Reactive Behavior of K-Basin Spent Nuclear Fuel

Description: The Hanford Spent Nuclear Fuel Project focuses its efforts on determining how to safely move the degraded N-Reactor spent fuel from water-stored basins to a dry storage facility. Based on the laboratory data, the project chose to use a conservative enhancement factor in analyzing the oxidation behavior of the spent metallic fuel. However, there is a need for the project to increase the fuel throughput for the drying treatment process by implementing certain design optimization steps. The study … more

Longevity of duct tape in residential air distribution systems: 1-D, 2-D, and 3-D joints

Description: The aging tests conducted so far showed that duct tape tends to degrade in its performance as the joint it is applied to requires a geometrical description of a higher number of space dimensions (1-D, 2-D, 3-D). One-dimensional joints are the easiest to seal with duct tape, and thus the least to experience failure. Two-dimensional joints, such as the flexible duct core-to-collar joints tested in this study, are less likely to fail than three-dimensional collar-to-plenum joints, as the shrinkage… more

Final report: U.S. competitive position in automotive technologies

Description: Patent data are presented and analyzed to assess the U.S. competitive position in eleven advanced automotive technology categories, including automotive fuel cells, hydrogen storage, advanced batteries, hybrid electric vehicles and others. Inventive activity in most of the technologies is found to be growing at a rapid pace, particularly in advanced batteries, automotive fuel cells and ultracapacitors. The U.S. is the clear leader in automotive fuel cells, on-board hydrogen storage and light we… more

Comparison of STIS and SNAP spectrograph throughputs

Description: This is a comparison of the measured throughput of STIS on HST versus what we might expect from the spectrograph on SNAP. The principle reference is Woodgate et al. (1998) PASP, 110, 1183. Additional material was taken from the STIS Handbook, available on-line at www.stsci.edu. The goal is to demonstrate that there are sound reasons to expect better performance for a SNAP spectrograph (even one with a grating) than would be expected by scaling from HST+STIS.

Reactive Multiphase behavior of CO2 in Saline Aquifers beneath the Colorado Plateau

Description: Gas reservoirs developed within the Colorado Plateau and Southern Rocky Mountains region are natural laboratories for studying the factors that promote long-term storage of CO{sub 2}. They also provide sites for storing additional CO{sub 2} if it can be separated from the flue gases of coal-fired power plants in this part of the U.S.A. These natural reservoirs are developed primarily in sandstones and dolomites; shales, mudstones and anhydrite form seals. In many fields, stacked reservoirs are … more

INTEGRATED SYSTEM TO CONTROL PRIMARY PM 2.5 FROM ELECTRIC POWER PLANTS

Description: The performance tests at E.C. Gaston showed how the Advanced ElectroCore field prototype performance changed as a function of the gas flow, inlet loading and the voltage applied to the central electrode in the separator. With the optimum voltage applied to the electrode, the unit achieved a maximum efficiency of 96.38 percent and a minimum outlet loading of 0.0021 grains/dscf while operating with a specific separating area (SSA) of 100 square feet per thousand acfm. The minimum outlet loading t… more

Energy Policy: Setting the Stage for the Current Debate

Description: The Bush Administration issued its plan for a national energy policy on May 16, 2001. The plan was controversial, characterized by some as leaner on conservation and renewables than Democratic proposals, and predisposed to trade off environmental considerations to increase supply. Comprehensive energy legislation was introduced in the Senate by both parties by late March (S. 388, S. 389, S. 596, S. 597). Bills reported by several House committees (H.R. 2436, H.R. 2460, H.R. 2511, and H.R. 2587)… more

DEVELOPING STATE POLICIES SUPPORTIVE OF BIOENERGY DEVELOPMENT

Description: Working within the context of the Southern States Biobased Alliance (SSBA) and with officials in each state, the Southern States Energy Board (SSEB) is identifying bioenergy-related policies and programs within each state to determine their impact on the development, deployment or use of bioenergy. In addition, SSEB will determine which policies have impacted industry's efforts to develop, deploy or use biobased technologies or products. As a result, SSEB will work with the Southern States Biob… more

Increasing Heavy Oil Reserves in the Wilmington Oil Field Through Advanced Reservoir Characterization and Thermal Production Technologies, Class III

Description: The objective of this project was to increase the recoverable heavy oil reserves within sections of the Wilmington Oil Field, near Long Beach, California through the testing and application of advanced reservoir characterization and thermal production technologies. The successful application of these technologies would result in expanding their implementation throughout the Wilmington Field and, through technology transfer, to other slope and basin clastic (SBC) reservoirs.

LDRD Final Report for''Tactical Laser Weapons for Defense'' SI (Tracking Code 01-SI-011)

Description: The focus of this project was a convincing demonstration of two new technological approaches to high beam quality; high average power solid-state laser systems that would be of interest for tactical laser weapon applications. Two pathways had been identified to such systems that built on existing thin disk and fiber laser technologies. This SI was used as seed funding to further develop and vet these ideas. Significantly, the LLNL specific enhancements to these proposed technology paths were sp… more

Environmental Streamlining Provisions in the Transportation Equity Act for the 21st Century: Status of Implementation

Description: At the state and local level, many observers have expressed long-standing concerns over delays, duplication of effort, and additional costs frequently associated with the environmental review process for highway projects that must be completed under the National Environmental Policy Act of 1969 (NEPA, P.L. 91-190). To address these concerns, the Transportation Equity Act for the 21st Century (TEA21, P.L. 105-178), enacted in 1998, requires the Federal Highway Administration(FHWA) to streamline … more

Modeling and Simulation of Microelectrode-Retina Interactions

Description: The goal of the retinal prosthesis project is the development of an implantable microelectrode array that can be used to supply visually-driven electrical input to cells in the retina, bypassing nonfunctional rod and cone cells, thereby restoring vision to blind individuals. This goal will be achieved through the study of the fundamentals of electrical engineering, vision research, and biomedical engineering with the aim of acquiring the knowledge needed to engineer a high-density microelectrod… more

A Value-Added Tax Contrasted with a National Sales Tax

Description: Proposals to replace all or part of the income tax and proposals for national health care have sparked congressional interest in possible sources of additional revenue. A value-added tax (VAT) or a national sales tax (NST) have been frequently discussed as possible new tax sources. Both the VAT and the NST are taxes on the consumption of goods and services and are conceptually similar. Yet, these taxes also have significant differences. This issue brief discusses some of the potential policy im… more
