Weld-Windsor 115-kV Transmission Line Project, Weld County, Colorado

Description: The Western Area Power Administration is proposing to rebuild a 3.0 mile segment of the existing Flatiron-Weld 115-kV transmission line in Weld County. The line would be reconductored with new conductor on new wood pole double circuit structures. The new structures would support a double circuit transmission line configuration. The first circuit would be owned by Western and the second by Public Service Company of Colorado (PSCO). Alternatives considered included no action, constructing PSCO`s circuit on new right-of-way, and reconductoring Western`s existing line on the same structures. The proposed action was selected because it provided an opportunity to share structures with PSCO and, overall, would minimize costs and environmental impacts. The environmental assessment identifies minor effects on existing natural or human resources and minor benefits for agricultural operations.

Description: This document provides an overview of the basic planning and work of the Department of Energy Richland Operations Office (DOE-RL). It defines key terms, concepts, and processes used in Hanford`s Environmental Management (EM) activities. It is not intended to provide complete details on the topics discussed. It does, however, provide a roadmap of the overall process so that opportunities for tribal, regulator, and public involvement can be clearly identified. Many documents are referenced in this plan. Each is described in some detail in Section 5, and cross-references to that section are provided throughout the discussion in Sections 1 through 4.

Routine environmental monitoring schedule, calendar year 1998

Description: This document provides the Environmental Restorations Contractor (ERC) and the Project Hanford Management Contractor (PHMC) a schedule in accordance with the HNF-PRO-454, Inactive Waste Sites` HNF-PRO-455, Solid Waste 3 Management4 and BHI-EE-02, Environmental Requirements, of monitoring and sampling, routines for the near-facility environmental monitoring program during calendar year (CY) 1998. Every attempt will be made to consistently follow this schedule; any deviation from this schedule will be documented by an internal memorandum (DSI) explaining the reason for the deviation. The DSI will be issued by the scheduled performing organization and directed to Environmental Monitoring and Investigations. The survey frequencies for particular sites are determined by the technical judgment of Environmental Monitoring and investigations and may depend on the site history, radiological status, use, and general conditions. Additional surveys may be requested at irregular frequencies if conditions warrant. All radioactive wastes sites are scheduled to be surveyed at least annually. Any newly discovered wastes sites not documented by this schedule will be included in the revised schedule for CY 1999. The outside perimeter road surveys of 200 East and West Area and the rail survey from the 300 Area to Columbia Center will be performed in the year 2000 per agreement with Department of Energy, Richland Field Office. This schedule does not discuss staffing needs, nor does it list the monitoring equipment to be used in completing specific routines. Personnel performing routines to meet this schedule shall communicate any need for 1332 assistance in completing these routines to Radiological Control management and Environmental Monitoring and Investigations. After each routine survey is completed, a copy of the survey record, maps, and data sheets will be forwarded to Environmental Monitoring and Investigations. Estimating effects of energy planning on environmental impacts in the Western United States

Description: As part of their long-term planning process, utilities and government agencies are choosing power generation and conservation strategies that will effect environmental interactions for decades to come. In the US, power marketing administrations within the US Department of Energy have a strong influence over the strategies to be implemented in large multi-state regions. Pacific Northwest Laboratories (PNL) prepared environmental impact statements (EIS) for two power marketing agencies, the Western Area Power Administration (Western) and Bonneville Power Administration (Bonneville). The Western EIS assessed the effects of integrated resource planing (IRP) on the public utilities Western serves, while the Bonneville EIS assessed the effects of acquiring new energy resources in the pacific Northwest. The results were found using models that simulated utility systems. In both cases, environmental impacts were reduced when the conservation strategy in question was considered. This paper describes the results of the environmental analyses for the two agencies and compares the results with those of another simplified approach that relies on attributing emissions of new resources based on an extrapolation of existing capacity.

