Implications of Regional Transmission Organization Design for Renewable Energy Technologies

Description: This report summarizes the development of Regional Transmission Organizations (RTOs) and assesses the potential implications of market rules for renewable energy technologies. The report focuses on scheduling provisions, as these have proved problematic in some cases for intermittent renewable energy technologies. Market rules of four RTOs-the Pennsylvania-Maryland-New Jersey ISO, the ERCOT ISO, the Midwest ISO and the New York ISO (NYISO)-were examined to determine the impact on intermittent r… more

Solar Ready: An Overview of Implementation Practices

Description: This report explores three mechanisms for encouraging solar ready building design and construction: solar ready legislation, certification programs for solar ready design and construction, and stakeholder education. These methods are not mutually exclusive, and all, if implemented well, could contribute to more solar ready construction. Solar ready itself does not reduce energy use or create clean energy. Nevertheless, solar ready building practices are needed to reach the full potential of sol… more

Market and behavioral barriers to energy efficiency: A preliminary evaluation of the case for tariff financing in California

Description: Consumers regularly forgo purchases of high efficiency appliances that appear to be cost effective at a reasonable rate of return. While some argue that this is a true revelation of preferences for appliance features, this 'efficiency gap' can be largely explained by a combination of market and behavioral failures that reduce consumers ability to evaluate the relative value of appliances and skew preferences toward initial cost savings, undervaluing future reductions in operating costs. These f… more

Water Management of Noninsulating and Insulating Sheathings: Final Report

Description: There is an increasing market in liquid (or fluid) applied water management barriers for residential applications that could be used in place of tapes and other self-adhering membranes if applied correctly, especially around penetrations in the enclosure. This report discusses current best practices, recommends ways in which the best practices can be improved, and looks at some current laboratory testing and testing standards.

Advanced Fuel Cycle Economic Tools, Algorithms, and Methodologies

Description: The Advanced Fuel Cycle Initiative (AFCI) Systems Analysis supports engineering economic analyses and trade-studies, and requires a requisite reference cost basis to support adequate analysis rigor. In this regard, the AFCI program has created a reference set of economic documentation. The documentation consists of the “Advanced Fuel Cycle (AFC) Cost Basis” report (Shropshire, et al. 2007), “AFCI Economic Analysis” report, and the “AFCI Economic Tools, Algorithms, and Methodologies Report.” Tog… more

Hydrogen-Assisted IC Engine Combustion as a Route to Hydrogen Implementation

Description: The 'Freedom Car' Initiative announced by the Bush Administration has placed a significant emphasis on development of a hydrogen economy in the United States. While the hydrogen-fueled fuel-cell vehicle that is the focus of the 'Freedom Car' program would rely on electrochemical energy conversion, and despite the large amount of resources being devoted to its objectives, near-term implementation of hydrogen in the transportation sector is not likely to arise from fuel cell cars. Instead, fuel b… more

Vermont Biofuels Initiative: Local Production for Local Use to Supply a Portion of Vermont’s Energy Needs

Description: The Vermont Biofuels initiative (VBI) is the Vermont Sustainable Jobs Fund’s (VSJF) biomass-to-biofuels market development program. Vermont is a small state with a large petroleum dependency for transportation (18th in per capita petroleum consumption) and home heating (55% of all households use petroleum for heating). The VBI marks the first strategic effort to reduce Vermont’s dependency on petroleum through the development of homegrown alternatives. As such, it supports the four ke… more

Marine and Hydrokinetic Renewable Energy Technologies: Potential Navigational Impacts and Mitigation Measures

Description: On April 15, 2008, the Department of Energy (DOE) issued a Funding Opportunity Announcement for Advanced Water Power Projects which included a Topic Area for Marine and Hydrokinetic Renewable Energy Market Acceleration Projects. Within this Topic Area, DOE identified potential navigational impacts of marine and hydrokinetic renewable energy technologies and measures to prevent adverse impacts on navigation as a sub-topic area. DOE defines marine and hydrokinetic technologies as those capable of… more

Final Report - "CO2 Sequestration in Cell Biomass of Chlorobium Thiosulfatophilum"

Description: World carbon dioxide emissions from the combustion of fossil fuels have increased at a rate of about 3 percent per year during the last 40 years to over 24 billion tons today. While a number of methods have been proposed and are under study for dealing with the carbon dioxide problem, all have advantages as well as disadvantages which limit their application. The anaerobic bacterium Chlorobium thiosulfatophilum uses hydrogen sulfide and carbon dioxide to produce elemental sulfur and cell biomas… more

Probability-Weighted LMP and RCP for Day-Ahead Energy Markets using Stochastic Security-Constrained Unit Commitment: Preprint

Description: Variable renewable generation resources are increasing their penetration on electric power grids. These resources have weather-driven fuel sources that vary on different time scales and are difficult to predict in advance. These characteristics create challenges for system operators managing the load balance on different timescales. Research is looking into new operational techniques and strategies that show great promise on facilitating greater integration of variable resources. Stochastic Sec… more

2008 Fuel Cell Technologies Market Report

Description: Fuel cells are electrochemical devices that combine hydrogen and oxygen to produce electricity, water, and heat. Unlike batteries, fuel cells continuously generate electricity, as long as a source of fuel is supplied. Moreover, fuel cells do not burn fuel, making the process quiet, pollution-free and two to three times more efficient than combustion. Fuel cell systems can be a truly zero-emission source of electricity, if the hydrogen is produced from non-polluting sources. Global concerns abou… more

Long-Lifetime Low-Scatter Neutron Polarization Target

Description: Polarized neutrons scattering is an important technology for characterizing magnetic and other materials. Polarized helium three (P-3He) is a novel technology for creating polarized beams and, perhaps more importantly, for the analysis of polarization in highly divergent scattered beams. Analysis of scattered beams requires specialized targets with complex geometries to ensure accurate results. Special materials and handling procedures are required to give the targets a long useful lifetime. In… more

Primer on Wind Power for Utility Applications

Description: The wind industry still faces many market barriers, some of which stem from utilities' lack of experience with the technology. Utility system operators and planners need to understand the effects of fluctuating wind power on system regulation and stability. Without high-frequency wind power data and realistic wind power plant models to analyze the problem, utilities often rely on conservative assumptions and worst-case scenarios to make engineering decisions. To remedy the situation, the Nation… more

Making Fair Use Make More Sense: A White Paper

Description: This document is part of a series of white papers on various copyright issues. Fair use is a powerful tool for people who want to use and expand on copyrighted works. Fair use is special among the other copyright exceptions because it isn’t specifically targeted at one kind of use. Instead, fair use is purposely open ended to permit many different kinds of uses. One downside of this however, is that it can be difficult for anyone — lawyer and nonlawyer alike — to figure what is/isn’t fair use u… more
