Asia-Pacific energy database

Description: Statistical data is presented in graphic and tabular form on the petroleum market in Asia and Pacific nations. DECONTAMINATION OF DREDGED MATERIAL FROM THE PORT OF NEW YORK AND NEW JERSEY.

Description: The Port of New York and New Jersey ranks first in the United States in volume of petroleum products handled each year. In addition, many refineries are in operation on the New Jersey side of the Port. These activities have led to the discharge of significant amounts of petroleum hydrocarbons into the waters of the New York/New Jersey region. Intense industrial and commercial activities have also brought about major inputs of other organic and inorganic contaminants as would be expected in an industrialized, heavily populated urban port. Sediments that then are contaminated are a major problem for the region since they can no longer be disposed of by the traditional method of ocean disposal following the dredging operations required for the efficient operation of the Port. Decontamination and beneficial reuse of the dredged materials is one component of a comprehensive dredged material management plan being developed by the US Army Corps of Engineers. A demonstration decontamination project extending from bench- to field-scale operations is now in progress in the Port, and its current status and relevance for other regions is summarized.

Development of a Pre-Impact Environmental Site Characterization for the Bryan Mound, Texas Strategic Petroleum Reserve

Description: This thesis presents a model for developing site-specific contingency plans to be used during spill response, remediation, and post-spill monitoring using the Strategic Petroleum Reserve's Bryan Mound site as a case study. Bird and vegetation observations provide baseline data for biological conditions, and sediment sampling for total petroleum hydrocarbons serves as a chemical component of the model. Results demonstrate previously unknown conditions that would hinder remediation and affect the persistence of petroleum contaminants. Results also established previously unmapped dominant bird and vegetation types likely to be impacted by a spill at the site. This model points to a reconsideration of individual facilities' responsibilities when planning for large-scale disasters and protecting the sensitive ecosystems surrounding their sites.

Market Timing, Forecast Ability and Information Flow in Petroleum Futures Markets

Description: Three petroleum futures contracts are examined over a ten-year period from 1986 to 1996. Intertemporal changes in futures prices and the net open interest positions of three trader types are compared to determine what, if any, market timing ability the traders have. Seasonal variation is considered and a simple trading rule is adopted to determine the dollar-return potential for market participation and shed light on issues of market efficiency.

EARLY ENTRANCE COPRODUCTION PLANT

Description: The overall objective of this project is the three phase development of an Early Entrance Coproduction Plant (EECP) which uses petroleum coke to produce at least one product from at least two of the following three categories: (1) electric power (or heat), (2) fuels, and (3) chemicals using ChevronTexaco's proprietary gasification technology. The object of phase 1 is to determine the feasibility and define the concept for the EECP located at a specific site; develop a Research, Development, and Testing (RD and T) Plan to mitigate technical risks and barriers; and prepare a Preliminary Project Financing Plan. The objective of Phase 2 is to implement the work as outlined in the Phase 1 RD and T Plan to enhance the development and commercial acceptance of coproduction technology. The objective of Phase 3 is to develop an engineering design package and a financing and testing plan for an EECP located at a specific site.

Reducing Ultra-Clean Transportation Fuel Costs with HyMelt Hydrogen

Description: This report describes activities for the thirteenth quarter of work performed under this agreement. EnviRes initiated a wire transfer of funds for procurement of a pressure vessel and associated refractory lining. Phase I of the work to be done under this agreement consisted of conducting atmospheric gasification of coal using the HyMelt technology to produce separate hydrogen rich and carbon monoxide rich product streams. In addition smaller quantities of petroleum coke and a low value refinery stream were gasified. Phase II of the work to be done under this agreement, consists of gasification of the above-mentioned feeds at a gasifier pressure of approximately 5 bar. The results of this work will be used to evaluate the technical and economic aspects of producing ultra-clean transportation fuels using the HyMelt technology in existing and proposed refinery configurations.

Petroleum supply annual 1998: Volume 2

Description: The Petroleum Supply Annual (PSA) contains information on the supply and disposition of crude oil and petroleum products. The publication reflects data that were collected from the petroleum industry during 1998 through monthly surveys. The PSA is divided into two volumes. The first volume contains three sections: Summary Statistics, Detailed Statistics, and Refinery Statistics; each with final annual data. This second volume contains final statistics for each month of 1998, and replaces data previously published in the Petroleum Supply Monthly (PSM). The tables in Volumes 1 and 2 are similarly numbered to facilitate comparison between them. Explanatory Notes, located at the end of this publication, present information describing data collection, sources, estimation methodology, data quality control procedures, modifications to reporting requirements and interpretation of tables. Industry terminology and product definitions are listed alphabetically in the Glossary. 35 tabs.

Strategic Petroleum Reserve annual report for calendar year 1998

Description: The Strategic Petroleum Reserve was established in 1975 as an emergency response to the 1973 Arab oil embargo. It is authorized by the Energy Policy and Conservation Act (EPCA), and by the comprehensive energy plans of all Administrations since 1975, in recognition of the long-term dependence of the US on imported crude oil and petroleum products. Section 165 of EPCA requires the Secretary of Energy to submit an Annual Report to the President and the Congress. On May 13, 1998, the Department published a Statement of Administration Policy which reaffirmed its commitment to maintain a Government-owned and controlled, centrally located Strategic Petroleum Reserve of crude oil. The Reserve is to be used solely for responding to the types of severe oil supply interruptions presently contemplated in EPCA. Over the past twenty years, the Reserve has grown as large as 592 million barrels--a peak reached in 1994. From 1994 to 1996, nearly 28 million barrels were sold to raise revenues for the U S Treasury. As of December 31, 1998, the crude oil inventory was 561,108,127 barrels which equated to 60 days of net oil imports during 1998. The US now relies on a combination of both the Reserve and private stocks to meet its oil storage obligations to the International Energy Agency.

Distillation of liquid fuels by thermogravimetry

Description: In this paper, design and operation of a custom-built thermogravimetric apparatus for the distillation of liquid fuels are reported. Using a sensitive balance with scale of 0.001 g and ASTM distillation glassware, several petroleum and petroleum-derived samples have been analyzed by the thermogravimetric distillation method. When the ASTM distillation glassware is replaced by a micro-scale unit, sample size could be reduced from 100 g to 5-10 g. A computer program has been developed to transfer the data into a distillation plot, e.g. Weight Percent Distilled vs. Boiling Point. It also generates a report on the characteristic distillation parameters, such as, IBP (Initial Boiling Point), FBP (Final Boiling Point), and boiling point at 50 wt% distilled. Comparison of the boiling point distributions determined by TG (thermogravimetry) with those by SimDis GC (Simulated-Distillation Gas Chromatography) on two liquid fuel samples (i.e. a decanted oil and a filtered crude oil) are also discussed in this paper.