The role of science and technology for energy and the environment

Description: The premise of this paper is that science, and the technology derived from science, is not the answer to energy and environmental problems. Science is a method of answering questions and as modern societies people must be very careful and specific in posing those questions. Many of the environmental issues addressed at the meeting are the direct result of not being specific enough in the demands placed on the science community. For example, when science was asked to increase chemical production to produce greater and greater quantities of consumer products, society forgot to ask that they be produced without significant damage to the environment. When society developed nuclear deterrents to protect national security interests, it failed to consider the life-cycle costs of these weapons systems. Now society must deal with a legacy of hundreds of billions of dollars in clean-up costs. One impediment has been that energy and environmental problems are intrinsically crosscutting, both across scientific disciplines and the decision-making systems of society. The author suggests that one approach to this problem is better integration across scientific disciplines and the integration of science and technology with political, economic and social factors. Three examples of successes are used to illustrate this.

Results of calendar year 1995 Well Inspection and Maintenance Program Y-12 Plant, Oak Ridge, Tennessee

Description: This document is a compendium of results of the 1995 Monitor Well Inspection and Maintenance Program at the US Department of Energy`s Oak Ridge Y-12 Plant. This report documents the work relating to well inspections and maintenance requests. Inspections are implemented in order to better assess the condition and maintenance needs of wells that are actively being monitored. Currently this approach calls for inspecting all wells on a routine (annual or triennial) basis which are: (1) in an active sampling program; (2) included in a hydrologic study; or (3) not in service, but not scheduled for plugging and abandonment. Routine inspections help to ensure that representative groundwater samples and hydrologic data are being collected, and contribute to the effective longevity of each well. This report formally presents well inspection and maintenance activities that were conducted at the Y-12 Plant from August through December 1995.

Methyl chloride via oxyhydrochlorination of methane: A building block for chemicals and fuels from natural gas. Environmental assessment

Description: DOE`s natural gas mission, in partnership with its stakeholders, is to undertake and promote activities to maximize the Nation`s ability to supply, transport, and use natural gas to encourage economic growth, enhance energy interests security, and improve the environment. In implementing this mission, DOE has been involved in promoting domestic natural gas as a clean, abundant, and reliable source of energy. In particular, DOE is interested in technologies capable of converting natural gas to other valuable resources, such as transportation fuels, hydrogen, and premium chemicals. The purpose of the proposed action is to further examine the potential of one such technology for natural gas conversion. Over the past five years, DOE`s Pittsburgh Energy Technology Center has supported a research program to determine the feasibility of producing methyl chloride (CH{sub 3}Cl), a key ingredient used in the silicone industry, directly from methane (the primary component of natural gas) via an oxyhydrochlorination (OHC) process. As a result of this research program the OHC process is now ready for further development. The proposed action would advance the OHC natural gas conversion technology to an integrated engineering-scale process at the Dow Corning plant in Carrollton, Kentucky.

Finding of no significant impact: Changes in the sanitary sludge land application program on the Oak Ridge Reservation, Oak Ridge, Tennessee

Description: The U.S. Department of Energy (DOE) has completed an environmental assessment (DOE/EA-1042) that evaluates potential impacts of proposed changes in the sanitary sludge land application program on the DOE Oak Ridge Reservation (ORR), Oak Ridge, Tennessee. Changes in lifetime sludge land application limits and radionuclide loading are proposed, and two new sources of sewage sludge from DOE facilities would be transported to the City of Oak Ridge Publicly Owned Treatment Works (COR POTW). Lifetime sludge land application limits would increase from 22 tons/acre to 50 tons/acre, which is the limit approved and permitted by the Tennessee Department of Environment and Conservation (TDEC). With the approval of TDEC, the permissible radiological dose from sludge land application would change from the current limit of 2x background radionuclide concentrations in receiving soils to a risk-based dose limit of 4 millirem (mrem) per year for the maximally exposed individual. Sludge land application sites would not change from those that are currently part of the program. Based on the results of the analysis reported in the EA, DOE has determined that the proposed action is not a major federal action that would significantly affect the quality of the human environment within the context of the National Environmental Policy Act of 1969 (NEPA). Therefore, preparation of an environmental impact statement (EIS) is not necessary, and DOE is issuing this Finding of No Significant Impact (FONSI). 70 refs., 2 figs., 17 tabs.

