Analysis of explosion-induced releases of toxic materials at an environmental restoration project

Description: Prior to 1988, a variety of materials were buried on the US DOE Oak Ridge Reservation. Records of the disposal operations are incomplete and toxic materials may have been placed adjacent to potential explosives. One of the safety concerns in conducting an environmental restoration project at the burial sites, is the possibility of an explosion which could release toxic materials to the atmosphere. A safety analysis examined the consequences of such releases by first postulating an upper bound f… more

Disposition of the fluoride fuel and flush salts from the Molten Salt Reactor experiment at Oak Ridge National Laboratory

Description: The Molten Salt Reactor Experiment (MSRE) is an 8 MW reactor that was operated at Oak Ridge National Laboratory (ORNL) from 1965 through 1969. The reactor used a unique liquid salt fuel, composed of a mixture of LIF, BeF{sub 2}, ZrF{sub 4}, and UF{sub 4}, and operated at temperatures above 600{degrees}C. The primary fuel salt circulation system consisted of the reactor vessel, a single fuel salt pump, and a single primary heat exchanger. Heat was transferred from the fuel salt to a coolant salt… more

Harnessing the market: The opportunities and challenges of privatization

Description: The decision to privatize comes from a policy determination that the Government no longer needs particular assets or no longer needs to be in control of all the means by which products or services are obtained or delivered. Most broadly defined, privatization substitutes, in whole or in part, private market mechanisms for the traditional Government role as employer, financier, owner, operator, and/or regulator of a product or service. This definition admits a wide variety of actions, from innov… more

Seismic analysis of submerged spent fuel storage structure

Description: The purpose of this calculation is to provide structural integrity analysis for the loaded new spent fuel rack arrays against possible seismic excitation. The seismic design calculation is based on the UCRL-15910 spectrum with peak ground acceleration of 0.32g and 5% damping. This spectrum may be considered as an upper bound of the newly developed Oak Ridge site-specific spectrum with 0.29g peak ground acceleration and 5% damping. Both are more conservative than the current design basis seismic… more

Development of site-specific earthquake response spectra for eastern US sites

Description: Site-specific earthquake, uniform-hazard response spectra have been defined for the Department of Energy Oak Ridge, Tennessee, and Portsmouth, Ohio, sites for use in evaluating existing facilities and designing new facilities. The site-specific response spectra were defined from probabilistic and deterministic seismic hazard studies following the requirements in DOE-STD-1024-92, ``Guidelines for Probabilistic Seismic Hazard Curves at DOE Sites.` For these two sites, the results show that site-s… more

Supplement to a hydrologic framework for the Oak Ridge Reservation, Oak Ridge, Tennessee. Summary of groundwater modeling

Description: The information in this report should prove useful for flow and contaminant-transport modeling of groundwater and for evaluating the alternatives for remedial action. New data on porosity and permeability have been analyzed and interpreted to produce a better understanding of the relationships between unfractured rock, low permeability intervals, and relatively permeable intervals. Specifically, the dimensions, orientations, depths, and spacings of pervious fractures have been measured or calcu… more

Development of a three-dimensional groundwater flow model for Western Melton Valley: Application of P-FEM on a DOE waste site

Description: Modeling the movement of hazardous waste in groundwater was identified by the US Department of Energy (DOE) as one of the grand challenges in scientific computation. In recognition of this need, DOE has provided support for a group of scientists from several national laboratories and universities to conduct research and development in groundwater flow and contaminant transport modeling. This group is part of a larger consortium of researchers, collectively referred to as the Partnership in Comp… more

Negotiating equity for management of DOE wastes

Description: One important factor frustrating optimal management of Department of Energy (DOE)-complex wastes is the inability to use licensed and permitted facilities systematically. Achieving the goal of optimal use of DOE`s waste management facilities is politically problematic for two reasons. First, no locale wants to bear a disproportionate burden from DOE wastes. Second, the burden imposed by additional wastes transported from one site to another is difficult to characterize. To develop a viable fram… more

Environmental Restoration Program project management plan for the DOE Oak Ridge Field Office Major System Acquisition OR-1. Revision 1, Environmental Restoration Program

Description: In the early 1940s, the Manhattan Project was conducted in a regulatory and operational environment less sophisticated than today. Less was known of the measures needed to protect human health and safety and the environment from the dangers posed by radioactive and hazardous wastes, and experience in dealing with these hazardous materials has grown slowly. Certain hazards were recognized and dealt with from the beginning. However, the techniques used, though standard practices at the time, are … more
