Equal Rights for Women

Description: Amendments to the Constitution to provide equality of rights for women have been reintroduced in every Congress from the 67th i n 1923 to the 100th in 1987. Also proposed in recent years, although not to date in the 100th Congress, has been legislation to improve women's rights without amending the Constitution: a statue to forbid enforcement of a classification based on sex -- except where necessary to achieve a “compelling state interest, " and a measure providing for selective revision of ex… more

Parental Leave: Legislation in the 100th Congress

Description: The report discusses the argument for why America should set a standard long-term maternity leave and temporary medical disability leave. Then the opposition to this position discusses why maternity leave and medical disability leave should be decided by the employer, not the Federal government.

The Iran-Iraq War: Implications for U.S. Policy

Description: This report discusses the Iran-Iraq conflict at its present state, which has become a war of attrition with neither side capable of achieving a decisive military victory over the other in the short term. U.S. policy concerns currently are threefold: first, that Iraq, despite moves to sustain its economic and military capacities, ultimately might suffer a destabilizing defeat to the detriment of U.S. interests in the Persian Gulf region; second, that future instability in Iran could open opportu… more

Report of the task force on radioactivation

Description: Estimates have been made of the residual radioactivation of the components of the SSC accelerator and detector complex. Such activation is caused by the loss of a small fraction of the proton beams being transported in the SSC accelerator system, by deliberate removal (dumping) of the beams and by particles created in the proton-proton collisions in the SSC storage rings. Existing methodology that has been successfully used to determine activation levels at other accelerator facilities has also… more

A Review and Analysis of Fortran 8x

Description: The ANSI Standards Subcommittee X3J3 on Fortran has recently completed a draft proposed standard for the Fortran programming language. The draft proposed standard, known informally as Fortran 8x, is a revision of the current standard X3.9-1978, known informally as Fortran 77. This report is a review of Fortran 8x and consists of a series of six articles. The first article gives a general overview of Fortran 8x. The next three articles give brief discussions of the array facilities; the enhanced… more

Application of a Multigrid Method to a Buoyancy-Induced Flow Problem

Description: The numerical prediction of buoyancy-induced flows provides special difficulties for standard numerical techniques associated with velocity-buoyancy coupling. We present a multigrid algorithm based upon a novel relaxation scheme that handles this coupling correctly. Numerical experiments have been performed that show that this approach is reasonably efficient and robust for a range of Rayleigh numbers and a variety of cycling strategies.

Research by ESS Division for the Nevada Nuclear Waste Storage Investigations: Progress report, January-June 1985

Description: Petrographic research for the Nevada Nuclear Waste Storage Investigations focused on xenolithic variability in the Topopah Spring Member and on variations of clinoptilolite composition at Yucca Mountain. Zeolite and smectite occurrences were considered in terms of their relation to a disturbed zone beneath the potential repository, and mineral stability experiments have produced a new clinoptilolite structure as a result of prolonged heating at low temperature. Limitations were defined on the a… more

Evaluation and compilation of DOE waste package test data: Biannual report, August 1986-January 1987

Description: This report summarizes results of the National Bureau of Standards (NBS) evaluations of Department of Energy (DOE) activities on waste packages designed for containment of radioactive high-level nuclear waste (HLW). The waste package is a proposed engineered barrier that is part of a permanent repository for HLW. Metal alloys are the principal barriers within the engineered system. Technical discussions are given for the corrosion of metals proposed for the canister, particularly carbon and sta… more

Performance test plan for a space station toluene heater tube

Description: Sundstrand Energy Systems was awarded a contract to investigate the performance capabilities of a toluene heater tube integral to a heat pipe as applied to the Organic Rankine Cycle (ORC) solar dynamic power system for the Space Station. This heat pipe is a subassembly of the heat receiver. The heat receiver, the heat absorption component of the ORC solar dynamic power system, consists of forty liquid metal heat pipes located circumferentially around the heat receiver`s outside diameter. Each h… more

Chernobyl lessons learned review of N Reactor

Description: A broad-base review of the N Reactor plant, design characteristics, administrative controls and responses unique to upset conditions has been completed. The review was keyed to Nuclear Regulatory Commission (NRC)-defined issues associated with the Chernobyl accident. Physical features of N Reactor that preclude an accident like Chernobyl include: lack of autocatalytic reactivity insertion (i.e., negative coolant void and power coefficents) and two separate, fast-acting scram systems. Administra… more

Solar dynamic heat pipe development and endurance test. Monthly technical progress report number 5, 30 September--28 October, 1987

Description: The Space Station requires a high level of reliable electric power. The baseline approach is to utilize a hybrid system in which power is provided by photovoltaic arrays and by solar dynamic power conversion modules. The organic Rankine cycle (ORC) engine is one approach to solar dynamic conversion. The ORC provides the attributes of high efficiency at low temperature and compact simple designs utilizing conventional techniques and materials. The heat receiver is one area which must be addresse… more