Fiscal year 1995 well installation program summary Y-12 Plant, Oak Ridge, Tennessee

Description: This report summarizes the well installation activities conducted during the federal fiscal year (FY) 1995 drilling program at the Oak Ridge Y-12 Plant, Oak Ridge, Tennessee (including activities that were performed in late FY 1994, but not included in the FY 1994 Well Installation Program Summary Report). Synopses of monitoring well construction/well development data, well location rationale, geological/hydrological observations, quality assurance/quality control methods, and health and safety monitoring are included. Three groundwater monitoring wells and two gas monitoring probes were installed during the FY 1995 drilling program. One of the groundwater monitoring wells was installed at Landfill VI, the other two in the Boneyard/Burnyard area. All of the groundwater monitoring wells were constructed with stainless steel screens and casings. The two gas monitoring probes were installed at the Centralized Sanitary Landfill II and were of polyvinyl chloride (PVC) screened construction. Eleven well rehabilitation/redevelopment efforts were undertaken during FY 1995 at the Y-12 Plant. All new monitoring wells and wells targeted for redevelopment were developed by either a 2.0-in. diameter swab rig or by hand bailing until nonspecific parameters (pH and specific conductance) attained steady-state levels. Turbidity levels were lowered, if required, to the extent practicable by continued development beyond a steady-state level of pH and conductance.

Overview of safety and environmental issues for inertial fusion energy

Description: This paper summarizes safety and environmental issues of Inertial Fusion Energy (IFE): inventories, effluents, maintenance, accident safety, waste management, and recycling. The fusion confinement approach among inertial and magnetic options affects how the fusion reaction is maintained and which materials surround the reaction chamber. The target fill technology has a major impact on the target factory tritium inventory. IFE fusion reaction chambers usually employ some means to protect the first structural wall from fusion pulses. This protective fluid or granular bed also moderates and absorbs most neutrons before they reach the first structural wall. Although the protective fluid activates, most candidate fluids have low activation hazard. Hands-on maintenance seems practical for the driver, target factory, and secondary coolant systems; remote maintenance is likely required for the reaction chamber, primary coolant, and vacuum exhaust cleanup systems. The driver and fuel target facility are well separated from the main reaction chamber.

Planning aquatic ecosystem restoration monitoring programs

Description: This study was conducted as part of the Evaluation of Environmental Investments Research Program (EEIRP). The EEIRP is sponsored by the US Army Corps of Engineers. The objectives of this work are to (1) identify relevant approaches and features for environmental investment measures to be applied throughout the project life; (2) develop methods to access the effectiveness of the approach or feature for providing the intended environmental output; (3) develop and provide guidance for formulating environmental projects; and (4) provide guidance for formulating and identifying relevant cost components of alternate restoration plans.

Re-engineering the Federal planning process: A total Federal planning strategy, integrating NEPA with modern management tools

Description: The National Environmental Policy Act (NEPA) of 1969 was established by Congress more than a quarter of a century ago, yet there is a surprising lack of specific tools, techniques, and methodologies for effectively implementing these regulatory requirements. Lack of professionally accepted techniques is a principal factor responsible for many inefficiencies. Often, decision makers do not fully appreciate or capitalize on the true potential which NEPA provides as a platform for planning future actions. New approaches and modem management tools must be adopted to fully achieve NEPA`s mandate. A new strategy, referred to as Total Federal Planning, is proposed for unifying large-scale federal planning efforts under a single, systematic, structured, and holistic process. Under this approach, the NEPA planning process provides a unifying framework for integrating all early environmental and nonenvironmental decision-making factors into a single comprehensive planning process. To promote effectiveness and efficiency, modem tools and principles from the disciplines of Value Engineering, Systems Engineering, and Total Quality Management are incorporated. Properly integrated and implemented, these planning tools provide the rigorous, structured, and disciplined framework essential in achieving effective planning. Ultimately, the goal of a Total Federal Planning strategy is to construct a unified and interdisciplinary framework that substantially improves decision-making, while reducing the time, cost, redundancy, and effort necessary to comply with environmental and other planning requirements. At a time when Congress is striving to re-engineer the governmental framework, apparatus, and process, a Total Federal Planning philosophy offers a systematic approach for uniting the disjointed and often convoluted planning process currently used by most federal agencies. Potentially this approach has widespread implications in the way federal planning is approached.

