Model-based chiller energy tracking for performance assurance at a university building

Description: Buildings and their various subsystems often do not perform as well as intended at the design stage. Building energy performance suffers from insufficient documentation of design intent, inadequate building commissioning, and a lack of robust methods for short term and continuous performance tracking. This paper discusses how calibrated models can be used to track building systems and component performance from design, through commissioning, and into operations. Models of the chillers energy use and efficiency were developed and used to evaluate energy performance and control changes to minimize energy use. The example discussed is based on an actual university building. A detailed discussion of the extrapolation and associated uncertainty of using six months of data to develop annual energy use scenarios from various chiller models is included. An important lesson concerning the design is that there was significant oversizing of the chillers resulting in poor part load performance and over $3,000 year of annual energy cost increases. The oversizing is related to extremely high estimates of office equipment loads. The oversizing also causes frequent cycling of chillers, which shortens chiller life. Due to the lack of careful start-up procedures, it appears construction debris fouled one of the new chillers, resulting in about $5,200 year in energy increases. Additional comments on design and commissioning issues are included. The monitoring, modeling, and software development efforts were developed to demonstrate the value of collecting and organizing information regarding design, commissioning, and ongoing performance. This case study is part of a larger effort to examine methods and technologies to improve buildings performance and develop interoperable Building Life-Cycle Information Systems (BLISS).

DSM in context: Understanding the value of DSM and the value of DSM program evaluation

Description: Over the past two decades, demand-side management programs have emerged as a major element of electric utility integrated resource plans; EPRI and several PUC commissioners have concluded that DSM has saved utility and ratepayers many dollars. While DSM holds great potential as a means of abating greenhouse gas emissions and reducing acid rain, many programs have been ineffective and inefficient. If DSM is to serve the public welfare and attain its potential, extensive evaluation is required of the effectiveness of the programs and of their effects on the net energy bills of participants and non participants, as well as of the resulting short- and long-term changes in customer energy use. Since evaluation is expensive, a critical decision concerns the extensiveness of the evaluation. The authors discuss several benefits of evaluation, e.g., reducing the variance of demand forecasts and thus the need for new capacity, in order to determine the optimal level of the program. The authors model the effect of a commercial DSM program on the price of energy and use short term elasticities to estimate energy consumption for program participants and non-participants. They compare these consumption estimates to estimates of program savings to assess the magnitude of this effect and the importance of choosing the appropriate evaluation method.

An evaluation of the Fort Polk energy savings performance contract

Description: The US Army, in cooperation with an energy services company (ESCO), used private capital to retrofit 4,003 family housing units on the Fort Polk, Louisiana, military base with geothermal heat pumps (GHPs). The project was performed under an energy savings performance contract (ESPC) that provides for the Army and the ESCO to share the cost savings realized through the energy retrofit over the 20-year life of the contract. Under the terms of the contract, the ESCO is responsible for maintaining the GHPs and provides ongoing measurement and verification (M and V) to assure cost and energy savings to the Army. An independent evaluation conducted by the Department of Energy`s Oak Ridge National Laboratory indicates that the GHP systems in combination with other energy retrofit measures have reduced annual whole-community electrical consumption by 33%, and natural gas consumption by 100%. These energy savings correspond to an estimated reduction in CO{sub 2} emissions of 22,400 tons per year. Peak electrical demand has been reduced by 43%. The electrical energy and demand savings correspond to an improvement in the whole-community annual electric load factor from 0.52 to 0.62. As a result of the project, Fort Polk saves about $450,000 annually and benefits from complete renewal of the major energy consuming systems in family housing and maintenance of those systems for 20 years. Given the magnitude of the project, the cost and energy savings achieved, and the lessons learned during its design and implementation, the Fort Polk ESPC can provide a model for other housing-related energy savings performance contracts in both the public and private sectors.

Energy consumption and expenditure projections by income quintile on the basis of the Annual Energy Outlook 1997 forecast

Description: This report presents an analysis of the relative impacts of the base-case scenario used in the Annual Energy Outlook 1997, published by the US Department of Energy, Energy Information Administration, on income quintile groups. Projected energy consumption and expenditures, and projected energy expenditures as a share of income, for the period 1993 to 2015 are reported. Projected consumption of electricity, natural gas, distillate fuel, and liquefied petroleum gas over this period is also reported for each income group. 33 figs., 11 tabs.

Where did the money go? The cost and performance of the largest commercial sector DSM program

Description: We calculate the total resource cost (TRC) of energy savings for 40 of the largest 1992 commercial sector DSM programs. The calculation includes the participating customer`s cost contribution to energy saving measures and all utility costs, including incentives received by customers, program administrative and overhead costs, measurement and evaluation costs, and shareholder incentives paid to the utility. All savings are based on post-program savings evaluations. We find that, on a savings-weighted basis, the programs have saved energy at a cost of 3.2 {cents}/kWh. Taken as a whole, the programs have been highly cost effective when compared to the avoided costs faced by the utilities when the programs were developed. We investigate reasons for differences in program costs and examine uncertainties in current utility practices for reporting costs and evaluating savings.

Hanford 300 Area steam transition preliminary utility options study

Description: The cost of steam in the Hanford 300 Area is approaching $60 per million Btu; the cost in industry is {approx} $10 per million Btu. The cost of steam in the 300 Area is expected to continue to increase because of the age of the central steam system, load decreases, safety requirements, and environmental regulations. The intent of this report is to evaluate options that would more cost-effectively met the future heating needs of the buildings in the 300 Area. In general, the options fall into two categories: central systems and distributed systems. A representative option from each category was analyzed using the life-cycle cost analysis (LCCA) techniques mandated by the federal government. The central plant option chosen for evaluation was the existing central steam plant modified to allow continued operation. The distributed option chosen was a dedicated heating system for each building.
