Congress, the United States, Russia, and other nations to address these issues.