Environmentally conscious manufacturing & technology access project: Final technical progress report, April 1, 1994--September 30, 1996

Description: This final report is being submitted in fulfillment of the management obligations associated with the TRP/DOE grant which funded the Environmentally Conscious Manufacturing & Technology Access (ECM) Project. A {open_quotes}Federal Assistance Project Status Report{close_quotes} is also being submitted with this form. This report will elaborate on the successful completion of this project in achieving and in most cases exceeding its programmatic goals and fulfilling it statutory financial match obligation. A review of the Year 1 {open_quotes}Technical Progress Report{close_quotes} and the Quarterly Reports filed during the project period, clearly portray that, in all substantive areas, the Environmentally Conscious Manufacturing & Technology Access Project (ECM Project) achieved or exceeded its goals. The success of the Project is largely due to the tremendous support provided by the Center for Technology Transfer (CTT) and the Maine Metal Products Association (MMPA). Both organizations provided extensive administrative and financial support and were instrumental in promoting the work of the project within the metals industry. The programmatic oversight provided by the industry Steering Committee and the broad partnership represented on the Board of Advisors were invaluable in developing, promoting and implementing the work of the ECM Project.

Annual report on surveillance and maintenance activities at Oak Ridge National Laboratory, Oak Ridge, Tennessee, fiscal year 1996

Description: In fiscal year (FY) 1995, the sites and facilities from both the Remedial Action (RA) and Decontamination and Decommissioning (D and D) programs were combined to form the Oak Ridge National Laboratory (ORNL) Environmental Restoration (ER) Surveillance and Maintenance (S and M) Program. Surveillance and Maintenance activities were conducted throughout FY 1996 at the RA facilities. Overall, the RA S and M Program consists of approximately 650 acres that include 14 waste area groupings with approximately 200 sites. These sites include 46 major facilities, several leak and contaminated soil sites, 38 inactive tanks, approximately 50 environmental study areas and approximately 2,973 wells and boreholes. Site inspections were conducted at established frequencies on appropriate sites in the RA S and M Program in accordance with the established S and M FY 1996 Incentive Task Order (ITO).

Annual Hanford Site environmental permitting status report

Description: This Annual Hanford Site Environmental Permitting Status Report (Status Report) was prepared in response to requirements prescribed in U.S. Department of Energy (DOE) Order 5400.2A, `Environmental Compliance Issue Coordination`. This Order, canceled in April 1996, required that information on existing and anticipated environmental permitting for DOE facilities be submitted (or updated) annually by October 1 of each calendar year. Although the Order was canceled, the need for this Status Report still remains. For example, the Washington State Department of Ecology`s (Ecology) Dangerous Waste Permit Application Requirements (Publication Number 95-402, June 1996), Checklist Section J, calls for current information on existing and anticipated environmental permitting. As specified in the Hanford Facility Dangerous Waste Permit Application, General Information Portion (DOE/RL-91-28), this Status Report serves as the vehicle for meeting this requirement for the Hanford Facility. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by the Resource Conservation and Recovery Act (RCRA) of 1976, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) are addressed. Information on RCRA and non-RCRA permitting is included and is current as of July 31, 1996.

Wild Horse 69-kV transmission line environmental assessment

Description: Hill County Electric Cooperative Inc. (Hill County) proposes to construct and operate a 69-kV transmission line from its North Gildford Substation in Montana north to the Canadian border. A vicinity project area map is enclosed as a figure. TransCanada Power Corporation (TCP), a Canadian power-marketing company, will own and construct the connecting 69-kV line from the international border to Express Pipeline`s pump station at Wild Horse, Alberta. This Environmental Assessment is prepared for the Department of Energy (DOE) as lead federal agency to comply with the requirements of the National Environmental Policy Act (NEPA), as part of DOE`s review and approval process of the applications filed by Hill County for a DOE Presidential Permit and License to Export Electricity to a foreign country. The purpose of the proposed line is to supply electric energy to a crude oil pump station in Canada, owned by Express Pipeline Ltd. (Express). The pipeline would transport Canadian-produced oil from Hardisty, Alberta, Canada, to Caster, Wyoming. The Express Pipeline is scheduled to be constructed in 1996--97 and will supply crude oil to refineries in Wyoming and the midwest.

Benefits of improved environmental cooperation on a joint DoD/DOE facility

Description: Numerous Federal facilities within the US involve multiple government agencies that face overlapping environmental concerns. This paper highlights the benefits of looking beyond the strict letter of environmental regulations that might affect a single tenant or environmental site to cooperative environmental efforts that focus on the entire facility, consistent with the missions of participating agencies. Using Kirtland Air Force Base (AFB) as a model, seven areas of Department of Defense (DoD) and Department of Energy (DOE) environmental cooperation are discussed that span technical, regulatory compliance, and administrative issues.

Protected Area Reconfiguration Project. Environmental Assessment and Finding of No Significant Impact

Description: DOE has decided to consolidate, process, and store Category I and II Special Nuclear Material (SNM) in Building 371 at Rocky Flats, in order to improve safeguards and security and to reduce baseline facility and personnel costs. Once all SNM in consolidated into this building, maintaining the full 200-acre protected area would no longer be necessary, and the protected area (PA) could be reconfigured to include only the protection requirements necessary for Building 371. DOE Environmental Assessment 1132 has been written to evaluate options for reconfiguration of the PA; it addressed potential environmental impacts resulting from construction of fence alternatives. Possible routes for the new fence section were examined for environmental impact, feasibility, cost, and complexity. A number of the alternatives, including the proposed action, would impact wetlands.

Integrated assessment and the relation between land-use change and climate change

Description: Integrated assessment is an approach that is useful in evaluating the consequences of global climate change. Understanding the consequences requires knowledge of the relationship between land-use change and climate change. Methodologies for assessing the contribution of land-use change to atmospheric CO{sub 2} concentrations are considered with reference to a particular case study area: south and southeast Asia. The use of models to evaluate the consequences of climate change on forests must also consider an assessment approach. Each of these points is discussed in the following four sections.

Molecular biology in marine science: Scientific questions, technological approaches, and practical implications

Description: This report describes molecular techniques that could be invaluable in addressing process-oriented problems in the ocean sciences that have perplexed oceanographers for decades, such as understanding the basis for biogeochemical processes, recruitment processes, upper-ocean dynamics, biological impacts of global warming, and ecological impacts of human activities. The coupling of highly sophisticated methods, such as satellite remote sensing, which permits synoptic monitoring of chemical, physical, and biological parameters over large areas, with the power of modern molecular tools for ``ground truthing`` at small scales could allow scientists to address questions about marine organisms and the ocean in which they live that could not be answered previously. Clearly, the marine sciences are on the threshold of an exciting new frontier of scientific discovery and economic opportunity.

Evaluating the economic costs, benefits and tradeoffs of dedicated biomass energy systems: The importance of scale

Description: The economic and environmental costs, benefits and tradeoffs of bioenergy from dedicated biomass energy systems must be addressed in the context of the scale of interest. At different scales there are different economic and environmental features and processes to consider. The depth of our understanding of the processes and features that influence the potential of energy crops also varies with scale as do the quality and kinds of data that are needed and available. Finally, the appropriate models to use for predicting economic and environmental impacts change with the scale of the questions. This paper explores these issues at three scales - the individual firm, the community, and the nation.
